1. CALL TO ORDER
The meeting was called to order at 5:35pm by Chairman Phil Watkins.
2. APPROVAL OF MINUTES
The minutes of the November 17, 1997, meeting were approved as presented.
3. PUBLIC COMMENT
There was no public comment on items other than those included in the agenda.
4. BUSINESS ITEMS
A. Subdivision Code Amendment - The latest draft of the subdivision code amendment was reviewed and the language was
approved as amended. Recommendation of approval to Council at the December 16, 1997, meeting was m/s/c. The
problem regarding signs in the public right-of-way was not resolved and staff was directed to draft language to bring the
current nonconforming signs into compliance with the understanding that no language will protect all signs from
nonconforming provisions. Further discussion of nonconforming signs will be held at a later meeting.
B. Code Amendment Schedule for First Ouarter of 1998 - The Committee reviewed the Code Amendment Schedule for the
first quarter of 1998. Included in the work program were the upcoming activation of the Weyerhaeuser Annexation.
The Applewood Annexation will be incorporated into the Comprehensive Plan Update. Regional Governance remains
dependent upon Suburban Cities Association Committee work.
C. Metro Transit Changes for Summer 1998 - Matt Shelden, Transit Service Planner for Metro, presented an update of
recent changes and improvements made to local Metro service. Further changes in the spring of 1998 will include
added service, new transfer options and restricted daytime DART service. The Committee stated that they wished for
Metro to provide these updates as future service changes. It was suggested that the new Economic Development
Executive might be able to assist in the search for a vendor to sell Metro passes at a Federal Way location.
D. Final Acceptance S336th/Kitts Regional Stormwater Storage Facility SloM Repair - The Committee m/s/c
recommendation of approval at the December 16, 1997, Council meeting of the S336th/Kitts Regional Stormwater
Storage Facility Slope Repair project as complete. The final cost for construction of the repair of the 1997 storm
damage was $40,986.35, which is $3,619.89 below the approved construction budget of $44,606.24, including the 10%
contingency. Work was completed by Muck Creek Construction.
5. FUTURE MEETINGS
The next meeting will be held in January 1998, time and date to be determined by the new mayor and Council, in City
Council Chambers.

The Seattle City Council asked late last year if King County would put a local option fuel tax on a
county -wide ballot. I looked into the issue of the local option gas tax that Seattle is asking King
County to put to a vote.
Attached you will find King County Council member Greg Nickels request of transportation staff
to look into the issue. You will also find the transportation stafF s estimate on revenue to each city
and to King County. You will also find my estimates of revenue for our city and a few other
jurisdictions. The difference in the figures comes from the use of two different revenue estimates
for the fuel tax. However, both estimates are in roughly the same range.
I will provide a verbal report on what has happened to the Seattle request at the committee
meeting.
Here's how the local option gas tax works:
The option, as outlined in RCW 82.80.010 (1990), allows counties to pass a local option gas tax
at 10 percent of the state's gas tax. This local option tax would be 2.3 cents on each gallon of
motor vehicle fuel (as outlined by RCW) sold within the boundaries of the county.
The Metropolitan King County Council has sole authority to place this on the ballot.
The proceeds of the additional excise tax must be strictly used for transportation purposes
including but not limited to the following:
-- The operation and preservation of roads, streets, and other transportation
improvements;
-- New construction, reconstruction and expansion of city streets, county roads, and state
highways and other transportation improvements;
-- Development and implementation of public transportation and high-capacity transit
improvements and programs;
-- And planning, design, and acquisition of right of way and sites for such transportation
purposes.
The funds from this tax are distributed on a per capita basis (RCW 82.80.080).
"The state treasurer shall distribute revenues, less authorized deductions,

generated by the local option taxes... levied by counties to the levying counties,
and cities contained in those counties, based on the relative per capita population.
County population for purposes of this section is equal to one and one-half of the
unincorporated population of the county."
The population counts used will be based on estimates prepared by the state's OFM.
For example:
Estimates for revenue (AWC) of a 2.3 cent gas tax are: $21 million.
Population of Unincorporated King County: 432,884
Population of incorporated King County: 1,214,116
Population of Uninc. KC X 1.5 = 649,326
649,326 + 1,214,116 = 1,863,442 adjusted total pop.

