"National Mentoring Month"
WHEREAS, the future of Federal Way rests on the shoulders of our youth;
and
WHEREAS, educated, confident and nurtured children will give rise to a
stronger city; and
WHEREAS, mentoring matches a child with a caring, responsible adult to
build confidence, stability and to provide guidance and direction; and
WHEREAS, research shows that mentoring has a beneficial and long term
impact on young people by increasing attendance at school, improving rates
of high school graduation, and decreasing involvement with drugs, alcohol
and violent behaviors; and
WHEREAS, January has been designated as National Mentoring Month,
calling on adults across America to become involved with mentoring
programs; and
NOW, THEREFORE, we, the undersigned Mayor and City Council of the
City of Federal Way, do hereby proclaim January 2015 as Mentoring
Month in the City of Federal Way and call upon the people of the city to
recognize the importance of mentoring and to look for opportunities to serve
as mentors in their communities.

PROCLAMATION
WHEREAS, Human trafficking is modern -day slavery and involves the use of
force, fraud or coercion to exploit a person for involuntary servitude, labor
and commercial sex acts; and
WHEREAS, Trafficking victims can be men or women, boys or girls, U. S.
citizens or foreign nationals; and
WHEREAS, The average age a girl enters the commercial trafficking trade is
12 -14 years old while for boys 11 -13 years of age; and
WHEREAS, Each year as many as 100,000 to 300,000 American children are
at risk of being trafficked in the United States; and
WHEREAS, Traffickers may target young victims through social media Web
sites, telephone chat lines, shopping malls and after school programs; and
WHEREAS, After drug dealing, human trafficking is tied with the illegal
arms industry as the second largest criminal industry in the world today and
the fastest growing; and
NOW, THEREFORE, we, the undersigned Mayor and City Council of the
City of Federal Way, do hereby proclaim January 2015 as Human
Trafficking Awareness Month in the City of Federal Way and call upon
the people of the city to support this observance by helping to educate
residents about Human Trafficking in our city as well as across America and
around the world.

3. PRESENTATIONS
a. Key to the City: Senator Tracey Eide
Mayor Ferrell was pleased to be able to present Senator Eide with the Key to the City. He noted
Senator Tracey J. Eide served 16 years in the Washington State Senate from 1999 -2014 and in the
State House of Representatives from 1993 -1994. Stating she is perhaps best known for her work as
Federal Way City Council Regular Minutes Page 1 of 10

