PRHSPSC MIN 07-12-2004 City of Federal Way City Council PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Monday, July 12, 2004 5:00 p.m. SUMMARY In attendance: Council Committee members Chair Jeanne Burbidge, Jim Ferrell, Jack Dovey; Council member Linda Kochmar; David Moseley, City Manager, Pat Richardson City Attorney, Karen Jorgensen, Assistant City Attorney, Anne Kirkpatrick, Chief of Public Safety, Greg Fewins Deputy Director Community Development, Kelli O’Donnell CDBG Coordinator, Donna Hanson, Interim Director, Parks, Recreation & Cultural Services, Kurt Reuter, Park Maintenance Superintendent, Mary Faber, Recreation and Cultural Services Superintendent, B Sanders Park Planning & Development Coordinator, Mary Jaenicke, Administrative Assistant. Guests: Iris Marshall, Arts Commission, Renee Tanner 4Culture, Bruce Myers Artist, Laura Sindell Artist, Robert Hitchcock Festival Days. Chair Burbidge called the meeting to order at 5:05p.m. Council member Ferrell motioned to move agenda items D and E regarding Thompson Park and Armstrong Park to the top of the agenda, before item A. Dovey seconded. Motion passed. PUBLIC FORUM None COMMISSION COMMENT Ms. Marshall stated that the Arts Commission had a good time at the Red, White and Blues Festival. The crafts booth was successful. APPROVAL OF SUMMARY Council members Ferrell and Dovey motioned to accept the June meeting minutes as written. Motion passed. BUSINESS ITEMS Armstrong Park and Thompson Park 100% Design Approval and Authorization to Bid and Award Project Ms. Hanson presented a schedule showing the process that the Parks and Recreation department needs to go through to get approval for both of the parks projects. The process started in June. The Thompson property has CDBG money, and we are trying to expend it before the end of the year. There could be ramifications if the CDBG money is not used by the end of the year. We are also limited by the work in the wetlands, and the inclement weather. The goal is to have advertising and award of the bid as soon as there is assurance that the plans will not change during the review process. Ms. Hanson stated she would come back to Council if the bids come back above the budgeted amount. Dovey moved to approve the 100% design plans for Thompson Park, and Armstrong Park and place these items on the July 20, 2004 Full Council Agenda. Authorize staff to advertise the projects for bid, and to award the projects to the lowest responsive, responsible bidder. This authorization is based on receiving favorable land use and SEPA approvals, and is contingent upon bid award up to the approved budget amounts. Ferrell seconded. Motion passed. Amendments to King County CDBG 7 HOME Consortium Agreement Revising JRC Membership Ms. O’Donnell reported that the City of Federal Way participates in the King Count CDBG and HOME Consortiums that are administered by King County. The City of Federal Way has been working with other cities and the County in looking at how the Joint Recommendation Committee (JRC) is made up. In the past there were four county representatives and five city representatives. When the City of Kent left the CDBG Consortium it became apparent that this was a good time to look at how the JRC was established. As a joint agreement, the City of Federal Way shares two seats with Shoreline and Renton on a rotation schedule. Council Member Burbidge currently serves on that seat. Council member Ferrell recused himself from voting due to the fact that he is a King County employee. Council member Dovey moved to recommend that the City Council authorize the City Manager to execute the proposed amendments to the Community Development Block Grant Joint PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Monday June 14, 2004 Summary Page 2 Agreement and HOME Investment Partnerships Program Interlocal Cooperation Agreement (Federal Way AG#99-145) for the purpose of changing the composition of the Joint Recommendations Committee, and forward to Full Council on July 20, 2004. Burbidge seconded. Motion passed. Council member Kochmar requested clarification of Council Member Burbidge’s role on the CDBG panel. Ms. O’Donnell answered that they are the recommending body to the King County Council. They are instrumental in reviewing the consolidated plan, review the policies of the consortium, ensure that spending the federal dollars are within the guidelines, review regional affordable housing program funding recommendations, funding recommendations for the HOME program, ensuring that funding is equally distributed. Dovey moved to adjust the agenda and move items C, F and G before item B. Ferrell seconded. Motion passed. Dumas Bay Centre Landscaping Services Ms. Faber reported that staff issued a Request for Quotes for Landscaping services at the Dumas Bay Centre. Staff recommends accepting the lowest