Chair Burbidge called the meeting to order at 6:02p.m.
Deputy Mayor Ferrell moved to add T-Mobile Site Lease Renewal – BPA Trail at SW 349th Street to the agenda as
item G. Council member Kochmar seconded. Motion Passed.

APPROVAL OF SUMMARY
Council member Kochmar moved to approve the November 13 meeting minutes as written, Deputy Mayor
Ferrell seconded. Motion passed.
BUSINESS ITEMS
Mid-Biennium Review of 2007-2008 Human Service Contracts
Ms. Allen-Mpyisi provided the background information. At this time the City of Federal Way is providing funding
to 27 human services agencies. The Human Services Commission (HSC) has evaluated the contract performance of
these 27 agencies. These agencies operate 41 programs. 23 out of the 27 programs were performing quite well.
ACAP declined the funding because they were unable to meet their contract requirements in 2007. ACAP’s two year
grant award was awarded to the Federal Way Community Caregiving Network’s Emergency Shelter Assistance and
Catholic Community Services Emergency Assistant programs. Hospitality House, Auburn Youth Resources (AYR)
Street Outreach program and Consejo Counseling are the other agencies having difficulty fulfilling their contract
requirements. Hospitality House is not going to expand their women’s shelter to Federal Way, therefore they will not
receive the $7,000 that was awarded; that money will be reallocated in 2008. Consejo Counseling and Referral
Services have requested an amendment to their annual performance goals. The HSC is recommending funding to the
Federal Way Community Caregiving Network Emergency Shelter Program in the amount of $7,000, Catholic
Community Services Emergency Assistance program in the amount of $5,000 and St. Theresa Church/St. Vincent
DePaul Society in the amount of $5,000. The HSC is recommending continuing funding to AYR because it is the
only South King County agency that services the homeless teen population. They must demonstrate progress in
meeting their goals. If their performance has not improved by the 2nd quarter in 2008 then they will re-allocate their
funds. Vice Chair Ron Secreto stated that the HSC supports the recommendations as presented. He thanked Council
for the extra $10,000 for homeless prevention. Mr. Secreto expressed that on the behalf of HSC how much they are
going to miss Angelina, and how appreciative they are of her hard work and the professionalism of her staff. The
Committee also thanked her for her hard work. Council member Kochmar moved to approve option 1 with the
authorization for the City Manager to enter into the appropriate contracts. Deputy Mayor Ferrell seconded.

Remote Lighting Control System for City Sports Fields
Tim Dickinson presented the background information. There are five different sports fields throughout the City that
are on manual control systems. Every time a new light schedule is made, staff has to go to each field and physically
change the light schedule. If there is a power outage, or a change in the schedule, the on-call person needs to
respond from their house, go to the field and change the lights. The system would integrate those fields into one
central controlled system. This system would allow staff to remotely turn the lights on or off. The system will
provide a lot more flexibility. Deputy Mayor Jim Ferrell moved to recommend approving the remote lighting
control bid from Musco Lighting authorize expenditures of Parks Facilities budget and authorize the City
Manager to execute a contract totaling $48,976.00. Council Member Kochmar seconded. Motion Passed.
Ordinance Providing an Exemption for Police Dogs from Animal Regulations
Mr. Aaron Walls presented the background information. Currently animal control regulations are designed for
domestic animals. By definition, police dogs fall under domestic animals. But what a police dog does as a part of
their normal duties would mean that they would be considered a dangerous or vicious dog. Deputy Mayor Ferrell
moved to recommend approval of the Ordinance and forward to the full Council for first reading at the
December 18, 2007 meeting. Council member Kochmar seconded. Motion Passed.
Deputy Mayor Ferrell entered into a discussion regarding the incident that occurred with John and dangerous dogs,
and animal control.
American Traffic Solutions Contract – Red Light Photo Enforcement
Chief Wilson presented the background information. The contract is for a 1 year pilot program. The Department
has piggy backed onto the City of Seattle Interlocal Agreement. This vendor is providing this service in Seattle and
Renton. The program will be launched in June 2008. At this time, they are recommending the 320th and Pacific
Highway South and 348th and Pacific Highway South intersections. A study will be conducted to determine that
those intersections meet their standards in terms of volume and numbers. There is a public outreach phase that will
last for 45 days. This will include press releases, information on the website, a kickoff press conference. There will
be a discussion of a warning period, how long that will last, and when citations will be implemented. The kickoff
date is tentatively scheduled for June 11, 2008. The public outreach will start on April 1, 2008. Deputy Mayor
Ferrell asked why there was just one company. Chief Wilson answered that there are other company’s that provide
this service. Seattle and Renton have had very good luck with this particular company. They also provide some
specific added equipment features that will enhance service. This enforcement applies to cars that enter the
intersection after the light has turned red. It takes a picture of the license plate only. Deputy Mayor Ferrell asked if
we can hold people accountable? Mr. Walls answered that the statute that authorizes this makes these infractions
like a parking ticket. It is a non-moving violation. The ticket will go to the registered owner. The owner can contest
the ticket, and then there will be a hearing. They do not have to appear in court, they can file an affidavit. The court
will have the photo record. Chief Wilson stated that other cities have had success in reducing the number of
intersection violations. The committee would like to see a report with the total number of citations issued, how many
of those citations were contested, and how many were paid. Chief Wilson stated that he could provide this
information on a quarterly basis. Deputy Mayor Ferrell moved to accept Option 1; to approve a contract with
American Traffic Solutions for a 1 year Pilot Program for red light photo enforcement and authorize City
Manager, Neal Beets to sign such agreement. Council member Kochmar seconded. Motion passed.
Temporary Occupancy License Agreement The Commons at Federal Way
Chief Wilson reported that this is the standard lease agreement. No discussion was held. Deputy Mayor Ferrell
moved approval of the Temporary Occupancy License Agreement The Commons at Federal Way, and
authorize City Manager Neal Beets to sign such Agreement. Deputy Mayor Ferrell seconded, motion passed.
Law Enforcement Service Agreement with Federal Way Transit Center
Chief Wilson presented the background information. There has only been one change to this agreement, and that is
the rate of pay. It was changed to accurately represent the 2008 rates. Chief Wilson stated that this contract has had
very good results. Deputy Mayor Ferrell moved to approve Option 1; Approval of the 2008 Service Agreement
between the City of Federal Way and Sound Transit, for scheduling extra-duty police officers at the Transit

Center, and I authorize City Manager Neal Beets to sign such Agreement. Council member Kochmar
seconded, motion passed.
T-Mobile Site Lease Renewal – BPA Trail at SW 349th Street
Mr. Walls reported that this is an agreement to keep the equipment at that location. This lease renewal is for five
years. Deputy Mayor Ferrell moved to recommend approval of the lese renewal and authorize the City
Manager to execute the amendment. Council member Kochmar seconded. Motion passed.
