SPECIAL MEETING MINUTES
Council Chambers - City Hall
September 1, 2015 — 5:30 p.m.
1. CALL MEETING TO ORDER
Mayor Ferrell called the Special Meeting to order at the hour of 5:34 pm.
City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge, Councilmember Lydia
Assefa- Dawson, Councilmember Kelly Maloney, Councilmember Bob Celski, Councilmember Martin
Moore and Councilmember Dini Duclos.
City staff in attendance: Chief of Staff Brian Wilson City Attorney Amy Jo Pearsall, and City Clerk
Stephanie Courtney.
2. PLEDGE OF ALLEGIANCE
Lora Ueland led the flag salute.
Mayor Ferrell excused Councilmember Honda's absence for this evening's meeting.
3. PRESENTATION- Valley Communications Center
Lora Ueland, Executive Director of Valley Communications Center thanked the Mayor and Council for
the opportunity to present a brief presentation regarding Valley Com. She reviewed its history,
including: Who they are, What they do; and Where they are going. The City of Federal Way joined as
an owner city in 2000 with other established cities such as Auburn, Kent, Renton and Tukwila. She
noted Valley Com averages approximately 1,500 Call for Service (CFS) a day and over the last 12
year period, averaged 547,395 calls annually. Valley Com is dedicated to providing consolidated
emergency communications for the protection of the lives and property of the citizens we serve. She
reported on the New Generation 911 (NG911) which will include texting, video and picture
capabilities; technology advancement; monitoring and responding to changing needs of the agencies
they serve and overall population growth in the area.
Councilmembers thanked Ms. Ueland for her presentation and for her staff who do an outstanding job
for the city and the residents.
4. PRESENTATION- SCORE Financial Update
Finance Director Ade Ariwoola gave a brief report on the SCORE Jail Facility. He noted SCORE was
established in 2009 with a 30 year bond of $86 million. Federal Way's current balance on our portion
(18% share) is $14.47 million (as of the end of 2014). He further presented information regarding the

2015 budgeted service charges and debt services. He made comparisons between costs associated
with King County and Pierce County facilities. Factors affecting jail costs include operation costs
(labor and building maintenance); efficiency and average daily population (ADP). He also charted the
ADP including Federal Way, Auburn, Renton, Federal Way, Tukwila, Burien, SeaTac and Des Moines
for the month of July over a three year span. Mr. Ariwoola noted a multi - departmental team has been
put together to discuss and monitor ongoing costs and ADP.
Councilmembers thanked Mr. Ariwoola for the presentation and asked clarifying questions regarding
costs; our 18% share of the facility; and if staff has researched options other cities are taking to
manage ADP.
5. CITIZEN COMMENT
No citizen comment was given.
6. EXECUTIVE SESSION
At 6:14pm Mayor Ferrell announced the Council will be recessing into Executive Session for the
purpose of discussing the following two items.
• Property Acquisition Pursuant to RCW 42.30.110(1)(b)
• Sale or Lease of Property Pursuant to RCW 42.30.110(1)(c)
7. ADJOURNMENT
There being nothing further on the agenda; Mayor Ferrell adjourned the Special Meeting at 6:41 pm.
