1. CALL MEETING TO ORDER
Mayor Priest called the meeting to order at 7:03 p.m.
City officials present: Mayor Skip Priest, Deputy Mayor Jim Ferrell, Councilmember Kelly
Maloney, Councilmember Susan Honda, Councilmember Jeanne Burbidge, Councilmember
Bob Celski and Councilmember Diana Noble-Gulliford.
Mayor Priest excused Councilmember Dini Duclos.
City staff present: City Attorney Pat Richardson and City Clerk Carol McNeilly.
2. PLEDGE OF ALLEGIANCE
DicK Mayer led the Pledge o# Allegiance.
As public facilities cannot be used for campaign purposes, City Attorney Richardson reviewed
the guidelines regarding campaigns and ballot propositions as provided by the Public
Disclosure Commission.
3. PRESENTATIONS
a. Federal Wav Hiqh School Track Teams — State Championship Winners
Councilmember Celski reported the Federal Way High School Boys and Girls track teams
won their respective State Championships in the Class 4A Track and Field
Championships on May 25�'. This is the first time both the boys and girls team have State
Championships during the same year. Councilmember Celski presented the team
members and coaches with Certificates of Achievement. Team coaches spoke to the
team's accomplishments.
b. Nautilus Elementarv Civics Proiect Recognition
Mayor Priest announced that students from the 4th and 5th grade Highly Capable Class at
Nautilus Elementary were in attendance along with their teacher Debi Koch. The students
were recently honored as part of Project Citizen Showcase for their work on a public policy
issue — texting while driving. The students tied for 1 St place at the state competition in the
Portfolio division. Their portfolio will now go on to a national Projects Citizen Competition.
The students provided details on the research they conducted as well as ways to address

this issue. The Mayor presented the students with Certificates of Achievement recognizing
their work.
c. Proclamation: Marine Hills Pool Association
Councilmember Noble-Gulliford announced the Marine Hills Swim and Tennis Club will be
celebrating their 50th Anniversary this Saturday. Councilmember Noble-Gulliford read the
proclamation into the record declaring June 22"d as Marine Hills Swim and Tennis Club
Day and presented it to members of the Marine Hills Swim and Tennis Club Board. Board
Chair Darren McDonald spoke to the importance of teaching children to swim and thanked
the Council for the recognition,
d. Certificates of Appointment: Diversity Commission
At their June 4, 2013 meeting the City Council appointed members to serve on the
Diversity Commission. Councilmember Honda read the Certificates of Appointment into
the record and presented them to the Commissioners in attendance.
e. Sound Transit — Federal Wav Transit Extension
Sound Transit Representatives Cathal Ridge and Chelsea Levy were present to provide
an update on the Federal Way Transit Extension. The timeline for the Federal Way Transit
Extension includes completion of the alternatives analysis by the end of the summer,
completion of the draft Environmental Impact Statement by the end of 2014, and a final
record of decision by the Federal Traffic Administration by the end of 2016.
In addition to explaining how the analysis has been conducted, the criteria measured and
the reasons some alternatives have been screened out or retained, Mr. Ridge provided a
general historical overview of the actions taken to date. One new route was identified
during the analysis -a SR 99 hybrid alignment alternative.
Greater detail was provided about the hybrid option and the favorable factors and
challenges this new option would present. He next presented information on Level 2
analysis outcomes/preliminary findings for all five alignment alternatives.
Information and measurement factors were provided for the Transit Oriented Development
potential for the alignment options. Station locations were more specifically addressed
under the Level 2 analysis versus Level 1. As a result, seven new locations were identified
in the Level 2 analysis. However, these could not be funded through ST2 as they were
not included in the ballot measure approved by voters.
Information will go back to the Sound Transit Board in September. They expect the Board
to direct which alternatives, if any should be screened out or whether all five alignment
options should be retained in the draft EIS. Ultimately, the Board is expected to identify
which option will be built by 2016.
Sound Transit is hosting two open house meetings this month. The first will be held June
19th at the Federal Way Transit Center Plaza from 3:00 p.m. to 6:00 p.m. The second is
June 26th at Parkside Elementary in Des Moines from 5:00 p.m. to 7:00 p.m. Comments
may also be provided by e-mail at FWTECc�soundtransit.orq. The public comment period
will extend through July 17, 2013
Councilmember's asked clarifying questions of Mr. Ridge. Mr. Ridge and Ms. Levy
addressed the questions raised.