Co -Chair of the Transportation Committee in which she was a strong statewide voice advocating for
investment in our lagging transportation system. As the leader she is, she helped broker a solution to
the imperiled Sound Transit light rail link to Federal Way. Tracey has also been a leader in many
other areas, including law enforcement and auto theft prevention legislation; a bill to crack down on
"look- alike" guns, and measures to stiffen domestic violence penalties. Senator Tracey Eide is a true
legislative champion for Federal Way and the 30th District, and leaves behind a legacy that has no
equal.
Councilmember Duclos thanked Senator Eide for her work with and for Non - Profits and thanked her
for her tremendous efforts for Federal Way. Councilmember Maloney thanked Senator Eide for being
an instrument for good in the community and noted it will be hard to fill her shoes.
Councilmember Honda referenced working together in the PTA many years ago, and to never under
estimate a PTA mom; she thanked Senator Eide for all the positive work for the community. Deputy
Mayor Burbidge has counted on her over the years; where she has always worked for the city giving
them a voice, and holds her in the highest regard.
Councilmember Celski thanked her for her work on "cell phone use in vehicles" legislation which has
saved many lives. He also noted her work on the triangle project which has created a much safer and
easier access onto 1 -5. Councilmember Moore noted 16 years ago he did a job shadow for Senator
Eide which is something he will never forget; she took the time and cared. She has always had a truly
open door policy and she has clearly made a huge impact to the community. He appreciates
everything she has done for Federal Way.
Mayor Ferrell thanked Senator Eide for attending tonight and the tremendous and lasting impact on
the community she has made. Senator Eide thanked the Mayor and Council for the Honor of the Key
to the City. She gave a few brief comments on her history and thanked her family- husband, daughter
and son for all their support over the years. She also thanked Peter Dodds, her Chief of Staff for the
last 18 years. She thanked the voters of the 30th District- and noted it is humbling for how many years
they allowed her serve. She has never forgotten who she is and who she represents.
At 7:31 pm Mayor Ferrell recessed the meeting for approximately 15 minutes for a brief
reception honoring Senator Eide.
Mayor Ferrell resumed the meeting at 7:50pm.
Mayor Ferrell asked Representative Kochmar to briefly speak about the recent damage to the
boardwalk on Redondo from recent storms. She thanked Mayor Ferrell and noted they will have a
structural engineer review; and a portion of the boardwalk will be closed for a while. This storm event
does not rise to the level of which FEMA funds are allocated; therefore she is working with the local
leaders, and the 33`d district to find funds to replace and repair the damage. She also discussed the
recent damage at the West Hylebos from trees falling.
b. Youth Commission Certificate of Appointments
Councilmember Honda noted the Council held interviews for the Youth Commission vacancies on
November 18th and appointed 11 members to the Commission. She was pleased to see five members
here tonight and asked they come forward as she reads the certificate of appointments to Robert
McFarlane; Jesse Goldstone; Alyssa Odom; Anastassia Kostin; and Alex Kinzner. The Youth
Commissioners thanked the Council.
Councilmembers noted their excitement for this Commission and thanked the youth who have
come forward to work with the city and bring ideas for the future.
c. Parks and Recreation Commission Certificate of Appointments

Councilmember Honda read and presented the Certificates of Appointment to the Parks and
Recreation Commissioners appointed on November 18th. Dawn Coggins thanked the Council for the
opportunity.
d. Mayor's Emerging Issues and Report
Police Chief Andy Hwang introduced his team including Laurie Jackson the CALEA Coordinator and
Commander Stan McCall Accreditation Manager. The Police Department was officially reaccredited
for the 4th year in a row. This year, the department received the Gold Standard with Excellence, which
is the highest standard in Law Enforcement. He noted less than 10% of departments in US are
accredited, adding Federal Way Police Department is one of only 7 departments in the State of
Washington. The staff worked tirelessly to ensure they were successful with the reaccreditation. He
presented Commander McCall and Ms. Jackson with the Police Chief's Commendation fortheirwork.
Parks Director John Hutton reported on the upcoming Tree Lighting at Town Square Park which will
include performances community vocal groups and Santa Claus on a vintage fire engine. He noted
the tree is sitting approximately 23 feet tall and is beautifully decorated for this event. He further
reported on the Movie Night at the Federal Way Community Center. The blockbusterfilm "Frozen" will
be shown at 7:30pm; he advised everyone to show up prior to that time.
Chief of Staff Brian Wilson updated Council on the purchase of the former Target property. He noted
they have completed a walk- through of property and noted interior damage and theft from the building
which has occurred over the years, specifically with the electrical systems. He noted the building is not
likely restorable and this project will be moving forward in the first quarter of the year with a RFP or
RFQ for development. Mayor Ferrell asked for citizen and Council input on this project which he feels
is a game- changer for this downtown development.
Mayor Ferrell extended thanks to the Public Works staff, who prepared for and deployed services for
the recent snow and ice event. Public Works Director Marwan Salloum reviewed staffing levels; and
the prioritization of city streets which include the Primary Routes — designated arterials; Secondary
Routes — collectors /hills; and Residential Streets. He explained and highlighted a map noting the
deicer and snow plow routes. Mr. Salloum further updated Council on city response from the recent
windstorm, including power outages and downed trees which cause traffic signal outages.
4. CITIZEN COMMENT
Joanne Piquette, speaking on behalf of the Federal Way Coalition of the Performing Arts Fundraising
Campaign for the Performing Arts and Conference Center PACC noted to date they have pledges
totaling $675,620.00. The fundraising event "Shindig" held at the Twin Lakes Golf and Country Club
was a sell -out and at limit with 260 seats. The committee will be discussing future fundraising events.
Mayor Ferrell asked Economic Development Director Tim Johnson to review the tentative schedule
for the Economic Development strategy. Mr. Johnson noted there will be a presentation made at the
following meetings:
• Special City Council Meeting on January 6th;
• Planning Commission on January 7th ;
• Regular Council Meeting Public Hearing on January 20th;
• Finance, Economic Development, Regional Affairs Council Committee Meeting on Jan 27th;
• City Council Annual Retreat on January 31St ; and
• Council Approval at the Regular City Council Meeting on February 3`d
Mr. Johnson stated there will be an Economic Development Summit planned for the end of first
quarter or beginning of second quarter of the year. He noted this will come with a 2 -year work plan

