Baker Conference Room 6:00 p.m. City Hall MINUTES Chair Purdom called the meeting to order at 6:00 p.m. Present: C. T. Purdom, Chair, Bill Foulkes, Vice Chair, Cindy Dodge, Debra McCormick and George Pfeiffer. Unexcused: Don Dennis. Staff: Jennifer Schroder, PRCS Director, Kurt Reuter, Parks Operations Superintendent and Peg Wright, Administrative Assistant. Guest: Linda Kochmar, Councilmember. Chair Purdom announced that Len Zickler had decided not to re-apply for a seat on the commission. He sighted work related assignments that may require a move to the Spokane area. Foulkes moved: Pfeiffer seconded motion to approve the April meeting minutes as written. Motion passed unanimously. PUBLIC FORUM Perry Woodford, President, Federal Way United Soccer Club – He stated that every year during the first two weeks of August, the Federal Way Soccer Association hosts their Blastoff Tournament. Comments are made from the participating coaches and teams about the poor quality of some fields used for tournament play. He voiced concern on the continued vandalism to the Celebration Park soccer fields also. He said it is hard for the fields to recover for needed use and this appears to be the worst year yet. He volunteered the assistance of the soccer association to improve field quality. Schroder said that the vandalism is of concern to staff also and they are looking at different solutions. Woodford reported that the Federal Way School District has scheduled use of the Steel Lake soccer field beginning in August. He has a concern about the additional scheduling. Their association was not aware of this until recently and it impacts a program they had planned on conducting at that site. Reuter said he would follow up with John Hutton, Recreation Supervisor and the Federal Way School District. COMMISSION BUSINESS Economic Development Grants – Pfeiffer attended the Tourism Enhancement Grant Subcommittee meeting on April 10, 2003. There were seven applications with a total of $51,200 requested monies. A total of $25,200.00 was awarded to six applicants: $2,500.00 to the United States Specialty Sports Association of Washington/Seattle Major N.I.T., $5,000.00 to the Pacific Northwest Association of United States Synchronized Swimming, $4,200.00 to the Rhododendron Species Foundation, $1,000.00 to the Federal Way United Soccer Club, $2,500.00 to the United States Specialty Sports Association of Washington/USSSA Men’s “C” NW Divisional National Championships and $10,000.00 to the King Aquatic Club/2003 Open Swimming Championship. The Lodging Tax Advisory Committee has allocated $34,000 in total to be applied towards the Tourism Enhancement Grant for the two rounds in 2003. In addition, there is a total of $15,000.00 in the Council-approved budget available to augment the Tourism Enhancement Grant funding during the biennium. This additional amount may be applied in whole or in part to any of the four grant application opportunities during of the biennium. Parks and Recreation Commission, May 1, 2003 Page 2 Decatur Lighting - Preliminary costs on the lighting of Decatur soccer/football field was discussed. Pfeiffer will look in to other sites and acquire cost estimates as will Reuter. Staff will ask Musco Lighting to submit cost estimates for the project. They will report cost estimates at the June Parks and Recreation Commission meeting. Use of the field by different user groups was also discussed. The athletic fields at school locations are to be used by non-profit organizations only and the discussion centered on adult leagues at these sites. Bike Facility – Reuter acquired information on two different bike facilities – a BMX track and the other is similar in design to a skate park. The BMX facility used example is located in the City of Richland and is approximately two acres in size. One acre is for the actual track and the other acre for parking and restroom building. The local BMX Association does the majority of the work and they perform all of the maintenance. The only maintenance performed by the City is mowing the grass and maintenance of the irrigation system. The other bicycle facility is similar in design to a skate park. Information was provided from Dan Grant of the True Ride Company. They sell composite skate and bike park elements. The elements used in skate parks and bike parks are the same. Minimum size area needed for a bike park would be 120 feet x 50 feet. The optimum size would be 120 feet x 80 feet. These parks are designed in a linear configuration that allow users to go end to end through a series of elements. A wider area means more elements can be incorporated in to the design. Costs can range from as little as $15,000.00 to over $75,000.00, depending on the size and number of elements. Schroder said a public meeting could be scheduled to gather information and see what user groups are out there and their needs for a facility. Chair Purdom suggested scheduling the meeting for fall rather than summer since it is already May and school will be out soon. Pfeiffer suggested having vendors attend and use Lakota Park to set up a product demonstration area. STAFF REPORTS Community Center Update – Schroder will include information in the June meeting packet. She reported that attendance was good and included a diverse user group. There was a study session with the Council on Tuesday and it went very well. Focus groups have begun meeting. A contact from the school district said they have interpreters available to assist local ethnic groups who may want to provide input on the Community Center. Turf Issue at Sacajawea – Reuter said signs are on order for Sacajawea like the ones that are up at Celebration Park. Extra signs were ordered to replace those vandalized or stolen throughout the year. Pfeiffer reported that a catch basin needs to be cleaned out to control water draining off the field. Armstrong Property Public Meeting – Reuter reported to commissioners that consultant Steve Worthy counted 21 persons in attendance at the Armstrong Property meeting held April 29, 2003 at Sherwood Forest Elementary School. Another meeting may be scheduled in June 2003 with an updated map of the wetland areas and additional information gathered by the consultant group on the property. Track Information – Reuter distributed a memo to commissioners on the asphalt paving for Sacajawea track. A bid had been obtained earlier for $270,000. Reuter contacted two other asphalt companies for quotes just on the “D’s” inside the track at each end of the soccer field. Each bid contains two different scopes of work. One price is for the bidder to complete the entire project including excavation and removal of existing materials, installing a compacted crushed rock base and overlay with a two-inch layer of asphalt. The other price quoted does not include the excavation and removal of existing material. The bids were as follows: HiGrade Asphalt complete job, $37,950; minus excavation, $25,174. AA Asphalting complete job, $44,450; minus excavation, $38,950. These prices do not include sales tax. PRHSPS Council Committee meeting does not have any parks agenda items. Parks and Recreation Commission, May 1, 2003 Page 3 NEW BUSINESS Schroder reported that the transfer of the Kenwood Pit property to the City of Federal Way is going to King County Council in May. Chair Purdom reminded commissioners of the May 27, 2003 public meeting at the King County Regional Library, on the Thompson property. Chuck Glasford wrote a letter to the city requesting a bench with commemorative plaque be installed by the horseshoe pits at Steel Lake Park in honor of his two friends who were instrumental in getting the horseshoe pits constructed. Glasford’s friends have since passed away and he would like to honor them in this way. Reuter reported that the Canoe Regatta was coming up on June 28, 2003 and encouraged all to attend this fascinating event.
