CALL MEETING TO ORDER *This meeting was moved to the Patrick Maher Room. Mayor Priest called the meeting to order at 5:01 p.m. City officials present: Mayor Skip Priest, Deputy Mayor Jim Ferrell, Councilmember Kelly Maloney, Councilmember Susan Honda, Councilmember Jeanne Burbidge, Councilmember Diana Noble-Gulliford. Mayor Priest excused Councilmembers Bob Celski and Dini Duclos. City staff present: City Attorney Pat Richardson and City Clerk Carol McNeilly. Mayor Priest noted pursuant to the Council Rules of Procedure, Council assumed responsibility for the appointments to volunteer Board and Commissions; therefore Deputy Mayor Ferrell would preside over the meeting. Deputy Mayor Ferrell reviewed the guidelines for public comment and stated comments should `be Iimited to the issue before Council. 2. PUBLIC COMMENT Terrv Thomas, member of the North Lake Management District, referred to the email he sent on June 4, 2013 which addressed his concerns with Mr. Summer's lack of stewardship for the Lake. Mr. Summers has placed structures in the Lake with no regard to neighbors. Mr. Thomas submitted a photo to the Council of one of the structures. Councilmembers asked clarifying questions o# Mr. Thomas regarding the structures and if Mr. Summers had shared his vision for the Lake with lake residents. Jerrv Galland stated he is not a resident of the City, however; he lives on a lake and they are considering the formation of a management district. Mr. Galland inquired if Mr. Summers had made any improvements to the structures recently in an effort to improve stewardship. Ciry Councid Minutes — June 11, 2013 Special Meeting Page 1 of 2 3. CONSIDER APPOINTMENT TO THE NORTH LAKE MANAGEMENT DISTRICT ADVISORY COMMITTEE Deputy Mayor Ferrell stated he did not have the opportunity to read Mr. Thomas's email prior to Council interviewing Mr. Summers. Upon learning new information regarding Mr. Summers he contacted his colleagues to schedule a meeting to consider their recent appointment. He inquired if Mr. Summers was notified of this meeting. Staff confirmed they provided notification to Mr. Summers. Deputy Mayor Ferrell feels there was a lack of candor by Mr. Summers regarding his chiropractic career on his application and during his interview. Motion: Deputy Mayor Ferrell moved to rescind the appointment of Greg Summers to the North Lake Management District Advisory Committee. Councilmember Maloney second. Councilmember Noble-Gulliford stated she supports the motion based on the input Terry Thomas provided. Councilmember Maloney stated the allegations facing Mr. Summers are not a factor in her supporting the motion. The omissions on Mr. Summer's application and during the interview are what she is considering. Councilmember Honda asked if staff was aware of Mr. Thomas's email at the time Council in#erviewed Mr. Summers. Councilrnember Burbidge spoke in support of the motion. She stated she received a phone message from a resident of North Lake expressing their concern over the appointment of Mr. Summers. She would like to see procedures relating to the interviews and appointment process reviewed. It was noted that application procedures for Boards and Commission will be discussed at the July 9, 2013 Parks, Recreation, Human Services and Public Safety Council Committee meeting.