f. Mayor's Emerqinq Issues
Summer Meal Proqrams: During the school year many students participate in programs
that provide them with meals. When the school year ends; so do many of those programs.
Community Services Manager Jay Bennett provided information on the Summer Lunch
Program and the multiple agencies partnering in the program. The Federal Way Public
Schools is sponsoring the FRED program which offers hot meals; computers with learning
activities; books; games boards and math games. The BARNEY program is sponsored by
the Des Moines area food bank and federal Way Public Schools is the vendor of the
meals provided. Mr. Bennett reviewed the service sites for both programs.
Swimminq / Water Safetv: Mayor Priest noted the City is committed to promoting water
safety for residents as well as visitors. Aquatics Coordinator Craig Feldman reviewed
some of the training offered at the Federal Way Community Center focusing on water
safety. Topics include basic water rescue; boater safety; how to choose a flotation device
and how to wear it properly. Swimming lessons are also offered free of charge for
siudents that qualify for the program.
Affordable Healthcare Act: Last week the Mayor and city staff met with the City's
healthcare consultant and learned the Affordable Health Care Act could result in
significant financial impact to the City. The City could reduce its exposure by partially self-
funding healthcare insurance. This option would require sufficient funds in reserves to
cover potential high costs associated with an incident. The Mayor suggested the Council
conduct a workshop on July 30, 2013 to discuss this mater.
4. CITIZEN COMMENT
Jennie Hills lives on 329th Place South. Ms. Hills stated she was recently in a motor vehicle
accident on 11th Place S. and S 320th Place. She feels there is a need for pedestrian safety
improvements; especially for those with disabilities.
Joann Piquette provided an update on the activities the Federal Way Coalition of the
Performing Arts has been engaging in to raise funds for a performing arts and conference
center.

a. 6-Year Transportation Improvement Proqram and Arterial Street Improvement Plan
Mayor Priest reviewed the guidelines for the Public Hearing and declared the hearing
open at 8:32 p.m.
City Traffic Engineer Rick Perez stated the Transportation Improvement Plan outlines
plans for transportation-related capital projects. The current plan includes 32 projects.
No additional projects are being proposed at this time. Mr. Perez reviewed the criteria
for prioritizing the projects within the plan.

City Council — Resolution: Adopting the 2014-2019 Transportation Improvement Plan
and Arterial Street Improvement Plan

a. Request to Add Housekeepinq Amendments Related to the Communitv Desiqn
Guidelines to the Planning Commission Work Proqram

Principal Planner Margaret Clark stated the current Planning Commission Work Program
was approved by Council in April 2013. Ms. Clark reviewed the need for amending the
Community Design Guidelines and stated the recommendation is to add this item to the
Planning Commission's Work Program as a high-priority.
Motion: Councilmember Celski moved to add housekeeping amendments related
to Community Design Guidelines to the Planning Commission's Work Program.

b. Lakota Middle School Safe Routes to School Proiect — Bid Award
Street Systems Project Engineer John Mulkey stated the City received four bids in
response to the re-bid issued for this project. Bids were sent to V�/A State Department of
Transportation for review and approval. The lowest responsive, responsible bidder was
Tucci and Sons Inc., with a total bid of $1,809,266.25. Mr. Mulkey reviewed the estimated
expenditures and available funding for this project. The project budget has a funding
shortfall or $54,200.00. Staff is requesting Council to authorize the transfer of $55,000.00
from the Traffic Impact Fee Fund to the SW 312th St. —14th Ave. SW to Dash Point Road
Improvement Project. Mr. Mulkey reviewed the proposed schedule for the project.
Motion: Councilmember Celski moved to award the Lakota Middle School Safe
Routes to School Project to Tucci and Sons Inc., the lowest responsible bidder
in the amount of $1,809,266.25 and approve a 10% contingency of $180,926.62
for a total of $1,990,192.87, and authorize the Mayor to execute the contract.

c. Acceptance of Additional Fundinq for Lakota Middle School Safe Routes to School
Proiect
Street Systems Project Engineer John Mulkey stated staff requested additional funding in
the amount of $180,000.00 from the WA State Department of Transportation Highways
and Local Programs for this project. The funding request was granted and is before
Council for acceptance.
Motion: Councilmember Celski moved to accept the additional Federal Grant
Funding for the Lakota Middle School Safe Route to School Project.

