Itwas m/s/c toamendtheagendabyaddingItemE,Briefingon288th Access,whichwillbeaninformationalbriefingby PublicWorksDirectorCaryRoe. 2.APPROVALOFMINUTES ThesummaryminutesoftheApril5,2004,meetingwasapprovedaspresented. 3.PUBLICCOMMENT RodLeland,FederalWaySchoolDistrictFacilitiesDirector,commentedthattheSchoolDistrictsupportsaconnection betweenPacificHighwaySouthand9th AvenueSouth.TheDistrictisconsideringconsolidatingschoolfacilitiesontheland thattheyareinterestedinthisareaandfeelthataconnectionutilizing332nd wouldworkbestfortheirproposedproject.He gavetheCommitteeacopyofamapshowingtheparcelstheyareconsideringandhowaconnectionutilizing332nd would work.Theplanstheyhaveareconceptualatthisstage,buttheywouldlikeacommitmentfromtheCitythataconnection willbeplannedbetweenPacificHighwaySouthand9th AvenueSouth. 4.BUSINESSITEMS A.51st AvenueSWStormDrainImprovements –FinalProjectAcceptance&AuthorizationtoReleaseRetainage – Thisprojecthasbeencompletedatacostbelowtheexpectedcost.TheCommittee m/s/c thestaffrecommendationto placeontheMay4,2004,CityCouncilConsentAgenda,acceptanceofthe51st AvenueSWStormDrainImprovements ConstructionContract(AGNo.03-111),constructedbyR.L.Alia,Company,intheamountof43,400.65ascomplete,and authorizestafftoreleasetheretainage. B.WestHylebosCreekRestorationProjectBidAward –Thebidcameinbelowestimateandthecontractorhas assuredtheCitytheycandotheworkforamountstated.TheCommittee m/s/c thestaffrecommendationtoplaceonthe May4,2004,CityCouncilConsentAgendatoawardtheWestHylebosCreekRestorationProjecttoJansenInc.,the lowestresponsive,responsiblebidderintheamountof$449,648.10andapprovea10%constructioncontingencyof $44,964.81foratotalof$494,612.91;andauthorizetheCityManagertoexecutethecontract. C.23rd AvenueSouthRoadImprovementsProject –FinalProjectAcceptance&RetainageRelease –Thisproject wascompletedinlate2002.ItiscomingbeforetheLUTCnowduetodisputesthathavebeenresolved.TheCommittee m/s/c thestaffrecommendationtoplaceontheMay4,2004,CouncilConsentAgendaacceptanceofthe23rd Avenue SouthRoadImprovementsProject(South316th toSouth324th Street),constructedbyDPK,Inc.,intheamountof $5,471,895.86ascomplete. D.AlternativeCrossSectionsforPacificHighwaySouthHOVLanesPhaseIIIProject –CouncilMemberDovey recusedhimselffromthisissuebecausehehaspropertyinthearea.CouncilMemberParkchairedthisportionofthe meeting.TheCityhascompletedthefirstphaseofthePacificHighwaySouthHOVLanesProjectwiththesecondphase currentlyunderconstruction,andthethirdphaseinpreliminarydesign.Inthefirsttwophases,theprojectwasdesigned consistentwithCrossSectionAofthe FederalWayComprehensivePlan.Numerousexistingdevelopmentsencroachinto theright-of-wayrequiredtoconstructCrossSectionA.Tominimizeprojectimpactstoadjacentbusinesses,theCitymade minormodificationstothiscrosssection,reducedtheright-of-waypurchased,and/ormadesomeminormodifications duringright-of-waynegotiations.Basedonseveraloftheright-of-wayacquisitionsandtheimpactsofimplementingCross SectionAinPhasesIandII,theCouncilrequestedthatstaffreviewthepossibilityofreducingthewidthofPacificHighway CityofFederalWay CityCouncil LandUse/TransportationCommittee April19,2004 CityHall 5:00p.m.CouncilChambers G:\LUTC\LUTCAgendasandSummaries2004\April19,2004,LUTCMinutes.doc