CALL TO ORDER Chair Faison called the meeting to order at 5:28 pm. 2. APPROVAL OF MEETING MINUTES The minutes of the September 29 and October 20 meetings were approved as presented. 3. PUBLIC COMMENT There was no public comment on any item not included in the agenda. 4. BUSINESS ITEMS A. Resolution Approving/Confirming the Assessment Roll for Steel lake Management District #1 – The ordinance creating Lake Management District Number One for Steel Lake was approved by the City Council on October 21, 2003. A public hearing on the assessment roll for the district has also been scheduled at the November 18, 2003, City Council meeting. The assessment roll is the amount each property owner will pay per year in fees for aquatic plant management. The Committee recommended approval to the City Council of the resolution approving and confirming the special assessment roll for the Lake Management District Number One for Steel Lake. B. North Lake Annexation – Charles Gibson, of the North Lake Neighborhood Association, brought four other members of the association and a petition signed by 205 of the North Lake residents supporting the annexation of the North Lake area by the City of Federal Way. The Committee discussed projected revenues, needed capital improvements, costs of including the area in the annual Asphalt Overlay Program, parks and other improvements, noting that the newly annexed properties might be eligible for some grant funding. The Committee recommended placement of the North Lake Community annexation on the November 18, 2003, agenda and directed staff to prepare a resolution initiating the North Lake annexation by Election Method after adoption of the PAA Study. 5. FUTURE MEETINGS The next scheduled meeting will be November 17, 2003. 6.
