II. Guests: Mary Ellen Stone, Executive Director of King County Sexual Assault Resource Center (KSARC), Abdirisaka Hashi, Executive Director, Somali Refugee and Community Services, Kathryn Scanlon, Vice- Chair, Human Services, Mary Schultz, Human Services Commission Chair Honda called the meeting to order at 5:00p.m. Public Comment: Abdirisaka Hashi, from Somali Refugee and Community Services incorporated the agency five years ago. The organization offers education, immigration and employment services. He has applied for the City Grant in the past and has not received funding. He waited the two year cycle, applied again and did not receive funding. Mr. Hashi assists more than 60 people from Federal Way. He is requesting that the City of Federal Way give them the funding that they are requesting. Mary Ellen Stone from KSARC stated that from 2012 -2014 the number of Federal Way residents that contact KSARC has gone up about 40%, the proposed funding from the City of federal Way is continuing to drop. There has been a 30% reduction in funding over the same time period. She is asking that they reconsider their funding recommendations and keep them current at the 2014 level. The funding received from Federal Way is about a 10- 20% of the total cost of providing services. They offer highly specialized therapy, and help people through the legal process. Commission Comment: Kathryn Scanlon and Mary Schultz introduced themselves. The Committee members stated that the Human Services Commission has a very difficult job, and thanked them for all of their hard work. APPROVAL OF MINUTES Committee member Duclos moved to approve the October minutes. Committee Moore seconded. Motion passed. BUSINESS ITEMS 2014 Emergency Management Performance Grant Award Mr. Gross stated that this is a FEMA Grant that is managed through Washington State. The Grant award is in the amount of $42,220 and would fund the CodeRed System and the Emergency Management Speciali st position. Committee member Duclos moved to forward the 2014 Emergency Management Performance Grant to the November 18th, 2014 City Council consent agenda for approval. Committee member Moore seconded. Motion passed. 2015-16 Human Services General Fund Grants Funding Recommendations. Mr. Watson provided a brief Power Point presentation. This is funding for the 2015-2016 period; the estimated funding available is $516,000 through the Human Services General Fund and $97,358 from CDBG. The application period opened in March and the applications were due on April 23, 2014. 71 applications requesting funding were received. The Human Services Commission met three times to discuss and evaluate the applications. Four strategy areas are considered. A minimum of 37% of the total HSGF funding must go to strategy area #1 which is Basic Human Services Needs. 47 of the 71 applications will receive funding; 13 of those will receive full funding. The funding recommendations were reviewed and discussed by the Committee. Chair Honda stated that the fact that they did not make any changes to the funding recommendations at this meeting, does not mean that there won’t be changes to the funding recommendations at the Council meeting. Committee member Moore seconded. Motion passed. American Traffic Solutions Inc., Professional Services Contract Chief Hwang provided the background information. The term of the contract is for three years with an automatic extension of three years. Traffic safety is a high priority for the police department, and the photo enforcement program allows them to achieve that objective. Photo enforcement has been installed in identified problem areas. The Photo Enforcement Program has helped reduce speed in school zones, reduced traffic collisions in major arterial intersections, and improved traffic flow. The amount of tickets being issued has leveled off, people are becoming conditioned to the program and not going through red lights. Chair Honda asked if there were other intersections in need of the enforcement program. Chief Hwang stated that it is a policy question; they are maintaining the program as it is, but they are constantly evaluating the locations. Collision statistics starting in 2014 are compiled by using the SECTOR (Statewide Electric Collision & Ticket Online Records) database. Committee member Moore asked if more accidents are caused by cars stopping abruptly for yellow lights. Chief Hwang answered that the numbers do not reflect that. Committee member Duclos moved to forward the American Traffic Solutions Agreement to the November 18, 2014 City Council Consent Agenda for approval. Committee Moore seconded. Motion passed. Amendment To License Agreement for Downtown Substation Ms. Pearsall stated that this amendment extends the term for two years; the rental fee is $3,400 per month for 2015 and $3,500 per month in 2016 for a total cost of $82,800. Committee member Duclos asked if this was included in the budget. Ms. Pearsall is not sure and staff will follow up with the Council. Committee member Moore moved to forward Amendment No. 1 to the License Agreement for the police department downtown substation to the November 18, 2014 Council Consent Agenda for approval.
