Parks Comm MINS 02-06-2014CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION Thursday, February 6th, 2014 Hylebos Conference Room 6:30 p.m. City Hall MEETING MINUTES Chair Koppang called the meeting to order at 6:30pm. Present: Chair Mark Koppang, Vice Chair Mike Hoefel, Jack Sharlock, Laura Belvin, Randall Smith, Dwight Otto, David Wilson, PK Thumbi and David Berger. George Pfeiffer was excused. Staff: Parks & Facilities Manager Steve Ikerd and Parks & Public Works Administrative Assistant I Jessica Oldenkamp. Guests in Attendance: Council Member Susan Honda and Council Member Jeanne Burbidge. Minutes from the January Parks and Recreation Commission regular meeting were approved as written. Motion by Sharlock to approve the minutes as written, Second by Hoefel. Motion passes. There were no public comments. There was no commission business. PUBLIC FORUM COMMISSION BUSINESS STAFF REPORTS WAY- FINDING SIGNS Ikerd shared photos of the new French Lake Off -Leash Dog Park signs and reported that the French Lake / Lakehaven Center monument sign is just waiting on a permit to install. Lakehaven has offered to install lights above it if reflective coating fails to illuminate sign. Currently all new Park signs are planned to be brown and white. Belvin recently looked at the city's signs and noted that a significant number of the signs were for major event centers (IE: King County Aquatic Center), which led to a discussion on existing signs and their placements throughout the city. Ikerd indicated that the hope is to have 2 signs for four major community parks on arterial roads before park entrances. Ikerd will get cost estimates for the park signs the commissioners felt needed them most: Steel Lake, Lakota, Saghalie, and Sacajawea. Discussion led into Pedestrian Way- Finding signs. Ikerd said it may be possible to install a pedestrian way - finding sign/trail map on BPA trail. g:\parks comm mtg notes \2014 \agendas and minutes \020614 minutes.doc Parks and Recreation Commission, February 6th, 2014 Page 2 FAMILY FUNLAND Ikerd reported that playground area is demoed and they are doing surveys to improve drainage of the playground and nearby picnic site 1. Funland construction labor just went out for bid and is heading to Committee on February 11th. Ikerd is anticipating the major playground construction will happen March 10th — 21 st. He also shared with new members samples of site materials and products that will be used and updates on other playground features. In a follow -up on the Rotary Annual Fundraiser, Berger shared the good news that the event raised forty thousand dollars for the "Rotary Ability Whirl ". VOLUNTEER EVENTS Ikerd passed out the Parks Appreciation Day /Earth Day Volunteer Event list of site projects. Ikerd is hoping that Parks Appreciation/Earth Day Event volunteers will move all the new bark as opposed to hiring a company to "blow -in" the bark. Another new proposal is to have a BBQ at the end of the event to increase volunteers; ideas were shared regarding the possibility. A short discussion followed on ways to recruit volunteers. Each site will have a sign -in tent manned by a Commissioner: Steel Lake — Koppang & Berger, Saghalie — Hoefel & Belvin, Celebration — Smith & Thumbi, Sacajawea — Wilson & Otto. Ikerd will research the costs of food. There was no "other business ".
