MEETING MINUTES.
Chair Ailinger called the meeting to order at 6:30 pm.
Present: Chair Brian Ailinger, Marie Sciacqua, George Pfeiffer, Jack Sharlock, Mark Koppang, David Berger,
Mike Hoefel.
Staff: Parks and Facilities Manager Steve Ikerd and Public Works Administrative Assistant Shawna Upton.
Guests: None.
The June Parks and Recreation Commission regular meeting minutes were approved as written. Motion by
Sharlock, Second by Koppang. Motion passes.
There were no public comments.

STAFF REPORTS
PANTHER LAKE STUDY
Ikerd stated that Huitt- Zollars is taking the information from Phase I of the project and putting it together into
a working document. They will perform a comprehensive study the area and provide the City with a master
plan which includes specific information, such as preparation work, cost and feasibility, on the different
improvement options desired. Dialogue continued about what improvements would be most practical,
additional parking lot challenges, and possible cooperation between the City and Little League.
STEEL LAKE FUNLAND
Ikerd summarized the report presented by Leathers & Associates and noted that there were a few simple
changes that needed to be made to bring the safety standards up to date. The items rated with a higher priority
for repair will be taken care of quickly. Low priority items will be addressed as time allows. Options are
being explored for modifying the play structure by installing additional ADA or wheel chair accessible
features as well as all- access components and adding benches around the perimeter in hopes of bringing
renewed interest to Funland. Discussion continued regarding ADA, possibility of increasing parking capacity,
feasibility of securing volunteer labor and possible sponsorship from non - profit groups in the city.

SACAJAWEA SOCCER FIELD
Ikerd presented pictures of the turf replacement project. The pictures illustrated how the worn out turf was
removed, flood testing of the field base, new drain lines being added about every 17 feet, a new gutter system
being installed, compaction of the base material, application of the sand and rubber pellets and the new turf
being laid in place. Conversation continued regarding concern for upkeep, maintenance, preventing cinder
tracking onto the field and the what role, if any, the School District should play.
RED, WHITE & BLUES FESTIVAL
Ikerd reported upwards of 22,000 attendees were at the festival this year. He noted that there were no major
incidents this year. Discussion continued regarding how to increase available seating areas, how to best guide
attendees through and around the vendors and the desire for increased signage to prevent dogs and personal
barbeques in the park. Commissioners noted the trail mix was a big hit with the maps again this year and are
requesting a large banner to put on the booth for identification for the festival next year.
PARK PLAN
Ikerd noted the park plan is currently being reviewed by city staff based on the most recent changes that were
made by AHBL. He hopes to have a pdf of the document available in September, after final review by staff,
so the Commission can review it prior to holding a Public Hearing. It is expected the Public Hearing will most
likely be held in October.
WIRE THEFT SAFETY
Ikerd mentioned that Celebration Park fell victim to wire theft again. City staff is researching options to
increase security and keep the area from being attractive to wire thieves. Several ideas were exchanged
around the table.
OTHER BUSINESS
Hoefel inquired as to the frequency of trail maintenance. Ikerd responded that the Parks Department attempts
to perform this type of maintenance weekly but with all the summer events and limited staff, it has not been as
frequent.
Berger asked if the City can is able to use community service labor assigned by the court system or help from
minor offender program assignments through the Police Department. Ikerd noted that the City uses
Americorps, Eagle Scout and other large groups during Earth Day. The Supervision of additional volunteers
throughout the year would require staff being available to manage those groups and there are not enough
resources to manage additional volunteers at this time.
