PRHSPSC MINS 08-11-2003 City of Federal Way City Council PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Monday, August 11, 2003 4:00 p.m. SUMMARY In attendance: Council Committee members Chair Linda Kochmar, and Mary Gates, Staff: David Moseley, City Manager, Karen Jorgenson, Assistant City Attorney, Jennifer Schroder, Director Parks, Recreation and Cultural Services, Kelli O’Donnell, Human Services, Angelina Allen-Mpyisi, Human Services Manager, B Sanders, Park Planning & Development Coordinator, Mary Jaenicke, Administrative Assistant. Guests: C.T. Purdom, Chair Parks & Recreation, Art Hagberg, H. David Kaplan, Barbara Reid, Julie Grant, Chair Human Services Commission. Excused Absence: Council member Jack Dovey Chair Kochmar called the meeting to order at 4:05 p.m. PUBLIC FORUM Art Hagberg with the Federal Way Kiwanis spoke regarding Fishers Pond. He stated that Fishers Pond would be a perfect place to build a children’s park. He believes that the Kiwanis would receive a lot of support for this project. Schroder stated she would keep the Parks and Recreation Commission updated on this project, and they would like to work with the Kiwanis on this project. Hagberg also reported that the Kiwanis salmon bake was a huge success, and they served approximately 800 people. H. David Kaplan stated that the Federal Way News ran a story regarding 101 things to do in Federal Way. Two of those items spoke regarding dogs running free in Celebration Park and French Lake Park. Kaplan spoke to the writer of that story. The Federal Way News is going to do a follow-up story about the off leash park that the surrounding cities are putting together, and the importance of having dogs on a leash at parks. Barbara Reid spoke about Rachel the 13 year old girl who spoke about the off leash park. Reid stated she was very impressed, and she hopes Rachel will be remembered when the off leash park is dedicated. Reid stated Rachel should be a guest of honor. Schroder stated she would get Rachel’s contact information from the City Clerk. O’Donnell introduced Angelina Allen-Mpyisi the new Human Services Manager. COMMISSION COMMENT None APPROVAL OF SUMMARY Council members Gates and Kochmar motioned to approve the July meeting minutes as written. Motion passed. BUSINESS ITEMS Update on the 2004 CDBG Progress O’Donnell reviewed the proposed projects and programs with the Committee. The final proposal will be presented to the Committee at the September meeting. The recommendations that were reviewed are based on the preliminary estimates that they received from King County. The preliminary estimate is as follows: $90,884 for planning and administration, $119,425 for public service, $855,907 for capital projects. O’Donnell stated the request for funds was $242,984, and the funds available at this time are $119,425. This is a difficulty that the Human Services Commission faces every year. Human Services Chair Grant stated that the commission does their best to fulfill the requests from the agencies. Kaplan stated that he is concerned that Federal Way Citizens are not getting their fair share of funding. He wants to know why the City can’t just serve Federal Way citizens. O’Donnell stated that the commission looks very closely at this issue. Part of the application process is furnishing demographics showing exactly how many and what percentages of clients of all jurisdictions are being served. If these agencies were not serving our residents, then we would not fund them. A lot of the agencies are located outside of the city limits, but they are serving Federal Way residents. The percentage of funding they’re asking for correlates with the percentage of Federal Way residents they are serving. Gates stated that the Domestic Violence PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Monday, August 11, 2003 Summary Page 2 program needs to be funded, and that they need to work through FEDRAC and other contingencies to be able to fund this in 2004. O’Donnell also reviewed the Capital Projects. The commission met on August 4 and developed the preliminary funding allocations. O’Donnell reported that she received the final estimate for 2004 allocations, and the capital funds have been reduced by $17,500. The commission will be looking at alternatives on how to reduce the funding. The public hearing is scheduled for August 18 at 7:00pm in Council Chambers. Both Kochmar and Gates expressed that they would like to keep as much funding in Federal Way as possible. Accept Dumas Bay Restoration Project Sanders reported that the first phase of restoration work at Dumas Bay Center has been completed and the City is prepared to accept the construction contract as complete. The goal of phase 1 was to keep the water from going over the edge of the bluff, and get the water to sink into the soil. Gates moved to recommend a “do pass” to accept the Dumas Bay Centre Restoration construction contract by Athletic Fields, Inc. as satisfactorily completed, and forward to full council on September 2, 2003. Kochmar seconded. Motion passed. Grandview Park Off-Leash Area Development Agreement Schroder presented the Interlocal Agreement, which consists of eight cities and King County. A portion of Grandview Park will be converted as a dog off-leash area. There are capital funds that are requested up front to start the project. King County has agreed to pay half of those funds. The participating cities will pay a pro-rata share based on population. Federal Way’s share comes to $4,163. City of SeaTac has taken ownership of Grandview Park, and will be responsible for insurance and liability. A non-profit group called S.O.D.A. will operate the park as an off-leash dog area, including the responsibility for the daily operation and maintenance. The law department and risk manager have reviewed the agreement. The money will come out of the 2003 Park Operations Division budget. Gates moved to place this item on the September 2 consent agenda with a “do pass” recommendation to the City council authorizing the City Manager to sign the Agreement Regarding Development and Operations of a Grandview Park Off-Leash Dog Area and, to authorize allocating $4,163 from the 2003 Park Operations Division budget to fund the city’s share in capital improvements at Grandview park for the off-leash area. Kochmar seconded. Motion passed. ANNOUNCEMENTS Discussion was held on how to properly thank the local businesses, agencies and staff from the surrounding cities for their donation of services and support for Officer Maher’s funeral. Moseley stated that Cathy Schrock in the Public Safety Department has been keeping a list of the personnel, agencies and businesses that have assisted during this tragic time, and thank you letters will be sent out. Kochmar requested that the Council receive a copy of that list. Moseley stated he would send an e-mail to the Council members requesting that if there were cities with staff that attended the service to please notify him, and the City Manager’s office would prepare a letter of appreciation.
