RESOLUTION NO. 15-689
A RESOLUTION of the City Council of the City of Federal Way,
Washington,Establishing a Ballot Title and Explanatory Statement for
the Advisory Vote on Whether to Allow Marijuana-Related Businesses
in the City.
WHEREAS,the issue of whether to allow marijuana-related businesses to locate in the City
has long been a matter of contention among residents; and
WHEREAS, the City Council wishes to have a definitive representation of the public will
about this issue and believes an advisory vote will provide this; and
WHEREAS,on May 5,2015,the City Council unanimously authorized an advisory vote of
Federal Way residents regarding whether the City Council should enact an ordinance allowing
marijuana-related businesses to locate within the City of Federal Way;

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1.The City shall submit a ballot proposition for an advisory vote at the November 3,
2015 general election. This vote is advisory only, which means that the City Council will not be
legally bound by its results,but will carefully consider the results of the advisory vote in making any
decision regarding marijuana-related businesses.
Section 2. The ballot title and explanatory note to be submitted at the general election on
November 3, 2015, shall be as follows:

Should the Federal Way City Council enact an ordinance allowing marijuana-related businesses
within the City of Federal Way?

Section 2. The City Clerk is authorized and directed to file a certified copy of this resolution
with King County Elections.
Section 3. The City Council also hereby requests that the ballot title,explanatory statement,
committee statements, if obtained, be published in the Local Voters' Pamphlet.
Section 4. Severability.If any section, sentence,clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 5. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 6.Ratification.Any act consistent with the authority and prior to the effective date of
this resolution is hereby ratified and affirmed.

Section 7.Effective Date.This resolution shall be effective immediately upon passage by the
Federal Way City Council.