d. Lease of Former Tovs R Us Site for NW Global Fest
Community and Economic Development Director Patrick Doherty stated the Council
approved a Tourism Enhancement Grant for NW Global Fest. The organizers; Fiji Multi-
Cultural Association of Washington secured a site for their event, however that site fell
through. The organizers approached the City about using the former Toys R Us site for
their event. A proposed lease has been drafted an specifies a rental fee of $100.00
City Attorney Richardson added the City has received insurance certificates naming the
City as additional insured for this event.
Councilmembers asked clarifying question of Mr. Doherty relating to the event.
Motion: Councilmember Burbidge moved to approve the temporary use of the
former Toys R Us site for the NW Global Fest and authorize the Mayor to execute
the corresponding lease agreement. Councilmember Noble-Gulliford second.

8. ORDINANCES
First Reading:
a. CB #626 Renewal of Steel Lake Manaqement District No. 1
An ordinance of the City of Federal Way, Washington, renewing the Lake Management
District Number 1 for Steel Lake and setting a public hearing date on the assessment
roil for the District
Surface Water Manager Will Appleton stated Steel Lake is currently covered by a
Lake Management District Program. The duration was from 2004 to 2013. It
includes lakefront properties only and the program is funded through the collection
of assessments. Members of the Steel Lake Advisory Committee met and
developed the 2014-2023 Lake Management District scope of work and
assessment rates. Earlier this year the Council adopted a resolution of intent to
reform the Management District. Residents were polled about the reformation and
the responses indicated they were in favor. Mr. Appleton reviewed the next steps
in the Management District renewal process.
City Cterk McNeilly read the ordinance title into the record.

forward it to the July 2, 2013 Council Meeting for second reading and

9. COUNCIL REPORTS
Councilmember Noble-Gulliford stated she attended the Federal Way Youth Symphony
fundraiser last weekend. She reported on three events scheduled for June 19"'. Sound Transit
will be conducting an Open House at the Federal Way Transit Center and she urged residents
to attend and provide input. Lorig and Associates will be hosting a meeting at the Hampton Inn
and Suites to solicit public input on their proposed mixed-used development project. Forterra
is also holding an open house on bicycle trails and lanes.
Councilmember Celski provided a report on the Relay for Life event. He thanked the Council
and city staff who participated in this year's event and noted the event exceeded its
fundraising goal. The Advancing Leadership graduation is scheduled for Thursday, June 20"'�
The next Land Use, Transportation, Council Committee meeting is scheduled for July 1St
Councilmember Burbidge attended a meeting of the Transportation Policy Board forthe Puget
Sound Regional Council where they discussed funding for special needs transportation. This
morning she attended a meeting of the South County Area Transportation Board where City
Traffic Engineer Rick Perez gave a presentation on safety projects in the City. She requested

Mr. Perez provide that presentation at an upcoming Land Use, Transportation Council
Committee meeting or at a Council meeting. She will be attending an upcoming meeting of the
King County Regional Transit Committee where they will review the strategic plan and
services updates. She reported on upcoming community events such as NW Global Fest; a
Police K-9 presentation; an informative session by the League of Women Voters; and the re-
opening of Powells Wood Gardens.
Deputy Mayor Ferrell stated there was a great turnout for the Relay for Life event. He thanked
Councilmember Celski for his leadership with that event. He attended the Flag Day Ceremony
at the King County Weyerhaeuser Aquatic Center. Recently he and his family visited the light-
house located at Browns Point. He urged individuals to be safe and obey the laws relating to
fireworks as we get closer to the 4th of July holiday.
Councilmember Honda reported on the upcoming Korean Quarterly meeting scheduled for
June 20th at City Hall. This Saturday the 63`d Korean War Memorial Services will be held in
Olympia; the start time is 11:00 a.m. The second annual Miles for Meso 5k walk/run is
scheduled for July 4tn
Councilmember Maloney reported that Orion Industries held a groundbreaking event on June
6th for their new facility. They will remain in Federal Way for the next nine months. Orion will
continue to provide to services to residents with barriers to employment
