LUTC members expressed a number of concerns: other than signs, there doesn’t seem to be much difference betweentheproposedFreewayCommercial(FC)andCommunityBusinesszones;itseemstheproposedFCzonewould havetohavemoreincentivesforownerstogothroughthelengthycomprehensiveplanprocesstochangetheircurrent zoning;anditcouldbedetrimentaltotheaestheticsofourCityentrance.ThemembersalsorecognizetheproposedFC zone could meet its intent to capture retail markets not currently locating in Federal Way, and thereby, increase the City’s taxbase.TheCitywillbeworkingonasigncodeamendmentsoonanditwassuggestedthatadecisionontheproposed FCzonewaituntilthesigncodeamendmentiscompleted.Itwas m/s/c torecommendtheCityCounciltablethisissue. B.PAASubareaPlan –JacksonSite-SpecificRequest –ChairmanDoveyaskediftherewasanypubliccomment. Steve McNey –Heshowedsomepicturesofwhattheywanttoaccomplishonthesite.Theyarewillingto enterintoagreementsonhowthebuildingsaretobedesigned.Theyjustrequestthatthepropertybezoned commercialsotheycanaccomplishwhattheywantto onthesite. Councilmember Faison commented that he is in favor of Community Business (BC) zoning with a developer’s agreement thatwouldrestrictdesignandusetosomethingpedestrianoriented.StaffcommentedthatBCwouldbeinconsistentwith thecomprehensiveplan,whichcurrentlystatesthatBCshallbelocatedalongPacificHighwaySouthandthe348th corridors.Atextamendmentcouldbemadetothecomprehensiveplantochangethis.Itwas m/s/c torecommendadoption oftheCommunityBusinesszone fortheJacksonSite-Specificrequest,withacorrespondingcomprehensiveplantext amendment and the understanding that a developer’s agreement would be entered into when the property is annexed. C.LakotaWetlandRegionalStormwaterFacilityImprovementsProject –BidAward –Councilgaveauthorizationto bid this project on March 16, 2004. Staff believes Lloyd Enterprises, Inc, can successfully complete this project to the City’s satisfaction..TheLUTC m/s/c toplacethefollowingprojectrecommendationsontheJune1,2004,CityCouncilConsent Agenda:1)awardtheLakotaWetlandRegionalStormwaterFacilityImprovementsProjecttoLloydEnterprises,Inc.,the lowestresponsive,responsiblebidder,intheamountof$239,461.20,andapprovea10%constructioncontingencyof $23,946foratotalfundedamountof$263,407.00;and2)authorizetheCityManagertoexecutethecontractwithLloyd Enterprises,Inc. CityofFederalWay CityCouncil LandUse/TransportationCommittee May24,2004 CityHall 5:00p.m.CouncilChambers G:\LUTC\LUTCAgendasandSummaries2004\May24,2004,LUTCMinutes.doc D.WestBranchandMainStemLakotaCreekRestorationProject –BidAward –Councilgaveauthorizationtobid thisprojectonApril6,2004.Thethirdbidderfiledaformalbidprotestbasedonthesubmittals,orlackthereof,fromthefirst andsecondbiddersofaconceptualtrafficcontrolplan.SWMstaffandlegalcouncilreviewedthebidprotest inconjunction withthebiddocumentsanddeterminedthatcompletenessofaconceptualtrafficcontrolplansubmittalwasaminor irregularityandassuch,didnotwarranteliminationoftheapparentlowbidder.TheLUTC m/s/c toplacethefollowing projectrecommendationsontheJune1,2004,CityCouncilConsentAgenda:1)awardtheWestBranchandMainStem LakotaCreekRestorationProjecttoWagnerDevelopment,Inc.,thelowestresponsive,responsiblebidder,intheamountof $792,511.00,andapprovea 10%constructioncontingencyof$79,251foratotalfundedamountof$871,762.00;and2) authorizetheCityManagertoexecutethecontract. E.CityCenterAccessStudy –StakeholderSelectionApproval –Thisisaprojectstudytodetermineviableaccess feasibilitysolutionstothecongestedaccessinterchangeatSouth320th Street,Interstate5,andtheFederalWayCity Center.TheCityheldamediacampaigntosolicitparticipationforstakeholderteammembers.Staffreceived11requests and/orinquiriesforstakeholderplacement,whichwerescoredusingtheCouncil-approvedselectionprocess.Ninewere recommendedforinclusioninthestakeholderteam;oneofthoseninehasaskedtobeplacedonacitizeninformationlist instead.Ms.ZukowskicommentedthatthefirstorientationmeetingisscheduledforJune9.Sherequestedthattwospaces beleftopenforKingCounty.Theywanttohave20-25members.TheLUTC m/s/c toforwardarecommendationof approvaloftheeightstakeholderstotheJune1,2004,CityCouncilConsentAgenda.TheLUTC m/s/c (twoyes,oneno)a recommendationthateachCouncilMemberappointtwoindividualstothestakeholdersteam,andgivethenamestoMs. ZukowskibythisFriday(May28th). F.NeighborhoodTrafficSafety(NTSProject –SeventhAvenueSW –ResidentsinthevicinityofSeventhAvenue SWcorridorbetweenSW356th StreetandSWCampusDrivehaverequestedtheinstallationoftrafficcalmingdevicesin thatareabasedonconcernsofhightrafficspeedsandcut-through traffic.Aconsensuswasreachedbetweenthe neighborhood residents, Homeowner’s Association, and staff to propose the installation of four speed humps along the SeventhAvenuecorridor.Aballotwasheldandalllocationsmettheballotingcriteriawith a78%averageapprovalrate. CarolynSpenser –Allthreeofherchildrenhavealmostbeenhitonthisroad.SinceToddBeamerHigh Schoolopened,theyhavehadmoretrafficandhigherspeedsontheirroad.Sheisalsolookingforwardto thespeedtable. Mr.Perezcommentedthataspeedtablewasproposed,butinclusionofitthisyearwouldpushthecostoftheprojectover the City’s limit for such projects. In addition, a ballot has not been held on the speed table. Staff supports a speed table and proposesthatitbedonenextyearifthefundsareavailable.TheLUTC m/s/c toplacethefollowingproject recommendationontheJune1,2004,CityCouncilConsentAgenda:approvaloftheinstallationoffourspeedhumps,ata costof$10,000,alongtheSeventhAvenueSWcorridorbetweenSW356th StreetandSWCampusDrive,withthe amendmentthataballotbeheldonthespeedtableandifthereisenoughfundsattheendoftheyear,andtheballot concurs,buildthespeedtable. G.SR99atSouth333rd/South332nd Streets –MedianBreak –AttheApril6,2004,CityCouncilmeeting,theCity CouncilapprovedatemporarymedianbreakonSR99atSouth333rd Street,anddirectedstafftoevaluatelocatingthe westerlygridroadatSouth333rd Streetratherthansouth332nd Street.Followingthisdecision,theFederalWaySchool District(FWSD)providedinputtotheCouncilexpressingtheirpreferencetolocatethewesterlygridroadatSouth332nd StreetratherthanSouth333rd Streetduetotheirinterestinlocatinganewbusbarnfacilityintheimmediatevicinity. Specifically,theFWSDisconcernedthatafutureroadconnectionofSR99toNinthAvenueSouth,andultimatelytoFirst AvenueSouth,wouldbisecttheirpotentialsitebetween13th AvenueSouthandNinthAvenueSouth,whichwouldimpact theirabilitytomaximizetheuseofthepropertyforthepotentialbusbarnfacility.TheLUTC m/s/c toplacethefollowing projectrecommendationontheJune1,2004,CityCouncilConsentAgenda:approvalofthe FWSD’s request to not bisect theirproposedbusbarnfacilitysitebetween13th AvenueSouthandNinthAvenueSouthbyawesterlygridroadatSouth 333rd. 5.FUTUREMEETING ThenextscheduledmeetingisJune7,2004. 6.ADJOURN Themeetingadjournedat6:30p.m.
