APPROVAL OF MINUTES
Committee member Duclos moved to approve the April minutes as written. Committee member Moore
seconded. Motion passed.
BUSINESS ITEMS
Day Shelter Update
Mr. Watson stated that the conversations about the day shelter are moving forward in a positive direction. There are
two parallel tracks that they are working on: 1) Permanent long term solution. They are looking at real estate, multi -
use building. 2) Interim short term solution. They have discussed many options and alternatives, such as mobile
shower units and buildings that may be used on an interim basis. There has been a lot of positive conversations.
Sound Alliance people are happy with the direction of the conversation. It will be a few months before they will have
anything to report to Council. Committee member Duclos requested that Mr. Watson write a short update and send
it out to the community. The property across from the Public Health Departme nt was discussed. Mr. Watson reported
that there may be some challenges with that property due to the size of the building, parking requirements, and it is
located next to a Kindercare and in close proximity to a school. Committee member Moore requested that someone
from the group contact Jack Dovey - he may have some ideas on housing. They also suggested that they look into the
old Balley’s building.
2015 Human Services Commission Work Plan
Mr. Watson stated that staff and the Human Services put together this work plan that will guide their work for 2015-
2016. There are 13 items on the plan. Committee member Moore asked if the Human Services Commission had ever
discussed affordable housing. Mr. Watson did not believe so, but he would look into it. There are many different
definitions of affordable housing. Mr. Watson stated that there is an item on their work plan for presentations to the
Human Services Commission on relevant subjects and that affordable housing could be included in this. Committee
member Duclos moved to forward the 2015 Human Services Commission Work Plan to the May 19, 2015
consent agenda for approval. Committee member Moore seconded. Motion passed.
Allocation of 2015 Employee Donations to the Human Services Fund
Mr. Watson reported that every year City employees have an option to donate to the Human Services fund. This year
the employees funded $3214 for 2015. The Human Services Commission recommended allocating $2214 to the St.
Vincent de Paul Emergency Services program and $1,000 to Federal Way Coalition Against Trafficking (FWCAT).
In the past funding has come to agencies that are already receiving funding from the Human Services general fund.
Chair Honda asked how the commission came to this conclusion. Mr. Watson answered that t hey reviewed what
they had done in the past; there was discussion about which organization or organizations to fund. Last year FWCAT
received the funding, and the commission felt like they should continue to support them, but also appreciated the
work that St. Vincent de Paul does. He stated that this was a commission decision, staff did not make
recommendations. Committee member Duclos asked why the money wasn’t split in half. Mr. Watson answered that
they like the work that St. Vincent de Paul does, it’s all run by volunteers, so the money goes out to those in need
that St. Vincent de Paul serves. Initially they were going to give all of the funding to St. Vincent de Paul. After
discussion they decided to give the larger share to St. Vincent de Paul and the remaining funding to FWCAT.

Committee member Moore stated that St. Vincent de Paul is a large organization and that they probably receive
funding from other sources. Mr. Watson clarified that it is not the Parish, it is the Society. Committee member
Moore stated that he believes St. Vincent de Paul receives a lot of funding as opposed to FWCAT, which is more
community based in Federal Way. Committee member Duclos stated that she is concerned about human trafficking
in Federal Way, and she would like to see more funding go to this cause. Deputy Mayor Burbidge clarified that the
funding for St. Vincent de Paul is going to the program that is run by St. Theresa’s Parish. It will be used in Federal
Way. Mr. Watson agreed that St. Vincent de Paul is a very large organization, but that each individual chapter is
responsible for their own fundraising and the work that they do. Chair Honda recommended sending this back to the
Human Services commission for further discussion. Committee member Duclos moved to send this back to the
Human Services Commission and ask them to relook at their funding recommendations. Committee member
Moore seconded. Committee member Duclos would like the commission to be aware of this discussion. Committee
member Duclos and Moore will attend the next Human Services Commission meeting. Motion passed.
FARO (Total Station) Maintenance Agreements
Mr. Sumpter stated that this is a Laser Scanner System that replaced the Total Station which was more like survey
equipment. Using survey equipment for indoor crime scenes is very awkward and clumsy; the FARO unit is much
easier to use. The laser scanner system needs to be calibrated once a year. Without a maintenance agreement, the
cost to calibrate is $2400 a year. The total cost for the three year maintenance agreement is $12,625.00 and the
funding source for the purchase is the Traffic Safety Fund. Committee member Duclos moved to forward
authorize the Police Department to purchase the needed maintenance agreements for the Total Station
mapping system, to the May 19, 2015 Council consent agenda for approval. Committee member Moore
seconded. Motion passed.
MOU Between the Washington State Department of Health and the Federal Way Police Department
Mr. Sumpter reported that the WA, State Department of Health has asked the FWPD to enter into the MOU to
supply them with data regarding gun related incidents. Their objective is to find ways to reduce gun violence in the
State of Washington. From the data they hope to find ways to reduce violence in the home, suicides and any type of
violent death. By entering into the MOU the FWPD agrees to provide them with that data, and in return, they agree
to try and find statewide solutions to reduce that type of violence. This will add to the workload of the d etectives. A
sentence was added to the MOU stating that the MOU can be terminated by either party with 30 day notice. If this is
causing a lot of work it can be terminated. They will only be sent closed cases. Committee member Duclos
moved to forward the MOU between FWPD and the WA. State Department of Health to the May 19, 2015
Council Consent Agenda. Committee member Moore seconded. Motion passed.
Crestwood Animal Hospital
Mr. Sumpter stated that Crestwood Animal Hospital held a fundraiser to raise mo ney to purchase a ballistic vest for
K9 Kaiser. They have donated $2,625.00 toward the ballistic vest. Crestwood Animal Hospital will be recognized at
a future City Council meeting.
