B.GrantFundingForTransportationImprovementProjects –Staffexplainedthatgrantmatching funds,upfront,weighheavilyinreceivinghighwayconstructiongrantmoney.Thefollowingwasthe statusofgrantapplicationssubmittedin2003andtherequiredmatch: PacificHighwaySouthHOVPhaseIII(South284th toDashPointRoad),thedesign,rightofway, andconstructionphases,received$615,691fromthe2002CountywideTEA21(Federal)anda matchingamountof$83,118 The2005TransportationPartnershipProgram(State)awarded$4,645,100tothePacificHighway SouthHOVPhaseIIIprojectandamatchingamountof$2,607,018 TheCommitteem/s/crecommendationofapprovaltotheCityCouncilatitsFebruary17,2004,meeting oftheabovegrantmonies. Nograntfundingwasawardedbythe2005TransportationPartnershipProgramfortheSouth356th StreetConstructionProject(FirstAvenueSouthtoPacificHighwaySouth). C.2004LitterRemovalContractAward –Since1993,Vadishasprovidedacrewoffivedevelopmentally disabledindividuals,asupervisor,andatransportvehicletocollectlitterfromroadsandCityfacilities throughoutFederalWay.Vadisalsoperformsavarietyofotherlow-skilledoperationsatgreatsavingsto the City. The contractor’s annual compensation level of $49,217 was unchanged from 2002 and 2003 contractlevels.FundingforthisservicecomesprimarilyfromtheSolidWasteandRecyclingbudgetwith additionalfundingreceivedfromSurfaceWaterManagement.TheCommitteem/s/crecommendationof CityofFederalWay CityCouncil LandUse/TransportationCommittee February2,2004 CityHall 5:30p.m.CouncilChambers G:\LUTC\LUTCAgendasandSummaries2004\February2,2004,LUTCMinutes.doc approvalofanewcontractintheamountof$49,217andauthorizedtheCityManagertoexecutethe contract.TheCityCouncilwillreviewthecontractatitsFebruary17,2004,meeting. D.PlanningCommissionworkProgram2004 –Atthebeginningofeachcalendaryear,theCityCouncil approv es the Planning Commission’s work program for that year. This year, there are work programitems leftoverfrom2003tobecarriedinto2004.ThereareitemsrequiredbyStateLaw.Therearelisteditems ofpotentialnewworkitemsforthe2004PlanningCommissionWorkProgramaswellasotherLongRange Planningreportingormonitoringwork requiredannuallybyKingCountyortheStateofWashington.Inall, thereweretwenty-twoitems,oneofwhichwasrelativetoaletterreceivedfromJandKProductions regardingtheuseofasearchlightforoff-siteautosales.TheCommitteediscussed theitemsandchose twelveofthetwenty-two:numbers1,2,4,5,6,7,8,9,10,11,12,and18fromaworksheetpreparedby staff.Priortomakingafinaldecision,however,theCommitteerequestedthatstaffresearchfurtherthe claimsmadeintheletterfromJandKProductionsregardingsalestaxcontributionstotheCityasaresultof increasedsalesgeneratedbytheuseofasearchlight. 5.FUTUREMEETINGS The next scheduled meeting will be February 17, 2004, due to the President’s Day holiday whichfallsonthe regularlyscheduledmeetingnightofFebruary16. 6.ADJOURN Themeetingadjournedat6:55p.m.
