CALL TO ORDER Chair Faison called the meeting to order at 5:27 pm. 3. LT AC Commiss ion Memb er S cott Brown, came for ward in support of the festival saying it had huge potential to become a regiona l event and not just a Feder al Way event. 4. COMMITTEE BUSINESS A. Approval of the April 13, 2004, Minutes – It was m/s/c to adopt the April 13, 2004, minutes as present ed. B. Korean Sports and Cultural Festival – Mr. Doherty went over t he c onc ept ua l fr a mewor k a nd pr opos a l for t his event, which wa s in part formu lated by the events planning consu ltant Da vi d Doxt a t er . Mr. Doherty hi ghl i ght ed tha t this woul d b e a t hr ee-da y cult ur a l event t o b egin t he spring of 2005. An approximate 12-member steering committ ee would need to be formed t o over s ee f or mu la t i on of event “conc ept s a nd pr ogr a mma t ic el em ents.” T he ‘W or kshop ’ thr ou gh t he pla nni ng c ons u lt a nt wou l d pr oduc e t he f ir st yea r event. A loca l ha lf-t i me st a ff p er son a nd volunteer committ ee would participate throughout to learn the planning/production process. This festival would consist of cultural and sports events, along with an extensive trade component. The benefits would include a posit ive economic impact and an enhanced community profile and image. This could be a “signature event” for the community. Ma yor M cC ol ga n, ha d a few c onc er ns. One was that this exp enditur e c ou ld ex ha ust a ll t he lodging tax funds ($176,000) for one project and leave nothing left and whether there was enough time to put on a successful event. Mr. Ferrell suggest ed bringing this idea to the Diversity C ommiss ion for input, and that this idea needed some in depth and thor ou gh thinki ng b ef or e excluding other possible options for the use of lodging tax revenue. Ms. Burbidge expounded on FEDRAC Minutes May 11, 2004 Page 1 FEDRAC Minutes May 11, 2004 Page 2 the potential for an outstanding outcome, and although this would be unique for Federal Way, we should explore and make sure we are on track with commitment of long-term staff to be able to pull this off. Mr. Park mentioned that the Korean Community’s response for volunteers was very positive and he was in hopes that the half-time employee hired by the City would be bilingual. Mr. Doherty and the consultant, David Doxtater, responded to most of the concerns. Although there are possible liabilities, the outlook is very positive with good response from the Korean Consul General, the Korean community, and the Federal Way Chamber of Commerce. This proposal was m/s/c for the next Council meeting on May 18, 2004. C. Consultant Services regarding the Potential for a Commercial “Lifestyle Center” in Federal Way City Center – Mr. Doherty has identified an opportunity to employ services for a urban retail consultant for the purposes of offering City Council Members, staff and interested members of the public a presentation regarding commercial “lifestyle centers” and their feasibility for the Federal Way City Center. The current proposal is to engage the services of a recognized consultant, Mr. Bob Gibbs. Mr. Gibbs is the principal of the Gibbs Planning group, a nationally recognized consultancy firm that offers professional services in town planning, retail analysis, and landscape architecture. He would provide an approximately two-hour presentation on the nuts and bolts of “lifestyle centers.” His services for such a presentation would run approximately $2,500 to $3,000. According to Mr. Faison, this service fits in with the strategies for redevelopment of our downtown. He believes Mr. Gibbs has the expertise to give the City a complete study of potential redevelopment. Ms. Burbidge sees it as a positive avenue in investing in our City center, which in turn would increase revenues. This proposal was m/s/c for the next Council meeting on May 18, 2004. D. Review and Comment on the Draft PowerPoint economic Development Messaging Presentation – Mr. Doherty went through his PowerPoint presentation , which was well received. With time of the essence, it was forwarded for comment to the next Fedrac meeting on May 25, 2004. 5. FUTURE MEETINGS The next scheduled meeting is June 8, 2004, 5:30 p.m., in the Mt.