which will work in concert with the biennial budget.
Mayor Ferrell was also pleased to announce the City of Federal Way is getting special recognition
tomorrow at the King County Courthouse in Downtown Seattle. He thanked the staff and
Councilmembers which work on the FW Coalition of Domestic Violence. Mayor Ferrell and
Councilmember Honda will meet with King County Prosecutor Dan Saturberg, who is making
recognition of special efforts in the area of Domestic Violence.

Government Affairs and Communications Coordinator Chris Carrel gave a brief overview on the 2015
Legislative Session. Mr. Carrel noted the Legislative Agenda is policy direction on State Legislative
efforts and describes position on priority legislative issues.
He broke the Legislative Agenda into the following categories: Economic Development; Fiscal Health;
Transportation; and Public Safety. In the area of Economic Development he noted support for the
Performing Arts and Conference Center (PACC); Support for the College Initiative to locate a branch
campus in the downtown; Enable King County cities to create Tourism Promotion Areas; and address
regional equity in affordable housing.
On the topic of Fiscal Health, Mr. Carrel stated the priorities would be to restore local liquor revenue
sharing to historic levels, defend existing state shared revenues against cuts and direct equitable
portion of marijuana sales revenues to local governments. Transportation priorities would be to fund
the Triangle Project completion; Enact a Transportation Revenue Package; and Provide Ballot
Authority for ST3 — which would authorize Sound Transit to go out for voter approval to build beyond
S 240tH
Legislative priorities for our cities Public Safety are to continue to be a regional and statewide leader

in combating DUI and distracted driving efforts through the support in matching funds for the Nick and
Derek Project. The Legislative Breakfast is scheduled for Thursday January 8th at 7:30am at the
Federal Way Community Center to discuss these priorities with our legislators.
Councilmember Honda would like to add funding for a Hygiene Center, to the priorities. She noted
currently there is no facility in South King County. She suggested the PACC ask be adjusted to $2
million; and $2 million for a Hygiene Center. Councilmember Honda would also like to see the Nick
and Derek project to go statewide.
Mayor Ferrell suggested the "ask" for the PACC funding might need to be reworded to be "up to 4
million ". Councilmember Duclos agreed and supports the need of a Hygiene Center in South King
County; however would like to partner up with neighbor cities and get more regional support. She
suggested potentially centrally locating a facility so that more citizens can utilize the facility.
Councilmember Maloney also supports a Hygiene Center and agrees with Councilmember Duclos in
looking for regional partners. She suggested perhaps staff reach out to bordering cities. She further
agreed to modify the language to reflect "upto" 4 million in regards to PACC Funding. Councilmember
Moore feels this will be a unique session and will require working through partnerships. He echoed
Councilmember Honda and Councilmember Maloney in the need for a Hygiene Center and further
agrees in comments regarding reaching out to other communities and work collaboratively.
Deputy Mayor Burbidge agrees with Mayor Ferrell on proposed language for a Hygiene Center which
would include "looking for opportunities to partner with Sound Puget Sound cities or communities ".
She stated there is interest in a shared facility. Currently the only daytime hygiene center currently is a
Women's Facility in Kent. This is very important we need to take on as a region. Councilmember
Assefa- Dawson would like to make sure to focus on a Hygiene Center that is on the bus line, which is
a critical need for individuals which utilize public transportation.
Councilmembers continued discussion on this item. Council consensus was to look for seed money
and continue to research this project and look for opportunities for partnership; however move as fast
as possible as this is a current needs in the community.
Councilmember Celski also asked clarifying questions regarding the Tourism Enhancement Area in
the Legislative Agenda.

