CALL MEETING TO ORDER Mayor Ferrell called the Regular Meeting to order at the hour of 7:11 pm City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge, Councilmember Lydia Assefa-Dawson, Councilmember Kelly Maloney,Councilmember Susan Honda,Councilmember Bob Celski, Councilmember Martin Moore and Councilmember Dini Duclos. City staff in attendance: Chief of Staff Brian Wilson, City Attorney Amy Jo Pearsall and City Clerk Stephanie Courtney. 2. PLEDGE OF ALLEGIANCE Diane Zorro led the flag salute. 3. PRESENTATIONS a. Swearing-In of New Federal Way Police Corporals Chief Hwang was proud to introduce and give a brief background on each of the following members of the Police Department who have been promoted to the new rank of Corporal. Corporal Josh Haglan, hired 2006; Corporal Brian Klingele, hired 1996;Corporal Jeff Otto hired 2001; Corporal Keith Pon, hired 1997; Corporal Ron Potts, hired 1997;Corporal Robert Riggles,hired 2004; Corporal Keith Schmidt, hired 2004; Corporal Oscar Villanuava, hired 2002; Corporal Michael Waddle, hired 2007; Corporal Steve Workman, hired 2005. Mayor Ferrell administered the Oath of Office. b. Proclamation: National Mentoring Month Councilmember Maloney read and presented the Proclamation to Communities in Schools Executive Director Tracey Oster and Program Coordinator Jennifer Youngblood. Tracey Oster thanked Councilmember Maloney and thanked the Mayor and Council for the 4th year receiving this Proclamation. She noted the mentoring program matches caring adults with students. c. Proclamation: Human Trafficking Awareness Deputy Mayor Burbidge read and presented the Proclamation to Federal Way Coalition Against Human Trafficking (FWCAT)Community Relations Director Diane Zorro. Ms.Zorro and Brenda Oliver thanked the Mayor and Council for noting the importance of this issue in our community. They also reminded all of the FWCAT meeting which will be held this Thursday evening in Council Chambers. Federal Way City Council Regular Minutes Page 1 of 5 January 6, 2014 d. Mayor's Emerging Issues and Report • Mayor Ferrell asked Domestic Violence Prosecutor Pauline Freund and Detective Benjert to brief the Council on recent Domestic Violence Protocol and Officer Training. Ms. Freund stated she attended along with Detective Benjert recent training at the National Strangulation Institute which they have transitioned into new protocols for domestic violence calls and have trained the entire FW Police force. Det. Benjert stated the officers have been now trained to look at strangulation cases in a new way and follow procedures even if injuries are not immediately visible. The Mayor and Councilmembers thanked Ms. Freund and Det. Benjert and the entire DV team as well as the FW DV Task Force. • The Mayor highlighted the newly resurfaced City of Federal Way Logo which hangs behind the dais and thanked Parks Staff for installing the new plaque for the Brooklake Historical Artwork. • Parks Director John Hutton reported on the events around the holidays such as Jingle Bell Brunch, Cookies with Mrs. Claus,the city Tree Lighting, and the Frozen movie night at the Community Center. He noted all events were well attended and beyond expectations—he thanked his Parks Staff and especially to Cody Geddes and Melinda Blevins. • Performing Arts and Conference Center(PACC) Project Manager Will Appleton spoke briefly about the PACC Team Members and to the background on the PACC project to date. He noted in 2014 the following tasks have been completed: site layout drawings; architectural drawings; many of the structural, mechanical, and electrical drawings have been completed; initial work on the theater & audiovisual components have been completed; site civil draws and landscape renderings have been completed to a design/development level. Mr. Appleton further expanded on the projects currently working on which include identifying the PACC Director, private donation fundraising; and naming rights. Moving forward the team is currently selecting the delivery method. The first choice is the General Contractor/Construction Manager (GC/CM). He noted this project is anticipated to begin construction in Fall of 2015. Councilmembers asked clarifying questions of Mr. Appleton, including the criteria used to select the Contractor and general questions regarding the previously discussed Hotel process and timeline. • Finance Director Ade Ariwoola discussed the applications currently submitted for New Market Tax Credits for the PACC Project.Applications to the following 9 CDEs were sent out in August of 2014 : Travois Kansas; Key Community Development Corporation; National Development Council—NDC (repeat submission from last year); Dudley Ventures; Chase Bank;Wells Fargo; Us Bank Community Development Corp; Bank of America Merrill Lynch; and Clearinghouse CDFI. He further noted staff is working with outside counsel, who work specifically with tax credits; and staff is "going at it with all they have". • Economic Development Director Tim Johnson reported on the upcoming January Novogradac New Market Tax Credit Conference in California. He noted the Mayor will be able to meet with and present the PACC project to multiple agencies which are gathered all at one conference. Mr. Johnson discussed the proposed culinary arts center in response to Councilmember questions. • Deputy Mayor Burbidge reported on the upcoming Council Retreat which is tentatively scheduled for January 31St at Dumas Bay Center. The meeting will start at 9AM and is estimated to wrap up in mid- afternoon. The agenda is currently being set and she asked for suggestions from citizens and Council on topics. • Community Service Manager Jeff Watson updated Council on the MLK Jr. Celebration Event which is co-hosted by the city's Diversity Commission and Decatur High School. Events include Friday 16th assemblies at the High School; Saturday there will be food drives at local grocery stores from 10AM- Federal Way City Council Regular Minutes Page 2 of 5 January 6, 2014 2PM including Albertsons, Fred Meyers, Safeway and Walmart. The main event will take place Monday at Decatur High School where the Mayor and Councilmember Assefa-Dawson are guest speakers. • Chief of Staff Brian Wilson updated Council on the City Entry Sign project with local service clubs. He noted this is a collaborative effort on behalf of the Mayor's Office and the local Service Clubs to bring a well-designed entry sign to the 320thNeterans Way area of the city. Councilmembers asked clarifying questions regarding the monetary contributions of the service clubs. Chief Wilson also stated in response to Council questions,the Service Clubs have been actively involved in the process and have determined which clubs are being represented on the sign. • Mayor Ferrell was pleased to announce the city would be raising the large "12"flag in support of the Seattle Seahawks and their journey to a second Super Bowl. He invited everyone to visit City Hall in their Seahawks jerseys on Friday, January 9th at 11:45am for a Blue Friday Photo. 