B.WestHylebosCreekRestoration –100%DesignApproval&AuthorizationtoBid –TheWest HylebosCreekRestorationProjectwillrestoreapproximately3,300feetofstreamcorridorbetweenSouth 356th StreetdownstreamtoSR99attheSpringValleyMontessoriSchool.Thescopeofworkistostabilize largequantitiesofin-streamgravelandover-steepbanksbyplantingnativevegetationaswellastoinstall in-streamsalmonidhabitatfeatures.Totalprojectcostsare$908,195withanavailablebudgetof $1,648,445. The Committee m/s/c recommendation to approv e at the City Council’s next meeting on March 2,2004,toauthorizeabidoftheproject,andtoauthorizetheCityManagertoexecuteanegotiated easementagreementwithDonaldBarovicforuseofhisland. C.GranvillePlaceFinalPlat –GranvillePlaceisasubdivisionofsevensingle-familylotson2.09acres locatedattheterminusofSW346th Place,southofSW3244th Street.Preliminaryplatapprovalwas grantedfortheresidentialsubdivisionbytheCityCouncilonMay20,1997.Allrequiredroads,sidewalks, stormdrainagefacilities,sewerlines,waterlines,andrelatedimprovementshavebeenconstructedandall applicablemaintenancebondsaresecured.TheCommitteem/s/ca doapprove recommendationtothe CityCouncilatitsMarch2,2004,meeting. CityofFederalWay CityCouncil LandUse/TransportationCommittee February17,2004 CityHall 5:30p.m.CouncilChambers G:\LUTC\LUTCAgendasandSummaries2004\February17,2004,LUTCMinutes.doc D.2004HomeFreeGuaranteeContractwithKingCountyMetro –Washington State’s Commute Trip Reduction(CTR)Law,adoptedbythe1991LegislatureandincorporatedintotheWashingtonCleanAirAct, requiresthatallmajoremployers,bothpublicandprivateemploying100ormorefull-timeemployeeswho arescheduledtoarriveatasingleworksitebetween6:00a.m.and9:00a.m.,developandimplem enta CommuteTripReductionPlan.ThepurposeoftheHomeFreeGuaranteeprogramistoprovideemployees participatingincarorvanpoolswithafreetaxiridehomeincaseofeitheranemergencyoraneedtowork lateunexpectedly.ThecurrentHomeFreeGuaranteecontractwithKingCountyMetrohasexpired.Since itisanessentialelementoftheoverallCTRprogram,renewalisdesirable.Basedon150fulltime employeesatthenewCityHall,the2004HomeFreeGuaranteeprogramcontractwouldcost$150.The Committeem/s/ca doauthorize recommendationtotheCityCouncilatitsMarch2,2004,meetingforthe CityManagertoexecutea2004HomeFreeGuaranteecontractwithKingCountyMetrointheamountof $150fundedbytheTrafficDivision. E.Follow-uponPlanningCommissionWorkProgram –AttheFebruary2,2004,LandUse TransportationCommitteemeeting,the2004PlanningCommissionWorkProgramwasapproved.However, theLUTChadrequestedstafftofollowupontwoquestions.Onewaswhether theCitywasreceivingany salestaxesfromtheoff-siteautomobilesalesconductedatSeaTacMall(TheCommonsatFederalWay) andwhethertheFederalAviationAdministration(FAA)hadanyrestrictionsontheuseofsearchlights.The secondquestionwashowmuchstafftimewouldberequiredtoprepareacodeamendmentrelatingto modifyingsetbacksintheCityCenterCore,CityCenterFrameandNeighborhoodBusinessDistricts.Tothe firstquestion,staffreportedthattheCitywasreceivingnosalestaxes. The Mall site is merely a “show room” and sales taxes are generated to the community in which keys to a purchased v ehicle are actually transferredtothenewowner.Thatkeytransferusuallytakesplaceelsewhere.Mostoftheoff-sitesales thathavebeenheldatthemallarecompetingwithsalesofCitydealers.However,theoff -sitesales promoteadditionalshoppingtripstotheMall.TheCommitteedidnotchangetheiroriginalrecommendation ofFebruary2,2004,andreferredtheissueofoff-sitevehiclesalestotheFEDRACCommittee.Onthe secondquestion,theCommitteedecidednottoaddanyadditionalitemstotheworkprogram,buttobring backitemstoLUTCforadditiontotheworkprogramasotherworkwascompletedbystaff. 5.FUTUREMEETINGS ThenextscheduledmeetingwillbeMarch1,2004. 6.ADJOURN Themeetingadjournedat6:10p.m.