Councilmember Maloney stated for discussion purposes she would like to review the idea of term
limits for elected positions. As the city nearing its 25th anniversary of incorporation she feels there is
more opportunity for people to serve. She would support term limits for Councilmembers and Mayor
such as 3 terms of 4 years each; independently of each other. She clarified these term limits would
apply to new terms in the future and currently elected officials would start after their terms are over.

8. COUNCIL REPORTS
Councilmember Assefa- Dawson is extremely excited about the Youth Commission being reactivated.
She attended the Community Design Workshop (for the Town Square Park) on the 22nd and was
pleased to see citizens participate in this process. She also attended the Memorial Service for Roger
Freeman- what a legacy he has left behind and such a loss for his family and the community. She
thanked Councilmember Honda and her colleagues on the Council for discussing the Hygiene Center
— she would like to see it move forward. She wished all a Merry Christmas and Happy New Year
Councilmember Maloney also attended Representative Freeman's Celebration of Life which was quite
moving and a showing of support for his family. She spoke regarding a recent situation where a guest
speaker addressed a group of 900 school students and made disturbing comments in regards to
children not being able to trust police and firefighters. She fully supports our Police and Fire
Department and hopes this is clarified to the children. She feels we lead the way on diversity and
inclusion, and unless you have done something wrong you have nothing to fear.
Councilmember Honda spoke about a homeless citizen in our community whom would benefit from
the Hygiene Center. She also spoke about the incident regarding a guest speaker at one of our
Federal Way City Council Regular Minutes Page 8 of 10

schools; she strongly supports our Police and Fire Department who put their lives on the line for the
community. She thanked the wonderful staff for helping Council do their job better; and thanked the
citizens who step -up and give their time.
Councilmember Celski spoke about a recent visit to the Federal Way Senior Center where he met
with eight or nine local veterans and had a wonderful visit hearing the history of service. He noted they
all attended the flag raising ceremony and asked him to thank the Mayor and Council for the event.
He and his wife will be visiting Fort Bragg soon to visit his son before deployment. The next meeting
of the Land Use/Transportation Committee will be January 5th at 5:30PM. He wished everyone a
Merry Christmas and Happy New Year.
Councilmember Moore thanked the Council, Mayor, and the hundreds of people who attended the
Celebration of Life for Roger Freeman- it was exactly what Roger wanted. He thanked
Councilmember Honda for discussing the homeless issue and the need for more resources to
become available and would like the city to be proactive about ending homelessness in the future. He
thanked the staff and the Council's Executive Assistant Jeri -Lynn Clark for the support as he has
officially been on Council one full year. He thanked the citizens for allowing him this tremendous
opportunity which ways heavy on his heart.
Councilmember Duclos agrees with Councilmember Maloney regarding her support of our Police
Department. She has always agreed with her Grandfathers advice that if you are ever in trouble find a
Police Officer- she thanked Chief Hwang and Chief of Staff Brian Wilson before- for all their work.
She hopes everyone had a wonderful Thanksgiving Holiday and encourages everyone to attend the
Christmas tree lighting on Saturday at Town Square Park. She encouraged fellow Councilmembers to
attend the South Valley Caucus is December 17th - where representatives will be appointed to the
Sound Cities Board of Directors. She wished all a Merry Christmas and very Happy New Year.
Deputy Mayor Burbidge noted the next meeting of the Lodging Tax Advisory Committee is in the
process of being re- scheduled. Sound Cities Association Annual Meeting is tomorrow night in Renton.
She reported on multiple Performing Arts events throughout the holidays and encouraged everyone to
attend; many of these agencies have received grant money for these events. She also spoke the
same event Councilmembers Maloney and Honda referred to regarding a guest speaker's comments
about Police and Fire Departments. She has the highest regard for our Police Department which
meets high standards; she realizes that is not in every community. She thanked the city personnel that
works so hard to make this an outstanding city and wished everyone a Merry Christmas.