I have calculated the proceeds of a 2.3 cent local option gas tax at your request.
The attached table shows the approximate proceeds to each city. King County
would generate about $7 million from the local option. The local option fuel tax
must be voter approved. Expenditures of fuel taxes are limited to highway uses
as specified in state law.
This calculation is subject to change based on limitations of the analysis and
modifications of the assumptions, as follows:
Assumptions:
Population information is from the King County OBSP and may vary
from state OFM data which must be used in the official calculation.
• Population data does not include the cities of Covington, Maple Valley,
or Kenmore.
• Total $2.5 million unallocated revenue was estimated from statewide
total fuel consumption prorated to King County (a quick but possibly
not very accurate methodology).
• Calculation does not include proceeds from special fuel sales which
could not be estimated on short notice (not much money).
• Calculation does not include adjustments for exemptions specified in
state law which could not be determined on short notice.
Local option fuel taxes have not been levied in Washington State but have failed
to earn voter approval in Snohomish and Spokane Counties. The measure
failed in Spokane County last Tuesday.
Please let me know if you need further information on the local option fuel tax.

RE: Resolution Supporting a Test Program for Modifications to Seattle -Tacoma International
Airport South Departure Pattern
Chairman Watkins requested a draft resolution supporting the Federal Aviation Administration's
("FAA') test of an alternative flight pattern for commercial aircraft departing south from Seattle -
Tacoma International Airport ("SeaTac"). A draft resolution will be provided to committee members
in advance of the February 2, 1998 meeting for consideration and action.
In 1990, FAA modified the arrival and departure patterns at SeaTac. These modified flight patterns,
called the four post pattern, resulted in increased noise impacts to Federal Way by concentrating a
south departure route along the 320th corridor. Previously, flights were allowed to depart in a fan
shape pattern dispersing noise impacts over a larger area.
The City of Federal Way has actively participated in a ad hoc, regional task force to investigate the
potential for modifications to the current four post pattern. The task force has developed an
alternative that would shift approximately sixty percent of departing aircraft using the 320th route
south to the I-5/Port of Tacoma corridor (refer to exhibit A).
The FAA has agreed to conduct a test of this modified departure route to determine its feasibility if
there is concurrence from impacted communities. Congressman Adam Smith has agreed to send a
letter advising impacted communities of the proposed test and solicit concurrence. The purpose of
the draft resolution is to show Federal Way City Council's support of the proposed test.

SUBJECT: Sounding Board Ordinance Package to King County Council
Background
This memo is to update the City Council of the development underway with King County
METRO's South County Sounding Board and seek City Council's input on new developments in
the process of implementing a revised transit route structure. It was recognized that other
changes would be necessary to more fully implement the Sounding Board's recommendations.
Metro had planned for these changes to occur in February 1998, but are now planned for June
1998.
The proposed revisions include the following:
1. Realigning Route 175 from S 320th Street through the Federal Way Park and Ride to
stay on Pacific Highway S to Kent -Des Moines Road. This would shorten travel time.
2. Provide more trips on Route 177 to replace service provided now by Route 175 between
the Federal Way Park and Ride and Seattle.
3. Delete the Route 179. Riders now using this route could use Route 903 and transfer at
Federal Way Park and Ride for 1st Avenue trips and the realigned Route 175 for Pacific
Highway trips.
4. Add a new Route 188 which would provide 60 -minute headway service from the Federal
Way Park and Ride west on S/SW 320th Street and 21st Avenue SW. With this route
and Route 176 (also with 60 -minute headways), 30 -minute headway service would be
provided on S/SW 320th Street between 23rd Avenue S and 21st Avenue SW. However,
it would reduce service on 21st Avenue SW now served by Route 903 from 30 -minute
headways to 60 -minute headways.
5. Realign Route 903 to continue west on SW 336th Street and SW 340th Street to the QFC
in Northeast Tacoma to connect to Pierce Transit Route 61.
6. Realign Route 901 from S 304th Street and 28th Avenue S to S 312th Street and 23rd
Avenue S. This would allow better schedule reliability and serve the retirement housing
on 23rd Avenue S in lieu of low ridership segments. However, it would also eliminate
service to Truman High School.
These changes were previously presented for information only to the Committee by Matt Shelden
of Metro on December 1, 1997. The County Council is now considering these service changes
and is requesting comment. City staff has prepared the attached letter for the Committee's
review and approval, and will be present at the February 2nd meeting to answer any questions
members may have.
Recommendation
Staff recommends that the Committee approve sending the attached letter to the King County
Council recommending approval of the proposed service changes in Federal Way.

