Chair Honda called the meeting to order at 5:00p.m.

Committee member Duclos moved to add the Resolution to Support a New Mental Health Facility in Pierce
County to the agenda as item G. Committee member Moore seconded. Motion passed.
APPROVAL OF MINUTES
Committee member Duclos moved to approve the February minutes as written. Committee member Moore
seconded. Motion passed.
BUSINESS ITEMS
Day Shelter Update – Information Only
Mr. Wilson has met with Mr. Greg Vickers from City Vision and Reverend James Kubal-Komoto to discuss a
partnership for a short term and long term solution to address the people that are without homes, and the services that
are necessary to provide that. They are pursuing several different options for temporary leased space to provide
services. Mr. Wilson has also spoken with Valley Cities to discuss what is possible from a partnership standpoint
with public health and other private services. Mr. Wilson stated that it is an extensive list of groups and
organizations that are providing services in Federal Way. The efforts will continue, and he is optimistic that they
will find a solution. Chair Honda asked for a timeline and Mr. Wilson answered that he did not have a timeline at
this point. Committee member Duclos would like a very brief presentation at Council so that the community is
aware that the City of Federal Way is taking this issue seriously and working on finding solutions. Committee
member Moore asked if there were any plans as to when Council would receive written benchmarks for their review
to make sure that everything is being met. Mr. Wilson answered that he is not in a position today to give timelines. It
is a very fluid and dynamic issue, and he does not want to give a commitment to dates because he does not have
control over the timelines. Mr. Wilson is meeting with the group weekly. Committee member Duclos asked if Mr.
Wilson was working with other cities, Mr. Wilson answered that they are working with the South King County
Human Services Coalition, and the Community Caregiving Network. They are focusing on how to address both th e
local and the regional issues. Part of the discussion is what they can do now in the short term.
Washington Traffic Safety Commission (WTSC) Target Zero Team (TZT) Law Enforcement Liaison (LEL)
Memorandum of Understanding
Police Chief Hwang stated this contract is for $1500. They have been actively participating in Target Zero
Enforcement. They are putting emphasis on distracted driving and DUI enforcement. The Traffic Safety
Commission would like to retain Lt. Kurt Schwan as the law enforcement liaison for the region. In the prior years it
has been regionally coordinated by the Kent Police Department. The Federal Way Police Department will be the
regional coordinator. Committee member Duclos moved to forward the WSTC Target Zero Team (TZT) Law
Enforcement Liaison (LEL) MOU to the March 17, 2015 City Council consent agenda for approval.

Inclusion Scholarship Program
Mr. Hutchinson stated that the Inclusion Programs serve people with disabilities; the programs include teaching life
skills, the Special Olympics, and other special events. There is a minimal charge for these services. According to the
Housing Urban Development, people with disabilities are very low income. With a partnership with Kiwani s last
year, and other fundraising activities they were able to raise just over $6,500 for a scholarship program . The amount
of the scholarships will be $50.00. In order to receive the scholarship, an application must be completed, and they
need to show proof of DSHS funding. If they do not have DSHS funding, they would need to explain why they are
applying for the scholarship. They serve approximately 200 -250 people annually. The amount of the scholarships
could change from year to year; it depends on the number of participants and the number of scholarships that have
been used. They will have fundraisers every year to keep this program going. Committee member Moore moved
to forward the scholarship for low income people with disabilities to participate in Parks and recreation
programs to the March 17, 2015 consent agenda for approval. Committee member Duclos seconded. Motion
passed.
Arts Commission 2015 Work Plan
Mr. Geddes reported that there are five new members on the Arts Commission. Mr. Geddes reviewed the 2015 Arts
Commission Work Plan. Some of the new items include Commissioner Education and the Mini -Mural Utility Box
Art Project. They will also be reaching out to the School District. Chair Honda asked Mr. Geddes to explain the
artwork for the Federal Way Community Center curved wall. Mr. Geddes stated that there is lighting on the curved
wall for an art project. This has not been funded, so the arts commission will be seeking grant opportunities to fund
an art project on that wall. Council member Asseffa-Dawson asked if the newsletter would be in different languages.
Mr. Geddes answered that this has been discussed, and that Commissioner Thumbi had taken the lead on this, but it
has not come to fruition. Committee member Duclos moved to forward the Arts Commission 2015 Work Plan
to the March 17, 2015 consent agenda for approval. Committee Moore seconded. Motion passed.
Town Square Park 30% Design
Mr. Hutton reported that staff has been working on the design of the park for the past four weeks. Th e design was
presented at the March Parks Commission meeting and they approved to forward it onto the PRHSPS committee.
Mr. Ikerd presented the 30% design. Elements of the park include a spray feature, play structures, restroom,
Veterans Memorial, picnic shelter, trees, a location for the holiday tree and a great lawn area. Many of the concepts
that were brought forward from the public meetings, surveys and the Parks Commission have been incorporated into
the park. Staff is in the process of finalizing the costs. Elements of the park may be installed in phases. Decisions
will need to be made on where to place the Veteran’s Memorial, and the holiday tree. Committee member Duclos
inquired about an area for people to play chess. Mr. Hutton answered that we can install tables that have chess
boards, and we have the large chess pieces, and chessboards can be painted in the park. Committee member Moore
would like the play structure to include a piece of equipment that can be used for people in wheelchairs. The survey
results were discussed. The top requested elements were trees, grass, a spray/water feature, restrooms, and walking
paths. Committee member Duclos moved to forward the authorization for staff to proceed with the design of
Town Square Park and return to PRHSPS and Council at the 85% design completion for further reports and
authorization to bid to the March 17, 2015 City Council business agenda for approval . Committee member
Moore seconded. Motion passed.
Resolution to Support a New Mental Health Facility in Pierce County
Mr. Call reported that this is a resolution to support a proposed new mental health facility. Franciscan Hospital and
MultiCare Health System are going to work together to build a 120-bed facility in Tacoma. The resolution endorses
the Certificate of Need that was submitted. Committee member Moore moved to forward the proposed
resolution to the March 17, 2015 business agenda for approval. Committee member Duclos seconded. Motion
passed.
