MINUTES
Chair Purdom called the meeting to order at 6:00 p.m.
Present: C.T. Purdom, Chair, Len Zickler, Vice Chair, Ade Bright, Don Dennis, Cindy Dodge, Bill Foulkes, Neil
Hellickson, Debra McCormick and George Pfeiffer. Excused: Jess Birtcher. Staff: Jennifer Schroder, PRCS Director,
Kurt Reuter, Parks Operations Superintendent and Peg Wright, Administrative Assistant.
Guests: Linda Kochmar, Councilmember and Dean McColgan, Deputy Mayor.
No Public Forum.
Vice Chair Zickler moved: Pfeiffer seconded motion to approve minutes as written. Motion passed unanimously.
COMMISSION BUSINESS
Capital Improvement Plan Review – Schroder discussed the memorandum in the commission packet addressing the eleven
park-capital projects budgeted to begin in 2003 and two for 2004. Because of the challenging workload for one parks
planner, three projects will be assigned to other staff. They are Playgrounds (Kurt Reuter), Major Maintenance (Steve
Ikerd) and DBC/KFT Rehab (Mary Faber). The capital plan will be impacted with researching and proposing a park impact
fee, Hylebos Trail feasibility project and preparing grant applications. Staff will review items on the work plan and request
feedback from the commission as to the proposed timeline. It will also be helpful to discuss the commission’s role in the
CIP work plan so we can begin drafting the commission’s work plan. Dumas Bay Centre project will be completed this
month with the dedication scheduled for March. Other areas of discussion were the Master Plans for the Thompson and
Armstrong properties, DBC/KFT infrastructure problems, needed improvements at Sacajawea, a bike facility, and a
downtown park with possible linkages to Steel Lake and Celebration Parks.
Trail System Information – Schroder distributed a 1991 and current map of trails in the City. She stated that with the
information and views gleaned from the public meetings and public forum at commission meetings, there was not much
support for a Hylebos Trail system and recommended that the commission not pursue the project. The Friends of the West
Hylebos have an interest in using the area as an interpretive site. The Commission is in support of open space development
for interpretation and stream restoration as long as it does not include a trail. Foulkes moved: McCormick seconded motion
to not pursue the Hylebos Trail project and the motion passed with a unanimous vote. The commission further discussed
parks with possible trail linkages.
Skate Park Artwork Dedication – the artwork for the Skate Park will be placed in the northeast corner of the current
landscaped area the last week of February. It was described by Schroder and Reuter as metal kinetic art with colorful,
moveable glass parts. Staff will notify the commissioners on a definite date for installation as well as dedication ceremony.
Dash Point/Hylebos Parking Fees – Schroder reported that there are no fees being charged at this time at the Hylebos
parking area. Information on parking fees at Dumas Bay will be confirmed and reported at next months meeting.
Celebration Park Maintenance Building – Reuter updated the commission on the maintenance facility at Celebration Park.
Reuter has been in contact with the Mentink family concerning the batting cage facility because all the permits expired on
January 9, 2003. There has been no decision made from earlier discussions so a letter will be drafted and mailed requesting
a definite answer. Vice Chair Zickler talked about joint operations and that often, bonding is difficult to acquire. Different
areas of the park have been discussed for the maintenance building location. Schroder said she and Reuter have differing
ideas on the location and more discussion followed. Schroder reminded staff and commissioners of the five-acre parcel on
the south end of Celebration Park as a possible site.
Signage at Sacajawea – Reuter said he has been approached by field users at Sacajawea Park on posting signage prohibiting
cigarettes, gum, sunflower seeds, etc., in the field area. Over a period of time these items can ruin the field surface plus
becomes a safety hazard. One suggestion was to post two signs – one at each end of the entrance areas to the fields –
prohibiting the items then “self-police” the area. Schroder recommended that letters be sent to the schools asking their
cooperation and assistance. Reuter will draft such correspondence and it will be reviewed at the March commission
meeting.

STAFF REPORTS
Community Center Project Update – Schroder reported that work on the Community Center has begun and there will focus
groups compiled of staff, commissioners from all the City Commissions and residents of the city for advisory, senior and
programming issues. These groups will be set up to gather information and offer advice on the needs of the center.
Lakota Master Plan/Public Works Improvements – A possible redesign of the Lakota Master Plan may occur depending on
the Public Works proposed improvements and how they would impact the current design. B. Sanders, Parks Planning and
Development Manager, met with Public Works staff on the proposed improvements and how they may impact the Lakota
design. Revised designs may be sought if the changes are considerable.
PRHSPS Council Committee meeting will be held on Monday, February 10, 2003 will be attended by Chair Purdom who
extended the invitation to all commissioners for informational purposes. The meeting is at 4:00 p.m. in the Mt. Baker
Conference Room at City Hall.
NEW BUSINESS
Reuter reported that he has been gathering information and specific brochures for a recruitment brochure for the City of
Federal Way Parks and Recreation Commission.
