II. Guests: None Chair Honda called the meeting to order at 5:00p.m. Public Comment: None Commission Comment: None Committee member Duclos moved to add Youth Commission Discussion to the agenda as item F-1. Committee member Moore seconded. Motion passed. APPROVAL OF MINUTES Committee member Duclos moved to approve the August minutes, Committee Moore seconded. Motion passed. BUSINESS ITEMS KC RSO Cost Reimbursement Agreement Chief Hwang reported that the amount of the grant is $34,836.82, and pays for overtime expenses incurred while current addresses and residencies are being verified. The number of sex offenders registered in Federal Way fluctuates. Currently there are 185 registered sex offenders in Federal Way. Level 1 sex offenders are checked on once a year, level two are checked twice a year, and level three are checked in on every three months. Committee member Duclos moved to forward the RSO Overtime Cost Reimbursement Agreement between the Federal Way Police department and the King County Sherriff’s Office to the September 16, 2014 Council consent agenda for approval. SKFR Appendix to Interlocal Agreement for FWPD Use of A Portion of Fire Station #63 Adding this appendix to the Interlocal Agreement with South King Fire Rescue will allow the Federal Way Police Department Traffic Unit to use their parking lot for motorcycle training. The motorcycle officers train monthly to keep their proficiency up. Committee member Duclos moved to forward the Appendix to the Interlocal Agreement between South King Fire and Rescue (SKFR) and the Federal Way Police Department to the September 16, 2014 Council consent agenda for approval. Committee member Moore seconded. Motion passed. Washington Traffic Safety Commission (WTSC) Grant – Target Zero Amendment #2 The Washington Traffic Safety Commission (WTSC) has additional funding for DUI and seatbelt enforcement. The increased funding amount is $3,528.00, which will bring to the total amount of the Grant to $16,584.00. Committee member Moore moved to forward Amendment #2 to the WTSC MOU Target Zero Team Projects to the September 16, 2014 Council consent agenda for approval. Committee member Duclos seconded. Motion passed. DEA – State and Local HIDTA Task Force Agreement A City of Federal Way Detective is assigned to a Regional Task Force working on narcotic enforcement. This detective has worked on this force for many years. This team is very effective in taking down mid -level drug dealers. The Federal Way Police Department pays for the detectives salary and benefits and the state and local HIDTA Task Force pays for the detective’s overtime up to $17,374.25. Committee member Duclos moved to forward the DEA – State and Local HIDTA Task Force Agreement to the September 16, 2014 Council consent agenda for approval. Committee member Moore seconded. PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday, September 9, 2014 Summary Page 2 Ordinance: To Amend Federal Way Revised Code Relating to the Youth Commission Ms. Pearsall stated that this revised ordinance will change the Federal Way Revised Code in regards to the Youth Commission. The following changes were made: specific high schools were removed, the number of commissioners was changed to 12 and three alternate positions, the commissioner must be a Federal Way resident, and also allows sophomores to apply. The timeline is as follows: If the ordinance is approved by Council on September 16, advertising will go out on September 17, interviews will take place at the first meeting in October, and the commissioners will be appointed at the second meeting in October. Committee member Moore moved to forward the proposed ordinance for first reading and enactment on September 16, 2014. Committee member Duclos seconded. Motion passed. Youth Commission Discussion The committee reviewed and discussed the interview questions, whether or not the interviews should be done one- on-one or in a group of three, the methods of advertising and the application. The committee preferred that the interviews be done one-on-one. Advertising will be done on the city’s website, the Federal Way School District will be contacted, and will utilize the on-line resources that the city has. There will also be a question asking if there is anything on their Facebook or Twitter that would cause a concern to the public. National Night Out Chair Honda stated that there were 30-35 neighborhoods that participated this year. Not all neighborhoods participate in National Night Out, and the question has been raised on how to get everyone involved. Some citizens would like to start National Night Out as a city-wide event, and then citizens can go back to their neighborhoods. Chief Hwang reported that the Police Departments from the cities of Des Moines, Kent, and Auburn only go to the neighborhoods. The Renton Police Department has a large event and then they go to the neighborhoods, and they budget $3,000 for this event. The Fife Police Department does one event, and they budget $3,000. The purpose of National Night Out is geared for neighborhoods to get to know each other, and for police and fire fighters to come and visit them in their neighborhoods. Chief Hwang stated that this year 20 staff members participated, if there was to be a large event, staffing would be an issue; there would be an increase in resources and expenses. Deputy Mayor Burbidge prefers the neighborhood format, if there is a strong interest in offering a city sponsored location, she would want to provide the space, a few snacks and the police only, and not all of the other amenities. Committee member Duclos stated that National Night Out is supposed to be for neighborhoods. Chief Hwang stated that the current format has been a huge success and that participation is growing. They have received positive feedback from the neighborhoods, and are recommending keeping the same format. Chief Hwang added that it made it an even more special event by having the Mayor and Council participate.