SUBJECT: Resolution to Set Public Hearing Date for the Street Vacation of a Portion of S 336`h Street
BACKGROUND
Kitts Corner LLC has petitioned the City to vacate a portion of South 336th Street, located on the
south side of South 336th Street, adjacent to Lot 1 BLA 20140915900025. See the
accompanying legal description (Exhibit A), Exhibit map, (Exhibit B), and Vicinity map (Exhibit
C) for exact location. The area is a twenty -foot wide and varying in length from 85 feet to 60
feet portion of Right -of -Way along South 336th Street which was previously planned as an
access to development of the Federal Way Village. The existing Right -of -Way in this area is 72
feet south of centerline. The remaining alignment of South 336th Street is 52 feet wide south of
centerline east and west of the area proposed for vacation which would align the vacated right of
way with the remaining areas. The lot adjacent to the proposed vacation is zoned RM 2400. The
area is listed as Multifamily in the Comprehensive Plan. The planned street section for South
336th Street is Section "E" in the City Development Standards, which calls for a 98 -foot Right -
of -Way. Petitioner is seeking the street vacation in order to enlarge buildable area for proposed
Multifamily Complex. The area proposed for vacation has one (1) abutting private property
owner. The sole property owner has signed the petition.
RESOLUTION NO.
A RESOLUTION of the City Council of the City of Federal Way,
Washington, regarding vacation of a portion of South 336th Street,
setting a Public Hearing for the Street Vacation.
WHEREAS, a proper petition has been filed requesting vacation of a portion of South 336th
Street, west of 13th Avenue South, in the City of Federal Way, as described in Exhibit "A" (legal
description) and as depicted on Exhibit "B" and Exhibit "C "attached hereto; and
WHEREAS, the petition contains the signatures of the owners of at least two- thirds of the
property abutting the portion of South 336th Street, west of 13th Avenue South proposed to be
vacated;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1. A public hearing on the aforesaid vacation petition shall be held at the regular
meeting of the Federal Way City Council at 7:00 p.m. on February 3, 2015, in the Council Chambers
in the City Hall, 33325 8th Avenue South, Federal Way, Washington. Said hearing date is not more
than sixty (60) nor less than twenty (20) days after the date of the passage of this resolution.
Section 2. The City Clerk shall give at least twenty (20) days notice of the hearing and cause
the notice to be posted as provided by law.
Section 3. The Public Works Director shall obtain the necessary approval or rejection of, or
other information from the City departments, affected agencies, and utilities, fire and police agencies,
and shall transmit such information to the City Council so that the matter can be considered by the
City Council at the public hearing on February 3, 2014.

Section 4. Severability. If any section, sentence, clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,

Section 5. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener /clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 6. Ratification. Any act consistent with the authority and prior to the effective date
of this resolution is hereby ratified and affirmed.
Section 7. Effective Date. This resolution shall be effective immediately upon passage by
the Federal Way City Council.

