CALL TO ORDER The meeting was called to order at 8:03am by Chairman Phil Watkins. 2. APPROVAL OF MINUTES The minutes of the July 7, 1999, meeting were approved as presented. 3. PUBLIC COMMENT There was no public comment on any item not included in the agenda. 4. COMMISSION COMMENT There was no additional comment from any of the City Commissions. 5. BUSINESS ITEMS A. Star Lake/Militarv Road Finalization - The Military Road and Star Lake Signalization Project Budget Adjustment Final Acceptance and Retainage Release was m/s/c to the Consent Agenda of the next City Council meeting with a recommendation to approve. The [mal construction contract amount was $178,745.18, 10.6% over the $161,554.80 (including contingency) budget that was approved by the City Council on September 15, 1998. The increase in budget was due to the additional asphalt concrete pavement and pavement reinforcement fabric that was needed to maintain the roadway integrity of the old concrete street. The over~budget amount will be paid by transferring $17,190.38 from the 1999 Overlay contingency to fully fund this project. B. South 320th Street/SR99 Intersection Gateway Improvements - As part of the Downtown Revitalization Project, gateway improvements are proposed at the intersection of South 320th Street and Pacific Highway South. The Committee considered three concepts as potential improvements for the intersection. Improvements to the intersection will make it the size of a small baseball diamond, which calls for enhancements of a grand scale. The Committee agreed on the desirable use of Northwest materials. They liked columns but preferred a less ornate and more classical style to support trellises. They wish to see more landscaping in place of art panels and retain a water feature in the [mal design. They preferred computer modeling over the time and materials spent on producing physical models. They asked where there were some existing columns like those in which they are interested so that they may go view them. The Committee authorized staff to proceed with a [mal design incorporating their preferences. C. Garden Terrace - Garden Terrace is a proposed development project which fronts on South 338'" Street south of City Hall, and abuts the BP station on the corner of 1'( Way South and South 338th Street, the Postal Center on the south and Lake #1 on the east. It is in the best interest of the development and of the City that both the required and the incremental storm water improvements be installed concurrent with the construction of the Garden Terrace project. The Lake #1 Overflow Channel is not scheduled for construction until the year 2012 and no budget exists to accomplish the incremental improvements. The Committee m/s/c recommendation of approval to the City Council at the August 3, 1999, meeting to authorize use of $22,800 of unappropriated capital project funds, projected to be $469,904 in the year 2000. D. SWM Annual Programs Bid Award - The Committee mls/c recommendation to the city Council at the August 3, 1999, meeting to award the Military Road south Drainage Improvements project to Dennis Craig Consstruction, in the amount of $99,954.30 and establish a 10% construction contingency totaling $9,995.43 for this project. The Committee also forwarded to the City Council the award of the North Fork West Hylebos Fish Passage Improvement Project to. Roadway construction, in the àmount of $60,734.55 and establish a'10% construction contingency totaling $6,073.45 with a recommendation of approval. Should State and Federal grant matching funds through the Washington State Salmon Recover funding Program become available, Surface Water Management Staff was authorized to accept such funds. 6. OTHER' A letter was received from the state department of Community Trade and Economic Development announcing the availability of grant funds. Categories which apply to the City are titled Urban Livability and Special Projects. The City is not bound to accept the money if it is awarded. It will not be awarded if we don't apply. Should the funds be awarded they could offset costs related to Proposed Annexation Area (PAA) planning. Staff is discussing the idea of a joint application with Paul Reitenbach of King County. \ 7.