On February 4, 1998, the Federal Way City Council unanimously expressed support for King
County's efforts to implement the adopted Six -Year Transit Development Plan for 1996-2001.
Our City Council has closely followed the development of the South King County Sounding
Board recommendations and support their efforts to improve local and intercommunity transit
service in South King County.
We requested only three minor modifications to that plan:
1. Service be restored as soon as possible to areas where this and previous service changes
eliminated existing service (namely Military Road S from S 288th Street to 31st Avenue
S, 28th Avenue S from S 304th Street to S 317th Street, and S 304th Street between
Pacific Highway S and 28th Avenue S) and headways be increased to 30 minutes on
Routes 176 and 188;
2. Service be provided on the S/SW 356th Street corridor;
3. DART service be restored if the elimination of DART service areas proposed should be
less productive.
The Ordinance package before the King County Council now provides another step in improving
local and intercommunity service in Federal Way, consistent with both the Six -Year Plan and
our City Council's endorsement. We also support the Sounding Board's efforts to restructure
local service in Federal Way and request, if possible, additional funding for this effort.
The Sounding Board's recommendations include a reference to regional equity issues that
frustrated them in that it restricted their ability to restructure service that, although was
ostensibly a South County route, could not be changed without upsetting service in other parts
of the County, e.g., Route 150 through Tukwila, and Route 167 through Renton and Bellevue.
Another concern that we have is the potential inequity of having deadhead hours included in
productivity measures when bus bases are so far removed from route termini. South King
County should not be penalized for the County not having a bus base closer than Tukwila. We
encourage the County to site a base, possibly in cooperation with Pierce Transit or local school
districts, in order to minimize deadhead hours on South County routes.
We appreciate the opportunity to have directly participated in the development the Transit
Service Change packages for the South County area. We look forward to the successful
implementation of these changes and the next phase of the South County's transit service
implementation.

A. REQUEST
On behalf of the Weyerhaeuser Company, Mr. Jerome Hillis has submitted requests to the
City of Federal Way for certain property to be included in the 1998 Comprehensive Plan
update (Exhibits A & B). The reason for this request is that the Quadrant Corporation on
behalf of the Weyerhaeuser Company will be submitting a petition for annexation of one
of these parcels (Parcel 1) to the City and the Weyerhaeuser Company will be submitting
a petition for annexation for the north half of Parcel l and a comprehensive plan
amendment and rezone request for the south half of Parcel 2 which is already within the
City.
B. BACKGROUND INFORMATION
The three requests are described as follows:
PARCEL 1 -- This parcel, which is located north of South 320th Street and east
of I-5, is contiguous to existing city limits to the south and is located within the
city's potential annexation area (PAA) (Exhibit C). The parcel is presently zoned
R-24 - Residential (24 dwelling units per acre) by King County. The Quadrant
Corporation on behalf of the Weyerhaeuser Company is planning to develop the
property in 1998 and would like to annex the property into the City prior to
development. The request is for City of Federal Way Comprehensive Plan
Designation of Multi -Family Residential and RM 3600 (Multifamily) zoning.
The requested RM 3600 zoning would provide less density than the current King
County zoning. The Weyerhaeuser Company would prefer to work with the City
to coordinate development of the Weyerhaeuser Headquarters properties.
2. PARCEL 2 -- This parcel is divided into two pieces, a northern portion located
north of South 336th Street and a southern portion located south of South 336th
Street.

