CALL MEETING TO ORDER Mayor Ferrell called the Special Meeting to order at the hour of 5:30 pm City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge,Councilmember Lydia Assefa-Dawson, Councilmember Kelly Maloney,Councilmember Susan Honda,Councilmember Bob Celski, Councilmember Martin Moore and Councilmember Dini Duclos. City staff in attendance: Chief of Staff Brian Wilson, City Attorney Amy Jo Pearsall and City Clerk Stephanie Courtney. 2. PLEDGE OF ALLEGIANCE Joann Piquette led the flag salute. 3. STUDY SESSION: INVESTIGATING VIEW CORRIDORS -EXAMPLES, CONSIDERATIONS, OPPORTUNITIES AND CONSTRAINTS Community Development Director Michael Morales gave a brief introduction on the information to be presented and noted this is a very preliminary discussion regarding potential in the downtown core. Associate Planner Leila Willoughby-Oakes, then presented various examples from other cities in the country who have implemented view corridors including local cities of Lynnwood and Portland, Oregon. She also presented information from Austin, Texas and Cincinnati, Ohio. Current Zoning for the CC-C Zoning is outright permitted 70 feet (6.5 stories) and Discretionary up to 200 feet (20 stories) Consultant Jill Marilley PE, of HDR presented to Council different visualization renderings of heights and sight lines for comparison purposes. The presentation centered on view corridor from the Performing Arts and Events Center to Mt. Rainier. She discussed elevation and building height differences and maximum view preserving building heights. Councilmember thanked Ms. Willoughby-Oakes and Ms. Marilley for their presentations and asked clarifying questions. • Citizen Comments (3 minutes each) Federal Way City Council Special Minutes Page 1 of 2 May 19, 2015 William Cho, business owner asked about the city's proposed elevated South Transit station location on S. 320th and it if would be in a view corridor. Staff responded at the propsed height and location, it would not. Jim Stiles, spoke to height restrictions and creative offsets used in other large cities such as Los Angeles, California. • Council Discussion/Questions 4.
