Volunteer Spotliqht: Earth Day Volunteers Mayo�� Priest announced the Volunteer Spotlight was focused on individuals that make Earth Jay a resounding success year after year in Federal Wa�,�. Councilmember Honda stated Earth Day was a tremendous day for volunteer work in Federal Way as hundreds of volunt±=ers turn out to spend the day working in parks. Mr. Jack Walsh plays a key role in the su�,cess of Earth Day. Councilmember Honda read the prciclamation into the record and presented it to Jack Walsh. Way's Earth Day. Steel Lake and Sacajawea Par�s will be the main venues for this year's volunteer even�; however, work will be perforrr;�d at other parks as well. He rev�ewed the number of �articipants anci volunteer hours that have been donated on Eartr Day's since 2006. Mr. Gerwen stated Mr. Walsh is responsible for ralfying the majority ot volunteers that particaipate each year. Mr. Walsh tharked the Counci! for the recognition and stated his invulvement started when his churc;� was looking for a volunteer opportunity to get involved in that would make Federal Way a great place to live. It has been a wonderful experience z�vorking with city staff and the vc�lunteers at the Earth Day events. b. Ethics Board C�:rtificate of Appointment At their March L0, 2012 meeting the City Council made two appointmerts to the Ethics Board. Deputy tvlayor Ferrell read the certificate of appointment into the record. c. Diversity Comrriission Certificate of Appointment At their March 20, 2012 meeting the City Council made one appointment to the Diversity Commission. C�auncilmember Honda read the certificate of appointment into the record. d. Mayor's Emerqinq Issues • Puqet Sound Enerqy Gary Nomensen from Puget Sound Energy (PSE) made a brief presentation that focused on the January 2012 storm related power outages and the steps being taken to address potential future outages. Damage from the storm resulteu in 19,400 wires spliced, 109 poles that needed to be replaced and 87 miles of condus�tor that needed to be replac�d. The ice was a major factor in power outages and contributed to unsafe conditions f�r workers. Doug Corbin of PSE reviewed their power outage call-out process as well as reliability improvements that have and will continue to occur in Federal Way. • State Budqc�t: Mayor Priest stated there was nothing new to report as the Legislature has not acted on the State Budget. The Legislature is scheduled to discuss further �roposals starting tomorrow. 4. CITIZEN COMME�JT Kelly McGinnis sharpd her frustration with Puget Sound Energy, and the fact±�at she tends to lose power at her r�sidence during storms. She woul� like to see the city t� work with PSE and advocate on bd�half of citizens. Lina Rose — EarthCorps Project Manager provided an update on their work ws±h Friends of the Hylebos. She revie�Ned their 2011 volunteer data and their plans to work at 3rooklake Park, Poverty Bay, Dumas Bay Park and other locations. Nancy Combs stated she has been asking for a 4-way stop in her neighb�-hood for many years. She doesn't;hink the Council or city staff cares about this issue because none of them live in the area. Joanna Piquette spoke in su�port of the City moving forward with a RFQ for a Perform;r�g Arts and Conference Center. Sh� reviewed some steps that could be taken while the RFQ is being advert�sed. Walter Backstrom shared in�ormation on a f�ndraising event for Sequoya Middle School 7tn graders that are trying to tra�vel to Washington D.C. Bob Kelloqq spoke in suppa�t of a joint venture development to build a Performing A:ts and Conference Center. He wouic� like the RFQ to emphasize that Federal Way is a desr:nation city. 5. Seattle's Proposal to Ex�end the Alcohol Service Hours Police Chief Brian Wilson stated the City of Seattle has made a request to the Washington State Liqu�r Control Board to extend the hours that alcohol can be served within their city limits. Chief Wilson stated he believes there �re potential serious n�gative impacts that could occ,_3r as a result of this change wh�ch include higher ley�els of City Counci/ Minu[es — April 3, 2012 Re��ular Meetin_g> Page 3 of 6 intoxication, more drunk drivers ;�n the road durir�g peak morning commute time and more demands made for law enfc��cement services. Staff is recommending the Council oppose the City of Seattle's petiti�;�n to amend State Administrative Rule WAC 314-11- 070 relating to liquor service h�urs and the acloption of new rules governing the establishment of extended hours nf service areas within local jurisdictions. MOTION: Deputy Mayor Ferrell r��oved that the City Council sign tP�e proposed letter to the Washington State Liquor Control Board opposing extenciing the hours for serving liquor. Ordinance 12-723 � COUNCIL REPORTS Councilmember Kochmar reported she will be attending the Suburban Cities Association Public Issues Committee meeting next week wf�ere they will be discussing flooding issues. She thanked the Diversity Commission for their donation of books to local schools and the opportunity to read to Lake Dolloff Elementary students. She attended a screening of "Sex and Money" a film that focused on the issue of !�uman trafficking. Councilmember Honda spoke about the Divers�?y Commission's program to provide books that focus on diversity to local schools. She par�icipated in the reading program and read to students at Lakeland Elementary. She also attended the screening of "Sex and Money" which will be shown on April 18 at 7:OOpm at Saint LuE;e's Church. She attended a city sponsored recycling workshop on Saturday. Deputy Mayor Ferrell reperted that he spoke to a group of 7 graders at Sequoyah Middle School regarding government. Tomorrow is the €�W Chamber of Commerce luncheon where Sound Transit CEO Joni �arl will be speaking. He reported on an upcoming meeting with Sound Transit and the Domestic Abuse Women's Network breakfast meeting.
