MEETING MINUTES
Chair Ailinger called the meeting to order at 6:36pm.
Present: Chair Brian Ailinger, Vice-Chair Jack Sharlock, Mark Koppang, Dwight Otto, and Mike Hoefel.
Martin Moore,George Pfeiffer and David Berger were excused.
Staff: Parks and Facilities Manager Steve Ikerd and Parks and Public Works Administrative Assistant
Shawna Upton.
The April Parks and Recreation Commission regular meeting minutes were approved as written. Motion by -
Koppang to approve the minutes as written, Second by Sharlock. Motion passes.
PUBLIC FORUM
Joann Hugill from Park Pals spoke highly of Jason Gerwen's presentation to the Park Pals Board members.
He did a great job explaining how the process works to request funds for improvements to French Lake. The
question and answer session was very helpful.
Anne Heinz-Ryan from Park Pals mentioned that a bid proposal for the proposed shelter at French Lake was
submitted to the Mayor's office. She would like to see City support in providing the rain shelter to improve
the aesthetics and user experience in the park.
Ed Burkhardt from Park Pals wanted to reiterate the groups concern with the drainage issue on ls` Ave S and
the pond. He feels that the mud causes a safety concern and would like to see the City address those issues.
He would also like to see an alternate water location that can be used if the pond at French Lake is filled in.
Two boy scouts were in attendance working on their communications merit badge.
COMMISSION BUSINESS
RED,WHITE&BLUES PLANNING
Ailinger reminded the Commissioners that the Red, White & Blues Festival is Thursday, July 4th at
Celebration Park. He will be preparing a signup sheet to pass out to the Commissioners. This year a larger
banner is being requested, trail maps and trail mix will be available again and information about the proposed
improvements to the Funland play structure at Steel Lake Park will be shared.
DOG PARK DISCUSSION
Ikerd summarized the past comments that have been made by Park Pals regarding French Lake Park,
beginning with the March Council meeting moving forward. The City responded to those comments at the
April Council meeting and gave a presentation which explained the history of how French Lake was obtained,
joint ownership, improvements that have been made and ongoing maintenance to the park. Ikerd noted that
some of the drainage issues are being caused by the grass being overused and not being allowed time to rest.

The pond has several challenges due to its small size. Even with the City adding potable water to the pond,
algae blooms are common and it has been fenced off in order to restrict access when it's not safe. A decision
will be made in the near future whether to fill in the pond or allow it to remain. Parks Pals has submitted a
proposal to the Mayor's office requesting City funds to help support a shelter being built at the park.
STAFF REPORTS
FUNLAND UPDATE
Ikerd presented new drawings illustrating the most current design layout that Leather's provided. Staff had
previously visited the site to verify that the proposed improvements would fit. He specifically addressed
elements in the new drawing that had changed from the previous versions which included a proposed change
to the location of access ramps, new features including ADA enhancements, costs and additional bench and
table locations. Discussion continued regarding possible dates to hold an Open House for public input and the
potential timeline for project completion.
Motion by Koppang to accept the Leather's proposals as shown and move forward with receiving public input.
Second by Sharlock. Motion passes.