RESOLUTION NO.
A RESOLUTION of the City Council of the City of Federal Way,
Washington, authorizing execution of Local Agency Agreement with
Washington State Department of Transportation regarding
improvement to Pacific Highway South HOV Lanes Phase V (S. 340"
Street to S 359th Street), S. 324th Street (Pacific Highway South to S
322nd Street) Preservation Project, S 288th Street (Military Road to I -5
Overpass) Preservation Project and 21St Ave South (S. 316th Street to S.
3201h Street) Pedestrian Improvements Project in the City of Federal
Way, Washington.
WHEREAS, the City of Federal Way applied for PSRC Regional and Countywide funds
from the Washington State Department of Transportation for the purpose of design, right of way and
construction phases of Pacific Highway South HOV Lanes Phase V (S. 340th Street to S. 359th
Street), S. 324th Street (Pacific Highway South to S. 322nd Street) Preservation Project, S. 288th Street
(Military Road to I -5 Overpass) Preservation Project and 21 st Ave South (S. 316th Street to S. 320th
Street) Pedestrian Improvements Project within the City; and
WHEREAS, the Washington State Department of Transportation agrees to grant the City of
Federal Way federal funds in the total amount of Seven Million and no /100 Dollars ($7,000,000.00)
for Pacific Highway South HOV Lanes Phase V (S. 340th Street to .S 359th Street), Five Hundred
Ninety Thousand and no /100 Dollars ($590,000.00) for S. 324th Street (Pacific Highway South to S.
322nd Street) Preservation Project, Four Hundred Ninety Thousand and no/ 100 Dollars ($490,000.00)
for S. 288th Street (Military Road to I -5 Overpass) Preservation Project and Three Hundred Ninety -
Seven Thousand Three Hundred Fifty and no/ 100 Dollars ($397,350.00) for 2l" Ave South (S. 316th
Street to S. 320th Street) Pedestrian Improvements Project provided that the City Council authorizes

the Mayor to enter into the Local Agency Agreements; and
WHEREAS, by accepting said grant the City of Federal Way agrees to execute the Local
Agency Agreements;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1 Execution of Acceptance of the Local Agency Agreement. TheMayororhis
designee is hereby authorized to execute the Local Agency Agreements regarding improvements to
the Pacific Highway South HOV Lanes Phase V (S. 340111 Street to S. 359th Street), S. 324`11 Street
(Pacific Highway South to S. 322nd Street) Preservation Project, S 288th Street (Military Road to I -5
Overpass) Preservation Project and 21" Ave South (S. 316th Street to S. 320th Street) Pedestrian
Improvements Project in the city of Federal Way.
Section 2. Receipt of Federal Funds. The Mayor or his designee is hereby authorized to
receive the state and federal funds estimated to be Seven Million and no/ 100 Dollars ($7,000,000.00)
for Pacific Highway South HOV Lanes Phase V (S. 340th Street to S. 359th Street), Five Hundred
Ninety Thousand and no /100 Dollars ($590,000.00) for S. 324th Street (Pacific Highway South to S.
322nd Street) Preservation Project, Four Hundred Ninety Thousand and no /100 Dollars
($490,000.00) for S. 288th Street (Military Road to I -5 Overpass) Preservation Project and Three
Hundred Ninety -Seven Thousand Three Hundred Fifty and no /100 Dollars ($397,350.00) for 21St
Ave South ( S. 316th Street to S. 320th Street) Pedestrian Improvements Project
Section 3. Matchin Fg unds. Pursuant to the terms of the Local Agency Agreement, the City
is required to commit matching funds of approximately Three Million and no /100 Dollars
($3,000,000.00) for Pacific Highway South HOV Lanes Phase V (S. 3401h Street to S. 359th Street),

Two Hundred Sixty -One Thousand and no /100 Dollars ($261,000.00) for S. 324" Street (Pacific
Highway South to S. 322nd Street) Preservation Project, One Hundred Forty -Seven Thousand and
no /100 Dollars ($147,000.00) for S. 288t" Street (Military Road to 1 -5 Overpass) Preservation Project
and Seventy -Five Thousand and no/ 100 Dollars and ($75,000.00) for 21St Ave South ( S. 316' Street
to S. 320th Street) Pedestrian Improvements Project.
Section 4. Severability. If any section, sentence, clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 5. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener /clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.

Section 6. Ratification. Any act consistent with the authority and prior to the effective date
of this resolution is hereby ratified and affirmed.
Section 7. Effective Date. This resolution shall be effective immediately upon passage by
the Federal Way City Council.
