CALL MEETING TO ORDER Mayor Ferrell called the Special Meeting to order at the hour of 5:15 pm. City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge,Councilmember Lydia Assefa-Dawson, Councilmember Kelly Maloney,Councilmember Susan Honda,Councilmember Bob Celski, Councilmember Martin Moore and Councilmember Dini Duclos. City staff in attendance: City Attorney Amy Jo Pearsall and City Clerk Stephanie Courtney. 2. COMMISSION INTERVIEWS The City Council interviewed applicants for the Diversity Commission vacancies and the Arts Commission vacancies. At 6:15 pm the Council took a brief recess. Council reconvened at 6:25 pm. 3. STUDY SESSION — 85% PERFORMING ARTS AND EVENTS CENTER DESIGN Performing Arts and Events Center Project Manager Will Appleton presented a briefing to Council regarding the project. He noted the current description includes 900 sq ft of meeting space; 700 seat theatre; 8000 sq ft of meeting space; on-site parking; plaza and outdoor events area; 2400 sq ft kitchen/support area; and future building expansion area. He also noted the following timeline: • Complete Project Design/Bid Documents June/July 2015 • Bid Project August 17—Sept 9, 2015 • Council Authorization to Award Sept 15, 2015 • Issue Building Permits Sept 2015 • Contract Award/Start Construction Sept/Oct 2015 • Complete Construction Winter 2017 Mr.Appleton underscored the project remains on schedule with bidding planned for August. He also noted that while project construction costs continue to be in line with the approved budget; actual costs will not be known until bids are received. Factors influencing the final costs are potential of Federal Way City Council Special Minutes Page 1 of 2 June 2, 2015 adding a water feature (est$150-250K); Orchestra Lift(est$250-300K); and already included in the current design is the full kitchen (est$400-450K). With the construction market unusually high there may be a +1- 5% swing. He also noted with current team working on this process he hopes to keep change orders to a minimum. Councilmembers thanked Mr. Appleton for his PowerPoint presentation and asked clarifying questions regarding adding options to the facility in the future; contingency funds; possible amount of bidders for this project and budget; and security at the facility. Mr.Appleton noted the additional features are being considered in a way that infrastructure will be in place to make amenities easier to add in the future. PJ Santos, Lorax Partners spoke to answer specific questions about the market conditions in the area and potential bidders. He noted he is cautiously optimistic-this project may receive bid from contractor who are looking for this type of project to add to their portfolio. No public comment was received. 4.
