Present: Chair Brian Ailinger, Vice-Chair Jack Sharlock, Martin Moore, Mark Koppang, Carol Otto, Mike Hoefel, Marie Sciacqua and David Berger. Staff: Parks and Facilities Manager Steve Ikerd and Public Works Administrative Assistant Shawna Upton. The November Parks and Recreation Commission regular meeting minutes were approved as written. Motion by Koppang, Second by Moore. Motion passes. PUBLIC FORUM There were no public comments. COMMISSION BUSINESS BYLAWS—MEETING TIME CHANGE Ailinger asked for Commissioner feedback on preference for start time. After some discussion, it was determined the meeting start time would move back to 6:30pm. Motion by Ailinger to adjust the start time to 6:30pm. Motion passes. 2012 WORK PLAN REVIEW Ailinger provided a summary of the items on the 2012 Work Plan and noted the status of each project. 2013 WORK PLAN Ailinger provided an overview of the projects listed on the 2013 Work Plan. Discussion continued regarding when a status report will be received from Huitt-Zollars regarding the Panther Lake Plan and how the work plan ties in with the 2006 Park Plan and volunteerism. Additional comments were made about a need for a picnic shelter, signage and way-finding, and a suggestion to add a capital project to the Park Plan to replace landscaping at Sacajawea. Motion by Koppang, Second by Sharlock to adopt the 2013 Work Plan. Motion passes. VOLUNTEER HOURS TRACKING Upton explained how volunteer hours for the Parks & Recreation Commission are currently tracked and summarized how the Arts Commission tracks hours for volunteer time served outside of the Arts Commission meetings. Discussion continued regarding the type of volunteer activities that would qualify for tracking in g:\parks comm mtg notes\2012\agenda&minutes\120612 minutes.doc Parks and Recreation Commission,December 6,2012 Page 2 the system used by the City, what is the purpose for tracking volunteer hours and whether tracking additional hours outside of the meetings is beneficial. STAFF REPORTS SCHOOL DISTRICT MEETING—TRACK&FIELD MAINTENANCE Ikerd indicated the School District appears to be serious about committing $100K towards asphalting the track at Sacajawea. The School District brought some ideas to the table and the City had done some preliminary cost estimate research as well. It appears as though the project will cost more than the money offered by the School District, so now the City will determine if they have funding resources available to cover the additional cost. Standing meetings will be implemented for next year to discuss contract and maintenance issues. DRAFT PARKS PLAN UPDATE Ikerd stated that the new update is now available online for public access. The majority of comments received were incorporated into the update. Steve provided the timeline for the remainder of the process for the document to be adopted and thanked everyone for their input. There are several key factors that help determine if a renovation is possible and worth the cost compared to planning for a replacement. The main one is the condition of the posts and framing. The next factor is the condition of the decking,handrail and balusters. Following those considerations,we then consider the general condition of the various play components. Safety surfacing is also a factor to be reviewed. The safety standards have changed a number of times since your playground was completed. While much of it is actually in compliance there are numerous little things that need to be addressed if the budget allows. Support Poles: The support poles are structurally in good condition. There are a few that have some rot in the tops. These can be clean up and filled with an epoxy Arbitron.We recommend staining with a colored stain. Framing: The framing is in pretty good shape. We recommend staining with a colored stain. Decking: Despite the obvious care given to the playground the decking has taken a beating from Mother Nature and the pounding of many kids. The decking is severely splintered and worn. We recommend replacing the decking with a recycled composite material(such as Trex). Handrails and Balusters: The handrails and balusters are also worn and starting to splinter. This will continue to get worse. We recommend replacing them with recycled composite material(such as Trex). The balusters can be replaced with non-wood options. These options allow us also to address visibility if that is a concern. Fence/Perimeter: The concrete perimeter is in good shape. The fencing between the two play areas is the same as the handrails and balusters and we recommend replacing it with composite materials. Safety surfacing: The safety surfacing is in good shape and should be maintained at a depth of 12" Slides: The slides are metal and worn. These should be replaced with new plastic slides. Equipment: Most of the equipment needs at least minor repairs. Some it would be better to rebuild while others should be removed and replace with newer version. We also have new equipment options that could be added or replace some things with. For example,in place of the chain and hose equipment,you now use cable. Some of the overhead equipment can be rebuilt or replaced with manufactured pieces. Summary of recommendations: Considering the age of the existing playground you need to weigh the cost associated with a renovation and the long term gains as compared to a new structure. I'm sure your playground has seen a lot of use and if it could talk would have many stories to share. The true impact of community built and its effects are amazing. With that said the structural parts of the playground are in good shape and it's definitely possible to renovate. A renovation can cover maintenance safety and accessibility. With some design changes,new materials the playground should last at least another 12-15 years. This renovation effort is a fairly significant one and there are costs associated. While these cost are less than a new playground they are close enough I thought I should provide you with a placement cost with today's design and materials for comparison. I think your playground is right in the middle and both option options are good choices. You will have to weigh the pros and cost of each. The drawings provided include the information we discussed in our phone conversations. Your request to re-design a tot area with accessibility in mind can be accomplished in conjunction with the maintenance work. We were also able to increase the accessibility of the main playgroup as well. I have included an estimate for this in the numbers below. We would recommend the new section be built using the recycled plastic materials. The total scope of work is significant enough that it warrants a full 5 day construction period. Depending on your resources there are things that could possibly be done ahead of time that could affect this. I would estimate that the above work,the work in the Audit report and the redesigned tot area to be around $85,000. The hard surface path suggested is not included in the estimate. I would estimate the cost associated with this renovating around$95,000. The options above assume you are utilizing the community build model. While we whole heartedly support the community-build model,there are circumstances that sometimes don't allow the use of volunteers. In those cases we do offer a variety of contractor options. Once you review this report we would be happy to discuss these options further and answer questions you may have and finalize a scope of work and associated costs.