SouthCrossSectionAandtopresenttheirrecommendationstotheCityCouncilforconsideration.Inresponse,staffhas developedtwoCrossSectionalternatives.Theproposedalternative,CrossSectionA-1(beginningonthewestsideofthe highway),planelementsincludeathree-footutilitystrip,six-footsidewalk,fourandone-halffootplanterstrip,threelanesin eachdirection(a14-footHOVlane,an11-footoutsidegeneralpurposelane,anda12-footinsidegeneralpurposelane),a 12-footlandscapedmedian,afourandone-halffootplanterstrip,aneight-footsidewalk,andathree-footutilitystrip.Cross SectionA-2planelementswouldbeidenticaltoCrossSectionA-1,excepttheplanterstriponthewestsideofPacific HighwaySouthwouldbeeliminated.WithCrossSectionA-2,themagnitudeofright-of-wayimpactsonbusinesswouldbe thesameasCrossSectionA-1,buttherewouldbenoseparationbetweenpedestriansandtraffic;alossofaesthetic continuitywiththeWSDOTprojecttothenorthandthePacificHighwayHOVLanesPhasesIⅈandtherewouldbeless spacetolocatestormwatertreatmentfacilitiesandundergroundutilitiesonthewestsideoftheroadway.EvenifCross SectionA-1orA-2isadopted,therewillbesomesectionsofPacificHighwaySouththatwillnothaveplanterstrips becausetheywouldnegativelyimpactthebusinesses;namelyatDashPointRoad,nexttotheNextelbuilding,andatthe Shellgas stationat288th.TheCommitteeaskedifitwouldbepossibletodecreasethesizeofthelandscapemedian.Mr. Salloumrepliedthatasmallerlandscapemedianispossible,butitwouldnotprovideenoughroomforleft-handturn pocketsandwouldnotbelargeenoughtoplanttreesin.TheCommittee m/s/c thestaffrecommendationtoplaceonthe May4,2004,CityCouncilConsentAgendadirectiontostafftoutilizeAlternativeCrossSectionA-1indesigningthePacific HighwaySouthHOVlanesPhaseIIIProjectandmakeplanterstripmodificationstothecrosssectionatspecificlocations, toavoidimpactsonbusinesses. E.Briefingon288th Access –AttheApril6,2004,CityCouncilmeeting,staffwasdirectedtoconsideralternativesfor thisproject.StaffwillpresentthisproposalattheApril20,2004,CityCouncilmeeting.Themajorissueissightdistance. Forvehiclesturningleftfrom288th intotheShellgasstationsite,therearetwoobstructionsonPacificHighwaySouththat makeitdifficulttoseecarsturningrightonto288th.ThesetwoobstructionsaretheShellsignandthesignalcontroller cabinet. The staff’s proposal is for the owner (at his expense) to move the Shell sign in line with the controller cabinet so thereisonlyoneobstruction.Agapwillbemadeinthec-curbforleftturnsintothesite.Inaddition,therewillbesignageto prohibitleftturnsoutofthedrivewaysfortheShellstation,animalhospital,andcheckcashingbusiness.Staffrecommends theymonitorandevaluatethissituationforsixmonths.TheCommitteeaskedifthepreviousdiscussionontheCross Sectionwouldrequirethattheownermovethesignasecondtime?Mr.Roerespondedthattheownerwouldnotbe required/requestedtomovethesignmorethanonce.TheCommitteeaskedwhatisthethresholdforthesix-month monitoringperiod?Mr.Roerepliedthatthestaffhavenotconsideredallaspectsofthisproposalandwouldbepreparedto respond to this question at tomorrow’s Council meeting. Since this projectisalmostcompleted,andtheproposalis contingentupontheownermovingthesign,itwasrecommendedthattheownerbegivenacertaindatebywhichthesign mustbemovedandifnot,agabinthec-curbfortheleftturnaccesswillnotbegranted. 5.FUTUREMEETING ThenextscheduledmeetingisMay3,2004. 6.ADJOURN Themeetingadjournedat7:00p.m.