(a) Northern Portion of Parcel 2 -- The northern portion of the property is
contiguous to existing city limits to the west and is located within the
city's potential annexation area (PAA) (Exhibit D). The parcel is
presently zoned R-4 - Residential (4 dwelling units per acre) by King
County. The request is for a City of Federal Way comprehensive plan
designation of Single Family - High Density Residential and RS 9600
(Single family) zoning. The requested zoning would provide for less
density than the current King County zoning.
(b) Southern Portion of Parcel 2 -- The southern portion of the property is
presently within existing city limits (Exhibit D) and the parcel is zoned
OP -1 (Office Park 1) by the City of Federal Way. The applicant is
requesting a comprehensive plan amendment from Office Park to Single
Family - High Density Residential and a rezone from OP -1 (Office Park 1)
to RS 9600 (Single family) zoning. The applicant states that the reason for
the comprehensive plan amendment and rezone request is that on-site
wetlands and access limitations make single family use more appropriate
for the parcel. Such a change would require an amendment to the existing
Weyerhaeuser Concomitant Zoning Agreement which covers this parcel.
C. RECOMMENDATION
Request for Comprehensive Plan Designation/Preannexation Zoning for
Parcel 1 and Northern Portion of Parcel 2
Pursuant to RCW 35.A.14.330 and Federal Way City Code (FWCC), Section 22-
574, staff recommends that the request by the Weyerhaeuser Company for
preannexation comprehensive plan/zoning designations as described above be
addressed as part of the comprehensive plan update currently on the work
program.
2. Request for a Comprehensive Plan Amendment and Subsequent Rezone for
the Southern Portion of Parcel 2
Pursuant to FWCC, Section 22-517, staff recommends that the request by the
Weyerhaeuser Company for a comprehensive plan amendment from Office Park 1
to Single Family - High Density Residential and rezone from OP -1 to RS 9600 to
be addressed as part of the comprehensive plan update currently on the work
program.

The comprehensive plan update is scheduled to go forward to the Planning Commission
approximately in March. Combining the above requests with an already existing process of the
comprehensive plan update would give efficiency of process with the State Environmental Policy

east and commercial property to the south and west within Pierce County. As a result it

D. RECOMMENDATION
The comprehensive plan update is scheduled to go forward to the Planning Commission
approximately in March. Combining the above request with an already existing process
of the comprehensive plan update would give efficiency of process with the State
Environmental Policy Act (SEPA), staff reports, and hearings.
Pursuant to Federal Way City Code (FWCC), Sections 22-517 and 22-519, if the Land
Use Transportation Committee chooses to add this request to the annual update of the
comprehensive plan currently on the work program, the following commercial
comprehensive plan designations and corresponding zoning are options:

Subject: Capital Facilities Plan Update - Acceleration of the SW 340th Street Regional
Storm Water Detention Project

This memo pertains to a request by the Surface Water Management (SWM) division to accelerate
the referenced major capital project by two years. The accelerated project will better coordinate
with planned construction in the area, provide the facilities necessary to relieve an existing
flooding problem which has the potential to be aggravated by quickened development in the basin,
and result in a project cost reduction due to a developer -proposed property exchange. Because
the proposed project acceleration involves a major capital project with projected costs in excess
of $1M, SWM is requesting Council authorization to, in effect, reprioritize the project.
As a reminder, the SWM Capital Facilities Plan (CFP), included in the City's Comprehensive
Plan, provides a plan of attack on the numerous major surface water problems within the City of
Federal Way. The CFP lists both sources of revenue and planned expenditures by ranked project -
furnishing a long term financial plan for the City's SWM utility. The projects listed on the CFP
were ranked using various criteria - including project coordination opportunities. Attached is an
analysis of the proposed revision to the current SWM CFP. Exhibit "A" is the current CFP sheet
from the City's Comprehensive Plan. Exhibit "B" is the CFP after incorporation of the proposed
revision. The proposed change and its impacts are highlighted on Exhibit "B".
The proposed acceleration can be accomplished as suggested due to the fact that the SeaTac Mall
Detention has been stalled this year because of the discovery of contaminated materials within the
project alignment. Funds programmed in 1998 for SeaTac phase II and phase III construction can
be reallocated to the S340th project in 1998 (note that none of the remaining projects are
postponed or reduced in priority). Construction of the SeaTac project will be postponed until
1999 at which time the contamination issues should be resolved. Should Council authorize
acceleration of the 5340th Street Storm Water project, staff will return to the Committee and
Council at the 30% and 85% complete design stages for further authorizations.
Note that there are other proposed changes to the SWM CFP which will be included in the City's
Comprehensive Plan update later this year. These proposed changes include deletion of projects
accomplished, revisions to funding sources and uses based on Federal legislation updates, and
project addition requests by local homeowner associations.
Staff will be present at the Committee's February 2nd meeting to answer any questions members
may have.
Committee Recommendation:
Staff recommends that the Committee forward a recommendation of approval of the project
acceleration to the City Council for consideration at their February 17, 1998 meeting.
