SUBJECT: EXTENSION OF INTERIM COMMUNITY DEVELOPMENT DIRECTOR APPOINTMENT
In July 2014, the City contracted with Prothman Company, an executive recruitment company, to
advertise and seek a new Director of Community Development. Prothman initiated the City's
advertisement for Community Development Director in early September 2014 and reviewed semi-finalists
on October 30th Of the seven candidates, four where chosen for interviews. Prior to the interviews two
of the four candidates withdrew; therefore, the City and Prothman agreed it was best to initiate another
recruitment process. The position was reposted on November 12th. Prothman is currently conducting
initial interviews with seven new candidates.
During the course of this recruitment process, the Mayor made a short-term appointment of Larry
Frazier as the Interim Community Development Director on July 21, 2014, via the City's contract with
Prothman. Mr. Frazier's resume highlighting his qualifications is attached to this memo for your review.
The Federal Way Revised Code authorizes the Mayor to make short-term appointments (those for up to
six months in durations) without council authorization. If more than six months is required for an interim
appointment, authorization of the city council is required for such an extension.
The Mayor is requesting Council authorize an extension of Mr. Frazier's short-term appointment until
March 31, 2015, to finish the recruitment process for a Community Development Director.
