Parks Comm MINS 05-02-2002CITY OF FEDERAL WAY PARKS AND RECREATION COMMISSION Thursday, May 2, 2002 City Hall 6:00 p.m. Council Chambers ATTENDANCE Present: C.T. Purdom, Chair, Len Zickler, Vice Chair, Don Dennis, Karl Grosch, and Neil Hellickson. Commissioner Pfeiffer arrived at 7:30 p.m. Excused: Bill Foulkes and Lisa Welch. Staff: Jennifer Schroder, PRCS Director, Kurt Reuter, Parks Operations Superintendent, Jon Jainga, Parks Planning and Development Manager and Peg Wright, PRCS Administrative Assistant. Dennis moved: Grosch seconded motion to approve minutes as written. Motion carried unanimously. The March 7, 2002 commission meeting minutes were amended to read that Commissioner Morrison did not resign but notified the commission he would be unable to attend meetings to the end of his term (expired 4/30/02). PUBLIC FORUM No public forum. Guests: Eric Williams, Sybil Lambert, Pete Gonzalos, Eric Sweet and Dan Scamporlina from David Evans and Associates. Sandy Bjork and Perry Woodford from Federal Way United Soccer. REPORTS David Evans and Associates Presentation on Synthetic Turf – Jainga introduced representatives from David Evans and Associates, who will be presenting information on synthetic turfs. Eric Sweet presented an extensive program on synthetic turf products. Afterwards, he had a question and answer period for commissioners, staff and guests. Geese Agreement – This was an action item, not discussion as listed on agenda. Schroder reported that the city had an agreement in 2001 with the Wildlife Services Program of the U.S. Department of Agriculture and she and Reuter said it worked well. They would like to proceed with the same agreement for 2002. Schroder recommended approval of the 2002 Interlocal Agreement for Waterfowl Management Program and to forward to the May PRHSPS Council Committee with a “do pass” recommendation. A motion was made to this effect and passed unanimously. Historical Cabin Design – Schroder reported on the Hylebos Historical Cabin project. She included in the packet, a schematic of the Master Plan that was approved by the Parks and Recreation Commission in May 1992. A copy of the current Master Plan was included on the opposite side. The commission encourages the use of low impact design techniques at the site. Tacoma Smelter – Schroder prepared a memorandum for the purpose of providing a brief summary of the information produced by the Washington State Department of Ecology regarding the Tacoma Smelter Plume study. Based on their study, there is no immediate health or ground water threat. Six parks in Federal Way were tested for levels of arsenic and lead by the Department of Ecology. All showed levels under the MTCA (Model Toxic Control Act) standards. The following parks in Federal Way were tested: Panther Lake, Wildwood, Celebration, Steel Lake, Fishers Pond and Saghalie. Parks and Recreation Commission, May 2, 2002 Page 2 King County Parks Update – The Park Task Force met May 1st with Schroder in attendance. The task force is evaluating a variety of options. She reported that the Suburban Cities group has been asked to brainstorm and submit their ideas to the Task Force. Ron Sims, King County Executive, is asking for a recommendation in June. There is a telephone poll being done for public input. Commissioners discussed the closing of pools and parks in our immediate area and the potential impacts to our community. Bike Facility/Park – Reuter reported that bikes frequently use the Skate Park. These riders tend to be older than the skateboarders. The bicycle riders he has spoken with are willing to help out on the design and labor to build a bike facility/track. Reuter also reported that he has meet with a representative from a company that builds bike facility components. Employees from the Target Store will provide the labor for some of the site clearing that will take place on their annual “Day of Caring”. Letters were submitted from youth requesting a Skate Park in another area of the city to accommodate other users. Zickler suggested two parcels of land in the Twin Lakes area that could accommodate a skate park/biking facility. Hellickson asked if one site could accommodate both bikes and skaters. Jainga responded that bikes present other safety issues dealing with clearance distances. Jainga stated that grant funding might be the answer to finance another facility in the Federal Way area. The PRHSPS Council Committee meeting will be held Monday, May 13, 2002 at City Hall with Chair Purdom attending. He invited all commissioners to attend also. NEW BUSINESS Schroder reminded commissioners of the letter in their packet concerning the Armstrong property acquisition. Chair Purdom reminded the commissioners that the vacancies for the Parks and Recreation Commission have been extended to May 17, 2002.
