Background: On June 4, 2013, the Council appointed Greg Summers to the Northlake Lake Management
District (LMD) Advisory Committee. On that same day, Terry Thomas, President of the Northlake Improvement
Club and Member of the Northlake LMD Advisory Committee sent in pertinent information to staff that was not
able to be disseminated in time for Council's consideration prior to the appointment. Attached is Mr. Summers
original application and the information that was provided by Terry Thomas.

Subject: Dr. Summer's Application for Northlake LIVID Advisory Committee Position
Dear Councilman Ferrell and Council Members:
This email is directed to you as my personal comments regarding the approval process for Dr.
Summers to become a committee member of the Northlake Lake Management District Advisory
Committee:
1. Dr. Summers moved into a home on the south end of the lake in recent years and, shortly
thereafter, places three structures in the water:
a. One near the eastern shoreline of his property
b. Two out further to the north in what I understand to be waters in the State jurisdiction,
not within his own property.
2. Dr. Summers moved a raft from his shoreline further into the lake beyond the structures noted
in 1.b. above. This structure has not been maintained and currently has random bushes
growing on this raft.
3. Canada geese and ducks ritually land on the lake each afternoon /evening and proceed to his
shoreline daily. (This same behavior has occurred at another neighbor's home over the years
and was caused by feeding the waterfowl on a daily basis which would indicate there is a good
possibility that this is occurring at Dr. Summers' property.)
will forward current pictures of item 1 & 2 above prior to your meeting this evening.
Although Dr. Summers has submitted his application paperwork in the appropriate manner, it is my
recommendation that the approval of Dr. Summers to the Advisory Committee position be postponed
pending further review.
This position is about the STEWARDSHIP of Northlake. To this date, Dr. Summers has not exhibited
any positive stewardship actions to date. Should he consistently choose to do so, then I would not
have any objection to his appointment.
