CALL MEETING TO ORDER Mayor Ferrell called the Regular Meeting to order at the hour of 7:03 pm City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge,Councilmember Lydia Assefa-Dawson, Councilmember Kelly Maloney, Councilmember Susan Honda,Councilmember Bob Celski, Councilmember Martin Moore and Councilmember Dini Duclos. City staff in attendance: Chief of Staff Brian Wilson, City Attorney Amy Jo Pearsall and City Clerk Stephanie Courtney. 2. PLEDGE OF ALLEGIANCE Diana Noble-Gulliford led the flag salute. 3. PRESENTATIONS a. "World Vision Day" • Proclamation • Recognition of World Vision —Video and Presentation by Drew Clark, Humanitarian and Emergency Affairs Division of World Vision Mayor Ferrell read and presented the Proclamation to Drew Clark of World Vision. Mr. Clark thanked the Mayor and Council and gave a brief report on the efforts of World Vision in Nepal following multiple devastating earthquakes. He also showed a brief video regarding sanitary water in the region. b. Proclamation: Relay for Life— May 29th Councilmember Duclos read and presented the Proclamation to Relay Chair Deanna Nugent and her Federal Way Relay for Life team. She thanked the Mayor and Council for not only their support but their participation in the event year after year. She noted the event begins at 6:00 pm and will have a survivor lap to celebrate those who have conquered cancer. There will be many vendors,food, music and activities as well as luminaries to light for the night. Councilmember Moore reflected on last year's Relay for Life Event and the role Representative Roger Freeman played; he thanked the committee for their hard work and enthusiasm for this event. Mayor's Emerging Issues and Report Community Outreach Coordinator Steve McNey reported on the upcoming 25th Anniversary Celebration that will be held June 18th- 21st at Town Center. He noted there will be a family friendly carnival at the Town Center Ill site and many more activities, vendors, food trucks and pony rides. Wilson the Seahawks 12th Pony will also be in attendance. The main event will be at Town Square Park on Saturday beginning at 2:00 pm with presentations made by Governor Inslee and Mayor Ferrell. There will be musical performances including the Federal Way Symphony. Councilmember Celski noted Saturday was Armed Forces Day(3rd Saturday of May)and recognizes service men and women and their families of those serving on behalf of the nation. Marine Hills Garden Club joined a national movement to dedicate a Blue Star Marker at Celebration Park. A tremendous amount of work went into this project which is located near the flag poles at the entrance to the ball fields. He was honored to be able to be a part of the unveiling. Mayor Ferrell reported the Federal Way Coalition against Trafficking Family 5K and he was pleased to note the attendance at this event increased by over 700 people.He noted it was a tremendous event; Deputy Chief Sumpter echoed the Mayor's comments on a positive event with no significant issues for such a large gathering. He reported on the second Neighborhood Connection meeting which was held on May 14th at Olympic View Elementary. He noted this was a follow up meeting from last year's meeting at Brigadoon Elementary. Parks Director John Hutton reported on a very successful 2nd Annual Touch a Truck event with an estimated 1500 people attending and over 60 vehicles for kids and parents to view. He thanked all the partners who made this event a success including the School District, Fire District, Waste Management, Police Department and many, many more. He also reported on the Blue Poppy Day event which was the same afternoon and also very well attended. Mayor Ferrell reported on the opening day of the Farmer's Market on Mother's Days weekend. He noted it was a very successful day and followed that up with the Marine Hills Parade that afternoon with many of the Councilmembers. Councilmember Honda reported on a first annual Memorial Day Celebration at Todd Beamer High School sponsored by the Noon Kiwains Club and the Historical Society. It will be held on May 25th at 6:30 pm and will aim to help restore the true meaning of Memorial Day. The program will include musical performances and presentations made by many youth service groups. She encouraged everyone to attend. 