Baker Conference Room 6:00 p.m. City Hall MINUTES Chair Purdom called the meeting to order at 6:00 p.m. Present: Chair C. T. Purdom, Vice Chair George Pfeiffer, Ade Bright, Don Dennis and Joe Henry. Excused: Cindy Dodge. Staff: Jennifer Schroder, PRCS Director, Kurt Reuter, Parks Operations Superintendent and Peg Wright, Administrative Assistant. Guests: Donna Hanson, Assistant City Manager and Linda Kochmar, council member. Pfeiffer moved: Dennis seconded motion to approve the April meeting minutes as written. Motion passed unanimously. PUBLIC FORUM Bill Foulkes – Foulkes came and spoke in support of naming one of the two new neighborhood parks after Officer Patrick Maher. He stated there was a lot of support in the community for this cause. He also said there was talk of naming a portion of the new City Hall for the officer also. He asked that the naming of the park be in addition to, not instead of, naming a facility or particular area of a building. Renee Maher – Maher reiterated her support of naming a park after her husband but also asked that it be in addition to, not instead of naming a facility or particular area of a building. Chair Purdom introduced Joel Howett from the audience. Mr. Howett has submitted an application for the Parks and Recreation Commission and was in attendance to observe. Director Schroder announced her resignation with the City of Federal Way, effective Friday, May 28, 2004. She has accepted a Director position with the City of Kirkland. She introduced Donna Hanson, Assistant City Manager, who will serve as interim PRCS Director. Reuter stated that Wayne Fisher of Brooklake Community Church would be in attendance to present information on a proposed Skate Board competition sponsored by B.C.C. His presentation will take place during Staff Reports, Item A. BUDGET PRESENTATION Iwen Wang, Management Services Director, conducted a Power Point presentation on the proposed 2005/2006 budget. She distributed a document that contained detailed information on projected city expenditures and revenues. This document also explained the effects of Initiatives I-695, I-747, I-776 and the potential property tax rollback. She discussed the approach to the 2005/2006 budget challenges, the process and how citizens can participate in the budget process. COMMISSION BUSINESS Review Meeting Calendar – Schroder reviewed the meeting calendar with the commissioners. She stated that six people attended the Sacajawea Park Master Plan meeting held last night. The Lakota Park Master Plan public meeting is scheduled for May 13, 2004 at the Lakota Junior High School library. French Lake Park and the Kenwood Pit public meetings have been moved to September 2004. Schedule Parks Tour –Chair Purdom reported there are 8 applicants for the commission vacancies and interviews are being held May 18th. Newly appointed commissioners will be in attendance at the June meeting. It was decided to wait until the June Parks and Recreation Commission to schedule the tour of the parks so the newly appointed commissioners can be included. A special orientation meeting for newly appointed commissioners will be held immediately prior to the regular commission at 5:30p.m. on Thursday, June 3, 2004. Parks and Recreation Commission, May 6, 2004 Page 2 Naming of Armstrong/Thompson Properties – Chair Purdom reviewed discussions from the April meeting on naming of the parks. Purdom and Schroder said after the discussions from last months meeting and the wishes of the Webster family, it might be more appropriate to name a playing field at Celebration Park for Jim Webster. Staff and commissioners discussed this issue and concluded that a historical or a locale “identifier” is best for naming neighborhood parks. Names with historical relevance were submitted by the Federal Way Historical Society and are on the list of names distributed from the public meeting. Staff will invite a member of the Historical Society to the June meeting to provide information on the history of the area where the new neighborhood parks will be located. Council member Kochmar suggested naming the base area of a flagpole for a public servant lost in the line of duty since it is often the meeting place for prayer groups, ringing of the bells, etc. during a local or national disaster. A plaque could be installed and additional names could be added as needed, in recognition of service. STAFF REPORTS Brooklake Community Church/Skate Board Meet – Reuter and Chair Purdom introduced Wade Fisher, of Brooklake Community Church, who is requesting permission to hold the First Annual All City Free Style Skateboard Meet at the skatepark in Steel Lake Park on Saturday, July 17th, 2004. Mr. Fisher distributed a Schedule of Events on the Skateboard Meet and said the goal is to encourage a positive social experience to the youth in the community. There will be no church literature distributed or proclamations from the church at the event. Pfeiffer said there are only about forty parking stalls at the Steel Lake Annex and there are already softball and soccer games scheduled for most every weekend. Mr. Fisher said they expect about 100 youth and they plan on a ratio of ten youth per one adult for supervision. B.C.C. staff and parents of participants will serve as the adult supervision for the event. Reuter said that a Special Use Permit is required and there is a fee associated with such permits when the City is not a co-sponsor. Discussion followed on whether to charge a nominal fee for such events for City youth and the decision was made not to charge for the First Annual Skateboard Meet. If problems arise, it can be re-addressed next year. Skate Park Graffiti – Chair Purdom complimented staff on the removal of graffiti at the Skate Park. Reuter reported that it had not been tagged since staff completed painting/cover-up. The goal for staff is to remove any future graffiti at the Skate Park within 48 hours of appearance. Woodward Property/Code Compliance - Reuter stated that Code Compliance Officer Martin Nordby is working with Mr. Woodward on the code violation issues on his property. Reuter has asked Nordby for some direction by the end of the month on these issues. Park Impact Fee Workshop – The workshop is scheduled for Tuesday, May 25th at 6:00 p.m. at Dumas Bay Centre. Schroder distributed the scope of discussion last month to commissioners. Community Center Update – Schroder reported that there are issues with the wetland buffer and City code has a five-step variance that the consultants and staff are pursuing. The reports from the consultants should be back around the second week of June with the findings. The final decision from the Hearings Examiner will not be issued until this fall. Motorized Scooter Ban Ordinance – Reuter asked that the commission review the “draft” ordinance on motorized vehicles included in their packet. He said it is important to move this matter forward to Council Committee so they can act on it at their next meeting on June 14, 2004. This will allow the ordinance to be enacted by early summer. Dennis moved: Bright seconded motion to forward the “draft” ordinance to Council Committee for action. Motion passed unanimously. Enhancement Grants – Pfeiffer reported on the grants that were submitted/awarded from the April 12, 2004, Tourism Enhancement Grant committee meeting. There were six submittals requesting grant monies and they are as follows: Canoe Club submitted two requests, received one for $1,000; Washington State Girls Basketball requested $10,000, received $2,500; Special Olympics submitted one request by the Public Safety department but was not eligible per terms of the grant process; Federal Way Soccer Blastoff Tournament requested $4,000, received $2,500; and, Center Stage Theatre group requested $10,000 and received $3,000. There were three baseball team submittals that were not in time for this round of funding. These will be reviewed in September. There is $20,000 in reserve for grants to be awarded in September. Chair Purdom will be attending the PRHSPS Council Committee meeting on Monday, May 10, 2004. NEW BUSINESS Chair Purdom asked about the departure of Director Schroder to her new position with the City of Kirkland. Her last day with the City of Federal Way will be Friday, May 28th and she will start in her new position in Kirkland on June 7th. A potluck will be held for Schroder on Thursday, May 27th, in the Council Chambers at 12:30 p.m. Parks and Recreation Commission, May 6, 2004 Page 3 Reuter reported that a “tagger” was caught “in the act” at Sacajawea Park by a city employee. The city employee detained the suspect until police arrived.
