A RESOLUTION of the City Council of the City of Federal Way,
Washington,Appointing Pro and Con Committees to Write Pro and Con
Statements for the Advisory Vote regarding Whether to Allow
Marijuana-Related Businesses in the City.
WHEREAS,on April 21,2015,the City Council unanimously authorized an advisory vote of
Federal Way residents regarding whether the City Council should enact an ordinance allowing
marijuana-related businesses to locate within the City of Federal Way; and
WHEREAS,pursuant to RCW 29A.32.280 the City Council desires to appoint individuals to
the pro and con committees to submit written arguments for the Local Voters' Pamphlet regarding
this advisory vote; and
WHEREAS, the City Council adopted Resolution 15-690 on June 2, 2015, setting July 7,
2015, to appoint individuals to pro and con committees; and
WHEREAS,the City issued a press release on Wednesday,June 3,2015 seeking individuals
willing to serve on the committees; and
WHEREAS,eleven individuals have indicated their willingness to serve on the pro and con
committees to write an argument for the advisory vote in support or opposition of allowing
marijuana-related businesses in the City;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1. Con Committee Appointment. The City Council appoints the following
individuals to serve on the Con Committee to write the argument in opposition of allowing
marijuana-related businesses in the City:Patricia Conant,Richard Conant,Dr.Jani Estrada,Debbie

Sabin, James Stiles, Terrance R. Thomas II, and Jack Walsh.
Section 2. Pro Committee Appointment.The City Council appoints the following individuals
to serve on the Pro Committee to write the argument in support of allowing marijuana-related
businesses in the City: Elise Crick, Tasha Hanley, Francois Ryf, and Cristiano Suzuki.
Section 3. Designation of Committee Leaders. On or before July 21,the City Council will
interview members of the Pro and Con Committees and designate three (3) leaders for each
committee.
Section 4. Designation of Spokespersons. The City Council directs the leaders of each
committee to choose a spokesperson amongst themselves no later than August 7, 2015.
Section 5. Certify Committee. Following the interviews and designation of committee
leaders and spokespersons as described in Sections 3 and 4 above,the City Clerk is hereby directed
to submit the names of the spokesperson and leaders from each committee to King County Elections
no later than August 7, 2015.
Section 6. Severability.If any section,sentence,clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 7. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of
scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 8.Ratification.Any act consistent with the authority and prior to the effective date of
Resolution No. 15-694 Page 2 of 3
this resolution is hereby ratified and affirmed.
Section 9.Effective Date.This resolution shall be effective immediately upon passage by the
Federal Way City Council.