4. CITIZEN COMMENT Teresa Angeles, spoke regarding the low graduation rates in Federal Way Schools, she urged the Council to not allow marijuana related retail in the city. Jim Stiles, thanked the Mayor and Council for the Neighborhood Connection meetings, he noted the meetings feel more open, engaged and allow for more public comment than standard Council meetings. He would like to see public comment portion increased in meetings. He also urged the Council to not legitimize marijuana businesses in the community. William Cho, thanked World Vision and echoed support for what they do. He also noted support for Federal Way's proposal to Sound Transit regarding alignment and possible station locations. He reiterated his business at 320th street is not replaceable. Federal Way City Council Regular Minutes Page 2 of 8 May 19, 2015 Ruth Krizan and LaTanya Brisbane, representatives of the Highline College Student Body read and presented a letter and resolution outlining their desire for a station alignment at the College. Patricia Conant, spoke to her discouragement over the Council's action to seek an Advisory vote regarding retail marijuana in Federal Way. She asked Council to act to ban marijuana sales in the city. Richard Champion, spoke to endorse the HWY99 alignment as the Transit Oriented Development (TOD) is almost double that of an 1-5 alignment. He feels the HWY99 alignment will grow development in the cooridor and in the future of Federal Way. Janie Estrada, feels the Council should ban retail marijuana in Federal Way; children and youth are the priority. Dr. Jack Bermingham, President of Highline College spoke to urge Council to support a station at the college which is a destination of many Federal Way residents. He noted the college feels a station location at the college is critical in assisting many disadvantaged students and encourages access to higher education. Mayor Ferrell and Councilmembers asked Dr. Bermingham clarifying question regarding his request. 5. Chief of Staff noted this item is project acceptance of the contractors work for the project that was bid and specifications approved by Council. He noted a lighting of the city logo was discussed earlier in the design process however due to the location of the reader board and location of the logo,there is not an opportunity to have it lit. COUNCIL BUSINESS a. Resolution: Sound Transit Alignment—APPROVED RESOLUTION#15-686 City Attorney Amy Jo Pearsall noted the comment period is currently open through May 26th. She noted the Council has two items before them this evening. She noted the Pros for 1-5 Alignment include: lowest number of parcels affected; lowest adverse impacts on the city; lowest impact to businesses in the city's retail core; preserve the $100 million dollar investment to SR99 including disrupting businesses; and an 1-5 alignment will cost $400 million less than alternative alignments along SR99. She noted the proposed resolution supports an 1-5 alignment and a station location near Highline Community College with the exact location to be negotiated with the affected Cities and the College. It also recommends a hybrid station generally located along the west side of 23rd Ave S straddling S. 320th Street. She noted this draft Resolution has been discussed at 3 public meetings. She also answered questions regarding the draft letter which would be authorizing the Mayor and Deputy Mayor to sign a letter of support for an 1-5 alignment to be sent to Sound Transit along with P Y Y 9 pp g 9 signatures from the Mayors of Sea-Tac, Kent, Des Moines and Kent Council President. Councilmembers asked various questions about the vision of the South Alignment from the Federal Way Station (ST4); and the notification of the property owners in the area of the new proposed station. City Attorney Pearsall noted Sound Transit did notification of property owners in a 1 mile radius of all station locations. Mayor Ferrell and Councilmembers discussed the reference to station location in the area of Highline College. They support the college and a station as close to Highline and still facilitate an 1-5 location. Ms. Pearsall noted a proposed verbiage change in Section 3 to include: "...a station location as close as possible to Highline College that still facilitates an 1-5 alignment" Federal Way City Council Regular Minutes Page 4 of 8 May 19, 2015 Councilmember Moore stated he is looking to the future of Federal Way and forward thinking leadership. He would like to see an HWY99 alignment which would enable a more walkable community in the future. He feels businesses and housing will be developed around transit. City Attorney Amy Jo Pearsall noted the letter is a joint letter from multiple jurisdictions. She read directly from the letter. Councilmember Duclos withdrew her original motion. Council Bill #681/Amending FWRC 13.43.020 to Establish Maximum Allowable Grass and Weed Height APPROVED ORDINANCE#15-793 AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON RELATING TO THE REGULATION OF PROPERTY UNDER THE INTERNATIONAL PROPERTY MAINTENANCE CODE;AMENDING CHAPTER 13.43 FWRC. (AMENDING ORDINANCE NO. 13-743) Building Official Scott Sproul noted when the city adopted the International Building and Property Maintenance Code the city did not establish maximum grass and weed height. He noted this ordinance will amend that section to include 6 inches for developed properties and 12 inches for undeveloped properties. COUNCIL REPORTS Councilmember Duclos attend the Sound Cities Policy Issues Committee on May 13th. They discussed the Committee to End Homelessness Plan and the Best Starts for Kids Initiative which will be on the November ballot. She noted the impact on this passing would be to keep the public health Federal Way City Council Regular Minutes Page 6 of 8 May 19, 2015 clinics open including Federal Way and Auburn. She reported on the County's Solid Waste Plan and the road map to achieve 70% recycling. She was pleased to participate in the FWCAT 5K event and the dedication of the Blue Star Marker at Celebration Park. Next meeting FEDRAC meeting will be May 26th at 4:30 pm in the Hylebos Room. Councilmember Moore thanked the Relay for Life group for making this event happen. He noted he looks forward to participating and celebrating with everyone involved. He thanked the many wonderful organizations in Federal Way including the swimming pool,the farmers market the CERT members, Marine Hills Garden Club and many others in the community. Councilmember Celski was happy to report his son is back from deployment his daughter in law recently gave birth to his first granddaughter who he will be seeing soon. He reported on a great neighborhood connection meeting at Olympic View; he thanked the Mayor, Deputy Mayor and staff who answered tough questions and to the citizens who came out to give feedback. He attended the Communities in Schools fundraiser at Weyerhaeuser along with the rest of the Council. He noted this is a wonderful program and over $61,000 was raised for this program. He noted the next LUTC meeting is scheduled for June 1st and a special meeting on June 8th both in Council Chambers at 5:30 pm where the Comp Plan will be discussed. Councilmember Honda thanked the Thomas Jefferson drum line who attended both the walk and Farmer's Market and also performed at the Blue Poppy Days event. She reported the Blue Poppy Days has grown into a great event at the Rhododendron Garden and is becoming a tourist attraction. She thanked the Arts Commission for the great event. She also attended all the other events, including the Farmers Market which runs through October and the produce and items grow as the season grows. She also noted she will be attending the Board of Health meeting in Seattle. Councilmember Maloney noted she also attended many of the events already mentioned this evening. In addition to those events she attended the salmon release and it was fun to see the students with their baby fry and put them into the Hylebos and learning about ecology and environmental efforts. She noted she attend a Re-branding meeting with the Mayor and his staff; work is continuing. She also noted they met regarding the University Initiative. Councilmember Assefa-Dawson noted she missed some events due to a family emergency. She is excited to hear all the reports and the engagement of the community. She did attend the Neighborhood Connection meeting and is encouraged to see members of the community attend and be able to address the Mayor and staff with questions that they might not feel comfortable in a more formal setting. She also reported on the Committee to End Homelessness update. She recently 9 p p attended a two day conference where Veteran's Homelessness was discussed. She stated her concerns with a 99 alignment have to do with multi-family housing and those families would be displaced. Deputy Mayor Burbidge noted she attended a meeting with the South County Area Transportation Board where two presentations were given on traffic congestion comparing the various areas in the region and the changes in the amount of congestion. The second presentation was on King County Metro alternatives in South King County; different systems to provide service including rural areas. She attended the King County Metro meeting where future transportation planning was discussed and noted route improvements beginning fall of 2015 and spring/fall of next year will include routes: 179, 190, 177, 178, 179, and 193. She participated in the FWCAT 5K walk and was well attended and also enjoyed the Blue Poppy Days event.
