SUMMARY/BACKGROUND: As required by state law, cities adopting biennial budgets must review and make
necessary adjustments to their adopted budget before the end of the first year of the biennium. Staff has
presented to Council the recommended adjustments and Council has commenced the budget deliberation process
and is accepting comments from the public at this meeting. The public hearing was continued from the
10/15/2013 Council meeting.

City Council Rule 2.2 provides that the Regular City Council Meetings will begin at 7:00 p.m. on the first and third
Tuesday of each month. In order to accommodate the posting of the election results, Council can suspend Council
Rule 2.2 and begin the November 5, 2013 Regular City Council Meeting at 6:00 p.m.
If Council does suspend Council Rule 2.2, a press release will be issued, the City's web page will post the time for the
November 5`" meeting, and Staff will send notices to the e- subscribers.
Options Considered: 1. Suspend Council Rule 2.2 and begin the November 5, 2013 Regular City Council
Meeting at 6:00.m.
2. Do not suspend Council Rule 2.2 so the Regular City Council Meeting will begin
at 7:00 p.m.
