MEETING MINUTES
Chair Ailinger called the meeting to order at 6:30pm.
Present: Chair Brian Ailinger, Vice -Chair Jack Sharlock, Mark Koppang, Dwight Otto, Martin Moore, Laura
Belvin, Randall Smith and David Berger. Mike Hoefel was excused. George Pfeiffer wks unexcused.
Staff: Director of Parks, public Works & Emergency Management Cary Roe, Parks and Facilities Supervisor
Jason Gerwen, Assistant City Attorney Amy Jo Pearsall and Parks and Public Works Administrative Assistant
Shawna Upton.
Minutes from the May Parks and Recreation Commission regular meeting and May Special Meeting Open
House minutes were approved. Motion by Sharlock to approve the minutes as written, Second by Koppang.
Motion passes.
There were no public comments.
PUBLIC FORUM
COMMISSION BUSINESS
NEW COMMISSIONER ORIENTATION
Pearsall provided the Commissioners with a brief orientation on commission authority, conflict of interest,
open public meetings act, public records, the use of public facilities and what constitutes a quorum.
Commissioner questions were answered as each topic was. covered.
RED, WHITE & BLUES FESTIVAL PLANNING
Ailinger reminded Commission members that the Red, White & Blues Festival is at Celebration Park on
Thursday, July 4° 2013. The Parks Commission will have a booth there to ask for public feedback on the
proposed improvements to Family Funland at Steel Lake Park, share information about fundraising
opportunities for Funland, provide trail maps, and answer questions. Ailinger asked for the Commissioners to
sign up for shifts to staff the booth.. Gerwen noted that there will be a parking fee of $7 for anyone who
wishes to remain parked in the main parking area; however, temporary parking will be allowed for no fee for
those who are there to unload items.
FUNLAND OPEN HOUSE COMMENTS REVIEW
Gerwen passed out a summary sheet of the general comments received at the open house meeting. Further
efforts will be made to obtain public feedback prior to making the final decision on which elements are
included. Additional donation sources will be sought after as well. Berger noted that he's in the process of
applying for grant funding from Rotary in hopes there will be enough to purchase and donate the wheel chair
accessible ability whirl component. Belvin commented that she contacted the School District and was told
there are six elementary students in wheelchairs in the Federal Way School District and was concerned about
the amount of money this component would cost. Discussion continued addressing the probably of increased

numbers of children in wheelchairs if you broaden the scope to include preschool, junior high, high school and
adults in the community, the approximate number of developmentally disabled children in the district as a
whole is approximately 2,000, that Funland is a regional park heavily visited by residents who live in
surrounding communities, that the City continually strives to exceed ADA accessibility requirements and that
this component can be used by those who are able- bodied as well. Belvin asked about the possibility of
adding window -type elements to several areas of Funland that will increase visibility through the structure. In
order to make the best use of the available project funds, comments will be gathered from upcoming public
input opportunities and staff will approach Leathers with the design modification questions, including the
possibility of increasing visibility within the structure, all at once.
STAFF REPORTS
SAGHALIE & SACAJAWEA TRACK IMPROVEMENT UPDATES
Gerwen reminded the Commission that the field at Saghalie is failing and Sacajawea field needs some
enhancements to preserve the turf on the track. The Federal Way School District offered to undertake the
Sacajawea track improvements with an anticipated completion date of mid to late July. The City will carry out
the work at Saghalie and work will begin on Monday. The project is expected to take two weeks to complete.
SUMMER FOOD SERVICE PROGRAM (SFSP)
Gerwen indicated two summer meal programs are going to be present in Federal Way this summer with a
focus on feeding children nutritious food. The Summer Meals Service Program is a federally funded child
nutrition program that provides reimbursement to local organizations that provide free, nutritious meals to
low - income children and teens when school meal programs are not available. This program runs all Summer
long, five days a week. Steel Lake Park is the site they are looking at using in Federal Way. The FRED
program stands for "Fun ", "Read", "Eat" and "Dream ". Several buses have been painted neon green and
retrofitted to provide educational opportunities. They will have laptops, reading materials, educational games,
meals and can be used by all children age 19 and under for free. This program will run June 241h through
August 23`d
OTHER BUSINESS
Moore asked about the status of the Lakota field improvements. Gerwen gave a brief update. Belvin
requested a sign be posted to notify residents of the project and status of the project. Staff will address.
NEXT MEETING /AGENDA ITEMS
The July 4, 2013 regular meeting is cancelled. A booth will be staffed at the Red, White & Blues Festival.
The next meeting will be August 1, 2013.
