Present: Chair Mark Koppang, Vice Chair Mike Hoefel, Lynda Jenkins, Anthony Murrieta, Laura Belvin, Dawn Coggins, David Berger, and P.K. Thumbi Excused: David Wilson, George Pfeiffer Guest: None Staff: Parks Director John Hutton, Parks & Facilities Manager Jason Gerwen, and Mary Jaenicke, Administrative Asst. II. PUBLIC FORUM None APPROVAL OF MINUTES Commissioner Murrieta moved to approve the August Parks and Recreation regular meeting minutes as written. Commissioner Berger seconded. Motion passed. COMMISSION BUSINESS STAFF REPORTS ADELAIDE PARK UPDATE Mr. Gerwen stated that they replaced the staircase with a climber which is more economical. The total cost is $110,913.80; this includes the play structure, swing set, wood chips and installation. The remaining balance in the playground fund is $87,000 and will be used for Town Square Park next year. The playground will be installed between November and February. Commissioner Belvin moved to approve the purchase of the Adelaide Park Play Structure as presented and forward onto the October Parks, Recreation, Hum an Services and Public Safety Committee meeting. Commissioner Murrieta seconded. Motion Passed. TOWN SQUARE PARK Mr. Hutton reported that 90% of the grading has been completed, the ditches have been dug for the conduit, and the rain garden has been dug. Tagro will be added to the soil. Tagro products are made from a blend of pasteurized wastewater byproducts called biosolids and other weed -free gardening components. We will be bringing in 500 yards of the Tagro and delivery will start on Tuesday. The contractor is on schedule, and staff is working hard on phase 2 of the park, which includes the spray feature and the restroom. PANTHER LAKE UPDATE Mr. Hutton reported that the Panther Lake project was put on hold when Town Square Park was made a priority. Mr. Hutton has received some calls from citizens that would like the trail to be gravel, and not a hard surface. A gravel trail would be more natural, and it’s softer for runners. The material that would possibly be used on the trail is quarry sand. The easement goes deep into their parking lot and doing construction now would disrupt their season. Staff will be looking for an outside agency to manage the project. Once the construction for the second phase of Town Square is started, then staff will return their focus to the Panther Lake project. OTHER BUSINESS Commissioner Berger inquired about the weekly updates. Mr. Hutton answered that the department has not done weekly updates for quite some time, but he would be happy to send the commission updates on Recreation and the Dumas Bay Centre. Vice Chair Hoeffel stated that trail repairs and replacement is on the work plan, and wanted to know if there had been any progress on this. Mr. Gerwen answered that there has not been progress on this. Commissioner Berger asked if this is something that the Parks Commission could volunteer to do to help with this. Jason answered that they could help by spray painting the roots. Commissioners Berger, Murrieta, Hoeffel and Coggins volunteered. Mr. Gerwen will provide them with the spray paint. The closure of the Community Center was discussed. Mr. Hutton reviewed the list of projects with the commission. The Community center will be closed for a week. He also discussed the replacement of the pool liner in the leisure pool. This will take approximately one month, and it should last 15-20 years. The original pool liner was installed incorrectly; that company is no longer in business. The stainless steel in the pool area is also being replaced. The quality of the sound in the gym was discussed. Mr. Hutton stated that nothing is being done at this time in regards to improving the quality. It’s a noisy high ceiling room. Also, hosting events in that room is a disruption to the business operations of the facility. In the future rental groups will initial that they’re aware that the gymnasium is not air conditioned, and they are responsible for providing portable fans. Commissioner Thumbi asked about Lakota Park. Mr. Hutton answered that he believes a meeting has been scheduled with the new Superintendent and City Staff. Mr. Hutton does not know when the meeting will take place, but if he has new information, he will give a staff report at the next Parks & Recreation Commission meeting.
