RES 15-679 - Supporting Establishment of WSU Medical School RESOLUTION NO. 15-679 A RESOLUTION of the City Council of the City of Federal Way, Washington, supporting the establishment of a Washington State University Medical School. WHEREAS,the need to establish another medical school in our state is critical, and WHEREAS,more than 800 Washingtonians applied to medical school in 2012-13 in a state in which there are only 120 publicly funded seats available per class, and WHEREAS, of all state residents who attended medical school that year,two-thirds left the state to do so, and WHEREAS, Washington State University (WSU) has been educating medical students enrolled in the Washington,Wyoming,Alaska,Montana and Idaho Medical Education program,or WWAMI,since it was founded.WWAMI was created to train p rimary care and family physicians for underserved areas of eastern Washington and the states of Wyoming,Alaska, Montana, and Idaho, and WHEREAS,WSU's proposed Community-Based Medical Education(CBME)model is the best approach for accomplishing this goal and meeting the needs of the evolving 21st century healthcare system, and WHEREAS,the CBME model provides medical students with field experiences in a variety of community settings, including smaller hospitals and clinics, such as St. Francis Hospital in Federal Way, and WHEREAS, a WSU Medical School affiliation with local health care providers would benefit the City of Federal Way and area residents affected by the shortage of physicians, and Resolution No. 15-679 Page 1 of 3 WHEREAS, it is time for a new medical school to serve Washington's educational and health needs,now and in the years to come. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, RESOLVES AS FOLLOWS: Section 1. The City of Federal Way supports the establishment of a Washington State University Medical School and urges the legislature to facilitate its formation. Section 2. Severability.If any section,sentence,clause or phrase of this resolution should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section, sentence, clause or phrase of this resolution. Section 3. Corrections. The City Clerk and the codifiers of this resolution are authorized to make necessary corrections to this resolution including, but not limited to, the correction of scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any references thereto. Section 4.Ratification.Any act consistent with the authority and prior to the effective date of this resolution is hereby ratified and affirmed. Section 5.Effective Date. This resolution shall be effective immediately upon passage by the Federal Way City Council.
