MEETING MINUTES
Chair Ailinger called the meeting to order at 6:30pm.
Present: Chair Brian Ailinger, Dwight Otto, Mike Hoefel, Laura Belvin, Randall Smith, George Pfeiffer and
David Berger. Martin Moore, Mark Koppang and Jack Sharlock were excused.
Staff. Parks and Facilities Manager Steve Ikerd and Parks and Parks & Public Works Administrative
Assistants Mary Jaenicke and Jessica Oldenkamp.
Minutes from the June Parks and Recreation Commission regular meeting were approved. Motion by Hoefel
to approve the minutes as written, Second by Otto. Motion passes.
PUBLIC FORUM
Marie Sciacqua spoke highly about getting the word out about Funland. She made a few suggestions in regards
to park maintenance including care for newly planted trees, the location of soccer nets and suggested more
doggie bag stations and additional trash cans be added to the BPA trail. Additionally, she hopes that fees
collected from ball games would be used to purchase additional land to the east to pay for picnic areas at
Celebration Park and requested additional signage be posted for the Historical Society. The suggested
locations were at 23`d Ave & 320th with address and hours, and another sign on 1St & 348th about the cabins.
Joann Hugill with Park Pals thanked Parks for getting the French Lake signs up, she's very pleased with them.
The water fountains have been reportedly working without issue for two consecutive days, and Park Pals again
thanks Parks for their attention to it. Park Pals is hoping to find a second location for water dogs to go if the
pond at French Lake is filled in. The organization has limited funds to donate towards enhancement efforts.
They've submitted a proposal for a shelter to Council already, but have started to reconsider their thoughts on
it and would prefer to have a 2nd area for water dogs.
Ed Burkhardt, from Park Pals, commended Parks on the working dog fountain and thanks Parks for dealing
with it in such a prompt manner. There were a couple of drainage issues he wished to bring to light, in the
front area of the park and the drainage area. Ed has a photo collection of the various areas throughout the year,
if the committee wishes to view both the standing water issue as well as the high traffic areas. Ed also would
like consideration for a 2nd water area. He mentioned a few parcels that held appeal to the Park Pals and said
the biggest hope was to have 75 -100 feet of water front access.
COMMISSION BUSINESS
FUNLAND DISCUSSION
Burger and Sharlock have done a great job with publicity at events and getting input from residents on
Funland. Another subject to discuss is groups that could potentially donate to the Funland Project. During the
Red, White, & Blue Event someone mentioned local area daycares that may utilize the park. The main Federal
Way Fundraiser is in January, and it's hoped that a majority of needed funding is reached before the event.

Additional $20k is needed for the ability whirl, past that, an additional minimum of $30k is needed for the
entire project.
Motion by Belvin that the top eight ranked panels, according to public vote, would be used in the Funland
renovations. Second by Otto. Discussion was had to put Braille panel in, replacing the Water Cycle Panel.
Motion was revised to add the Braille panel and remove the water cycle panel and passed.
It was suggested that a few thermometer style posters be used and posted in such locations as kiosks at Steel
Lake and possibly within City Hall so the public can see the progress being made with donations received. The
Commission is asking for an information packet and PowerPoint from staff that Commissioners can use when
giving presentations to public groups. A suggestion was made to include contact information be included on
the donation form. A website might be a feasible way to get the word spread, but the details of that would have
to be looked into. Steve would like to take the Funland project to PRHSPS, possibly as soon as September.
STAFF REPORTS
RED, WHITE, AND BLUES RECAP
The event was very successful. Everyone Ikerd has heard from that attended enjoyed the music and festivities.
It was suggested that at the next event there be more trash cans placed along the BPA trail. Also, post event
may need some extra staff to clean up the park and return it to its previous condition (IE: possibly find a way
to protect the mounds of the baseball fields, etc).
SUMMER FOOD SERVICE PROGRAM (SFSP)
Steel Lake is one of the sites in which the program is operated. On a non -sunny day it averages 30 meals and
23 snacks, while on a sunny day they hand out roughly 58 meals and 45 snacks per day. It's set up at the fixed
picnic tables at the park. It is unknown if the distribution impacts sales at the concession stand.
SAGHALIE & SACAJAWEA TRACK IMPROVEMENT UPDATES
Saghalie Park track has been completed. At Sacajawea the concrete is down, and construction is taking a pause
for two upcoming soccer tournaments that are occurring there over the next couple of weekends. After that,
the rubber will be laid and the project will be complete.
PANTHER LAKE PROJECT
Panther Lake Project is still a work in progress. It's hoped that 85% of the design will be completed by the end
of the month.
OTHER BUSINESS
Hoefel asked about the lights at the tennis courts at Saghalie, which have been out for a while. Hoefel was
previously told that it was a wire theft issue, but he was wondering if there had been any follow -up on it. Ikerd
reported that he's been working on it with the school district, as they're responsible for the lights on the
property.
Hoefel also shared that the "Patriarch of Tennis ", Don Flye, had passed away recently. Don had quite a tennis
career, and spent his later years frequenting the Adelaide tennis courts. Hoefel is interested in pursuing either
naming something after him, or having a memorial at a park for him. Pfeiffer mentioned that it might be more
feasible to place a plaque on a bench instead. Ikerd mentioned there is specific process that would need to be
followed to pursue this.
Dwight would like to know if providing another water location for dogs is feasible or not. It was decided to be
a topic tabled for the next Parks meeting.