4. CITIZEN COMMENT Norma Blanchard asked Council if they would be discussing term limits. Mayor Ferrell noted the Council has added the discussion of term limits to the Council Retreat Agenda on January 31st at 9am at Dumas Bay Centre. Joanne Piquette, thanked Mayor and Council give a quick report on FW Coalition of the Performing Arts which has raised initial pledges of$677,030.00; where $599,605 has already been collected. Anthony Murrietta, spoke regarding the proposed culinary arts center at the PACC. He noted the Puget Sound Skills Center a vocational program has a culinary arts program, and suggested possibly create a Federal Way Satellite Campus at the PACC. He also encouraged the Council to make sure there are union provisions in the RFP including prevailing wage and local union contractors. 5. CONSENT AGENDA Items listed below have been previously reviewed in their entirety by a Council Committee of three members and brought before full Council for approval;all items are enacted by one motion. COUNCIL BUSINESS a. Economic Development Strategy/Next Steps Economic Development Director Tim Johnson gave a brief PowerPoint presentation and highlighted many topics which were discussed at the Special Meeting earlier tonight. Mr. Johnson reviewed the accomplishments of his first 100 days. He noted the purpose of the Economic Development Strategy "Some Assembly Required" is to simply create jobs while continuing to both Diversify and Sustain Federal Way. Expectations for 2015-16 include $350-$450 Million in Public & Private Investment; 10,000 full time permanent and temporary jobs announced/created; Reduction of Poverty Levels; Access to $8 million from Community based Loan Programs. He further reiterated the multiple objectives including an Economic Development Summit; Federal Way Showcase; Formulation of Business District Associations;and Recruitment of Branch Campus of a Major University; and the reuse of the Weyerhaeuser property and Town Center projects. In conclusion he outlined the Meeting Schedules/Timeline for further discussions in the Economic Development Strategy. 7. COUNCIL REPORTS Councilmember Duclos reported on her recent visit at the Federal Way Senior Center where she spoke with local veterans. She noted it was a delightful hour she spent at the facility, and also stated the volunteers take pride and ownership in the facility. She wished these veterans could speak to schools and share their experiences. She closed her remarks with "Go Hawks!". Councilmember Moore wished everyone a Happy New year and reported on being selected by SCA to serve on Mental Health and Drug Dependency Oversight Committee. He noted he is excited for Federal Way and the first Economic Strategy. He noted congratulations and good luck to Y gY g 9 Representative Linda Kochmar and Senator-Elect Milocia. He encouraged people to pray and keep Councilmember Celski's son in their thoughts as he is deployed. Councilmember Celski thanked Councilmember Moore for the sentiment. He noted he is glad to be back in session with the Council. He reported on a recent visit to Fort Bragg to visit his son and family prior to his deployment. He, along with his wife spent time at the Reach Out Homeless Shelter, and thanked all the individuals and organizations who keep this important program running. He thanked Mayor Ferrell and the amazing staff for all the current projects which have been reported on tonight. Councilmember Honda reported she will be attending a Korean War Veterans Event with her Father in Law on Tuesday, January 13th in Olympia; as well as the same night another event in Bothell. She noted the next meeting of the PRHSPS Committee is January 13th at City Hall. She noted she is pleased to continue to serve on many regional committees and is also looking forward to 2015 in Federal Way. She would love to see a children's museum in Federal Way similar to the center in Olympia. Councilmember Maloney wished everyone a Happy New Year and thanked Mayor Ferrell who has lead the way on a lot of the exciting initiatives the city is working on. Currently she is continuing focus on the University Initiative and Rebranding Efforts as she has over the last year. She noted she made a personal choice to not seek out regional committees this year, rather focus her attention and pro- bono work on valuable community projects that support work-force development and job creation with Federal Way City Council Regular Minutes Page 4 of 5 January 6, 2014 her background of marketing, communications and branding. She thanked staff for the wonderful community events over the holiday; she is very excited to be a part of the community. Councilmember Assefa-Dawson is also excited for 2015. She will be serving on the Committee to End Homelessness, and also continues to service on the State Advisory Committee on Homelessness which is in line with her background. She is excited to speak at MLK event at Decatur High School, and attended the first youth commission meeting. She wished everyone who is celebrating Ethiopian Christmas tomorrow, or Orthodox Christmas, a Merry Christmas. Deputy Mayor Burbidge announced the next meeting of the Lodging Tax Advisory Committee will be Wednesday, January 14th at 8am. She also acknowledged the amazing staff for all the exciting presentations tonight which create a wonderful energy. She also wanted to specifically thank our staff that decorated the trees downtown-wonderful job. She noted the renewal of the regional committees she will be serving on in 2015 which include Suburban Cities Association - Economic Development Council for King County and Puget Sound Regional Council—Economic Development District Board.
