Committee Chair Celski called the meeting to order at 530 PM.
2. PUBLIC COMMENT
There was one public comment:
Nancy Combs, 30441 21 S ` Ave SW, Federal Way — Ms. Combs shared how unhappy she with the City
Councilmembers for not supporting her NTS petition. Ms. Combs shared a letter of support for the petition
from the principal of Adelaide Elementary School.

S 356� Street Regional Detention Facility Retrofit Project — Preliminary Design Status
Surface Water Project Engineer Fei Tang presented information on this item. There was no
public comment.
Mr. Tang clarified that there are no estimated property costs associated with this project because
the City already owns the land. Chair Celski asked if having the pond adjacent to the road
would have any negative effects to the road or the pond. Mr. Tang stated that the pond will be
designed to filter pollutants from either the road or the infiltration system.

Neighborhood Traffic Safety (NTS) Project Bid Award
City Traffic Engineer Rick Perez presented information on this item. There was no public
comment.
Committee member Honda asked if the increase contract amount (in addition to the budgeted
amount) was to pay for locations that have already been chosen. Mr. Perez answered that the
request was to error on the side of caution and to be able to accommodate additional qualifying
requests that staff may receive beyond the allotted budged amount. Staff has no currently
approved installations.
Committee member Burbidge asked if staff had any prior work experience with Northwest
Asphalt, Inc. Mr. Perez stated that the City has not yet worked with Northwest Asphalt, Inc., but
that their references were appropriate.

Lakota Middle School Safe Routes to School Project — 85% Design Status Report
Streets Systems Project Engineer John Mulkey presented information on this item. There was
no public comment.
Committee Member Honda asked if the project began the day after the last day of school in
2013, would the project be done before the start of the following school year. Mr. Mulkey
responded that the majority of the project work would be complete. By chance the project was
not complete; the road would have been widened and would be able to accommodate the traffic
needs until the project was finalized.

Grant Funding for Transportarion Improvement Projects — Authorization to Submit an
Application
City Traffic Engineer Rick Perez presented information on this item. There was no public
comment. Committee member Burbidge asked if this would be the first traversable roundabout
in Federal Way. Mr. Perez said that yes, this would be the first roundabout of this design in our
city. The design is such that it can accommodate very large vehicles, garbage trucks, etc. that
would use this route. The design has performed very well in other applications.
Committee member Honda asked if staff had talked to the school district about installing this
type of roundabout. Mr. Perez said the school district thought that this particular roundabout
had the most forgiving design.

Chair Celski shared concerns that this type of low profile roundabouts may not be adequate to
control the driving speeds of young drivers. Committee member Burbidge suggested having
more distinctive markings on the roundabout.

Committee member Honda asked if the driveway to the Wynstone neighborhood would include
a traffic signal. Mr. Perez responded that the traffic analysis suggested that a traffic signal was
not warranted.