bid, which is Trugreen Landcare. Council member Ferrell moved to recommend to Council a “do pass” to authorize staff to accept the bid from Trugreen Landcare LLC for landscaping services at the Dumas Bay Centre and place before City Council on July 20, 2004 for approval. Dovey seconded. Motion passed. Festival Days memorandum of Understanding Mr. Reuter presented the MOU between the City of Federal Way and the Federal Way Festival Days Committee. This event will be held on August 27, 28 and 29. Staff felt that it was important to present this MOU due to the significant changes in the MOU, and because the City is a co-sponsor. The event will no longer be held at Steel Lake Park. Exhibit B has been eliminated, which contained the risk management and insurance requirements for the event. That exhibit was eliminated because they are not using Steel Lake Park. Council member Ferrell asked if 320th was going to be shut down as originally planned. Ms. Hanson answered that 320th would not be shutdown due to the large amount of traffic on that road. 320th will be closed temporarily for the parade. Council member Dovey asked if the City would still be listed as additional insured on the insurance policy. Mr. Hitchcock answered that the Federal Festival Days Committee is planning on including the city as additional insured. The Farmers Market will continue to operate on that Saturday and possibly Sunday. Council member Ferrell moved that this agenda item is for information only, and no action is required. Dovey seconded. Motion passed. Code Amendment Updating Chapter 6, Criminal Code Ms. Jorgensen stated that this is a housekeeping item to make sure that there is RCW’s adopted to backup the City’s codes. The modifications are necessary to ensure consistent enforcement of the criminal laws. Council member Dovey moved to approve the amendment to the Federal Way City Code, chapter 6, Criminal Code, and forward to full Council for consideration at the July 20, 2004 City Council meeting. Ferrell seconded. Motion passed. Community Center 2% for Art Conceptual Artwork Proposal, Themes and Concepts Ms. Faber reported that the artists have worked with the design team, Art Coordinator, and City representatives. Today staff will present a compilation of what has been done to date. If Council approves the proposal today, the artists will integrate their themes and concepts as a design process of the community center. These designs will become a part of the construction documents. Faber introduced Renee Tanner the Public Art Consultant from 4Culture, Laura Sindell the Interior Artist, and Bruce Myers the Exterior Artist. The artist presented their artwork conceptual ideas. Mr. Myers said the theme for the exterior artwork would draw from the forest. There are three elements that he has chosen to create the entrance experience: 1) Paving, 2) Water Feature, 3) Plantings. Mr. Myers wants to focus on the pedestrian aspect of the entrance. He wants to enhance the sense of arrival and belonging to the people that will be using the center. Ms. Sindell the interior artist is using the theme of “Tying Living Things Together” through rhythms of color, pattern, and multi-media art materials. Ms. Sindell likes the idea of knots as a metaphor for interconnections. She is looking for symbolic references to the heart and center of community life. The priority projects for Ms. Sindell are1) Front entrance glass wall, 2) Glass at the top of the Cultural Gallery, 3) Influence the concrete floor choices of color, pattern, and material inlay. The priority project for the Artist Made Building Parts is the fireplace in the Forest room. Design the hearth and fireplace wall, 5) Café Tables, which would feature drawers for displaying rotating collections. Council committee is very pleased with the proposal, and they are pleased that the artists are working together. Council member Dovey moved to PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Monday June 14, 2004 Summary Page 3 recommend a “do pass” to approve the 2% for Art Community Center conceptual artwork proposal, and authorize artists to move forward into final design and place before City Council on July 20, 2004 for approval. Ferrell seconded. Motion passed. PENDING ITEMS Council member Ferrell stated that Judge McSeven would be available to talk about the issue of an Elected Judge vs. and Appointed Judge. The City of Kent was in the same position as Federal Way a few years ago. It would be beneficial to speak with them about that. Council member Ferrell stated that Pat Richardson’s memo to Committee in June referenced General Rule (29), and that Rule was written by Judge McSeven. Council member Kochmar would like Lifeguards added to pending items. NEXT MEETING August 9 2004, 5:00 p.m. in the Mt. Baker Conference Room ADJOURNMENT Meeting adjourned at 6:12p.m.
