Planning Comm MINS 10-17-2007 K:\Planning Commission\2007\Meeting Summary 10-17-07.doc CITY OF FEDERAL WAY PLANNING COMMISSION October 17, 2007 City Hall 7:00 p.m. Council Chambers MEETING MINUTES Commissioners present: Wayne Carlson, Bill Drake, and Lawson Bronson. Commissioners absent: Dave Osaki, Merle Pfeifer, Hope Elder and Dini Duclos (excused). Alternate Commissioners present: Kevin King. Alternate Commissioners absent: None. Staff present: Senior Planner Margaret Clark, City Attorney Patricia Richardson, and Administrative Assistant E. Tina Piety. Ms. Piety explained that according to the Planning Commission Rules, if the Chair and Vice-Chair are not present, the Commission may vote in one of the members as a temporary Chair. Commissioner Bronson was nominated and voted in as Temporary Chair. APPROVAL OF MINUTES No quorum present. AUDIENCE COMMENT None ADMINISTRATIVE REPORT Ms. Clark stated that the Commission’s next meeting will be November 7th for a continuation of the study session on the Clearing & Grading/Tree Retention Code Amendment. COMMISSION BUSINESS STUDY SESSION – Federal Way City Code (FWCC) Reorganization Ms. Richardson delivered that staff presentation. The purpose of the code reorganization is to make it more user friendly for the public and staff. The reorganization will clarify language, but there are no major changes to the language are proposed. Commissioner Drake asked if a definition of other dangerous animals (in addition to the definition of dangerous dogs) will be added. Ms. Richardson clarified that he was speaking in regards to coyotes and that coyotes are regulated by the state. Temporary Chair Bronson commented that some of the regulations in the code are subjective. For example, 22-497 states, “Any emission of air contaminants which annoys;….” How can the City enforce “annoys”? Ms. Richardson agreed that some regulations are subjective, but nevertheless, they can be enforced. She noted that an attempt is made to mitigate issues before enforcement procedures are enacted. STUDY SESSION – 2008 Planning Commission Work Program Ms. Clark delivered the staff report. She discussed what was accomplished in 2007, what staff is currently working on, and what is currently proposed for 2008. The City Council will prioritize and approve the 2008 Work Program in early 2008. She asked the Commissioners if they had any items to add to the Work Program. Commissioner Carlson suggested amendments to capture impacts due to Greenhouse gasses. Ms. Clark commented that this is an issue the City Manager is interested in. Temporary Chair Bronson would like to have amendments to change the subjective regulations to ones that are not subjective.
