LUTC MINS 10-01-2012City of Federal Way City Council Land Use and Transportation Committee October 1, 2012 5:30 PM City Hall City Council Chambers MEETING SUMMARY Committee Members in Attendance: Committee Chair Bob Celski, Committee member Susan Honda and Committee member Jeanne Burbidge. Staff in Attendance: Director of Parks, Public Works and Emergency Management Cary Roe, Deputy Public Works Director Marwan Salloum, Street Systems Engineer Jeff Huynh, Finance Director Tho Kraus, Assistant City Attorney Peter Beckwith, and Administrative Assistant II Darlene LeMaster. 1. CALL TO ORDER Committee Chair Celski called the meeting to order at 5:30 PM. 2. PUBLIC COMMENT There was no public comment. 3. BUSINESS ITEMS Topic Title/Description Forward to Council A. Approval of the August 6, 2012 LUTC Minutes N/A Committee approved the August 6, 2012 LUTC minutes as presented. Moved: Burbidge Seconded: Honda Passed: Unanimously, 3 -0 B. 2012 Asphalt Overlay Program — Project Acceptance Oct. 16, 2012 Consent Street Systems Engineer Jeff Huynh presented information on this item. There was no public comment. Committee member Burbidge thanked staff and said that she appreciates the work and quality of work that is being done with the Asphalt Overlay Program. Chair Celski concurred and stated that as a citizen, he is very proud of his streets, commenting specifically on the overlay at 21st Ave SW at SW 320th St. Committee forwarded Option #1 as presented. Moved: Burbidge Seconded: Honda Passed: Unanimously, 3 -0 C. 2013 Asphalt Overlay Program Preliminary Project List and Authorization to Bid Oct. 16, 2012 Consent Street Systems Engineer Jeff Huynh presented information on this item. There was no public comment. Committee member Honda asked staff about existing sidewalks that do not meet current ADA standards and are not within any of the asphalt overlay schedules...how do these wheelchair ramps get repaired? Mr. Huynh explained that the Public Works Maintenance staff will make those repairs as needed to areas outside of the annual asphalt overlay program. Deputy Director Salloum asked Committee member Honda to let staff know of any specific areas of concern. Land Use /Transportation Committee Page 2 October 1, 2012 Chair Celski asked if it were fair to describe the five areas pinpointed for the 2013 Asphalt Overlay Program as the five worst paved areas within the city. Mr. Huynh summarized the process and explained that the five asphalt overly `schedules' are grouped together based on the pavement management system (PMS). The PMS rates all paved streets within the city and issues a report with each street's ratings. Each overlay schedule is comprised of street segments within a common area where the overall ratings average the lowest. Grouping street segments based on location is the most efficient way of managing this project. Committee forwarded Option #1 as presented. Moved: Honda Seconded: Burbidge D. Federal Way Public Schools 2013 Capital Facilities Plan 4. OTHER None Passed: Unanimously, 3 -0 Finance Director Tho Kraus presented information on this item. Director Kraus introduced Sally McLean, Chief Financial Officer and Tanya Nascimento, Student and Demographics Forecaster for Federal Way Public Schools. Ms. McLean highlighted the 2013 Capital Facilities Plan and stated that Federal Way Public Schools understands and supports development of the business community, anticipates changes to the school impact fees structure and that strong schools are part of a strong community. There are certain variables that influence the school district's school construction costs. Construction costs are lower in Federal Way due to the passing of recent bonds. Chair Celski asked for clarification on the Construction Discount Fee for imperfections. Ms. McLean said the same calculation to figure school impact fees is consistent throughout the state. Ms. McLean also talked about the state match program (School Construction Assistance Program). The recession has enabled the school district to refinance bonds and lower interest rates which also helps keep tax increases down. As a result, the tax rate the taxpayer sees is lower because the amount owed on the bond is lower. Committee forwarded Option #1 as presented.
