LUTC MINS 02-04-2013City of Federal Way City Council Land Use and Transportation Committee February 4, 2013 5:30 PM City Hall City Council Chambers MEETING SUMMARY Committee Members in Attendance: Committee Chair Bob Celski and Committee members Susan Honda and Jeanne Burbidge. Councilmembers in Attendance: Diana Noble - Gulliford Staff in Attendance: Director of Parks, Public Works and Emergency Management Cary Roe, Deputy Public Works Director Marwan Salloum, Streets Systems Project Engineer Brian Roberts , City Traffic Engineer Rick Perez, Senior Traffic Engineer Jesse Hannahs, Planning Manager Isaac Conlen, Principal Planner Margaret Clark, Assistant City Attorney Peter Beckwith, and Administrative Assistant II Darlene LeMaster. 1. CALL TO ORDER Committee Chair Celski called the meeting to order at 5:30 PM. 2. PUBLIC COMMENT There was one public comment: Jan Lightner, 706 SW 296th St, Federal Way, WA 98023 — Mrs. Lightner voiced concern over vehicles speeding in her neighborhood, specifically on her street, SW 296th St. In addition, the location of her home is at the corner of SW 296`h, just west of 7`h Ave SW. It is often impossible to back out of her driveway with speeding traffic, some of which is coming around the corner of 7th Ave SW onto SW 296`h St. Mrs. Lightner would like staff to respond by considering lowering the speed limit along SW 296th St or by installing signage for the proposed speed humps near her home in hope of slowing down vehicles. Chair Celski noted that the Lighner's concerns would be addressed in Agenda item B. 3. BUSINESS ITEMS Forward Topic Title/Description to Council A. Approval of the January 7, 2013 LUTC Minutes N/A Committee approved the January 7, 2013 LUTC minutes as presented. Moved: Burbidge Seconded: Honda Passed: Unanimously, 3 -0 B. Adelaide Neighborhood Traffic Safety (NTS) '12 — 8"' Ave SW (SW Dash Point Road to Feb. 19, 2013 SW 296`h ST) Consent Senior Traffic Engineer Jesse Hannahs presented information on this item, giving a brief overview of the process and the history of this specific project to date. Committee member Burbidge asked for clarification regarding the vicinity map of the project and where the three speed humps will be located. Mr. Haimahs referenced the various side - streets surrounding the Adelaide NTS area, also noting the speed humps appear in red on the map. Committee member Honda asked if staff had received support from either Police or King County Fire & Rescue (SKFR) as to the locations of the proposed speed humps. City Traffic Engineer Perez summarized a meeting staff had with SKFR on the topic, stating that SKFR supported speed humps being used on principle collectors where the speed limit is 25 mph; with higher speed limits, speed tables would be the preferred application. Land Use /Transportation Committee Page 2 February 4, 2013 Addressing the Lightner's concerns during the Public Comment portion of the meeting, Mr. Perez stated that is too soon to know what effects the speed humps will have on reducing speeds along SW 296th St. Signage will be installed prior to the speed humps in both directions and will likely benefit the Lightners. Chair Celski asked a few clarifying questions. Mr. Hannah stated 8th Ave SW has a posted speed limit of 25 mph. The 85th percentile speed was 34 mph. There is no accident history at this location. Mr. Hannahs also noted the differences between a speed hump versus a speed table. Committee forwarded Option #1 as presented. Moved: Honda Seconded: Burbidge Passed: Unanimously, 3 -0 C. S 320th St at 20th Ave S Intersection Improvements — 100% Design Report and Feb. 19, 2013 Authorization to Bid Consent Street Systems Project Engineer Brian Roberts presented information on this item. Councilmember Noble - Gulliford asked if the Committee had already seen the configuration and the channelization of this project. Mr. Roberts said yes. Councilmember Noble - Gulliford noted her concern of the proposed channelization on 20th Ave S, just north of S 320th St, between Taco Time and Red Lobster, tuning into the businesses to the east of 20th Ave S. Mr. Roberts explained the channelization plan and the c- curbing that will be placed at this location, allowing only right in, right out. Committee forwarded Option #1 as presented. Moved: Burbidge Seconded: Honda Passed: Unanimously, 3 -0 D. 21st Ave SW at SW 336th St Intersection Improvements — 100% Design Report and Feb. 19, 2013 Authorization to Bid Consent Street Systems Project Engineer Brian Roberts presented information on this item. Chair Celski complimented staff on their work on this project and that he was glad that the right of way acquisition went smoothly. Committee member Honda asked when the project may start and when it would be finished. Mr. Roberts stated that project construction should begin in May and be finished prior to the holiday season in December 2013. Committee member Burbidge inquired on reimbursements to the City for underground utility relocates. Mr. Roberts explained that because the utilities are on private easements, utilities cannot be relocated prior to the project. Utilities will be relocated using joint utility trenches with the contractor working on the project. The utilities will reimburse the City for use of the joint trench. Staff is presently drafting agreements for reimbursement from each of the utilities involved. These agreements will be reviewed at the March 4, 2013 Land Use and Transportation Committee. Amendments to the King County Countywide Planning Policies Feb. 19, 2013 Business Principal Planner Margaret Clark presented information on this item, summarizing those County policy amendments that will affect the City. Committee member Burbidge wanted a better understanding of the timeline for lower income housing. Ms. Clark stated that timeline is unknown at this time. Committee member Honda thanked staff for their work on this project. Committee member Burbidge requested that Ms. Clark encourage discussion on the low income housing topic. Ms. Clark stated that she will keep Committee member Burbidge informed on this issue. Committee forwarded Option #1 as presented. Moved: Burbidge Seconded: Honda 4.
