Marine Hills Stormwater Conveyance System Repair Phase 1 -85% Design Update and
Authorization to Bid
Ms . Thurlow explained this project will repair deteriorated stormwater pipes and structures
within Marine Hills Subdivision. This is a proactive repair program to maintain City's
storm water utility assets, protect roadways and ensure resident safety. There have been
multiple sinkholes in this area within the last few years. Initially this was going to be two
projects but the pipe condition within Phase II region has degraded faster than
anticipated. In December 2015, Council approved combining Phase I and II. The design
phase has identified a need for two contracts. One for open cut pipe repairs that must
be completed prior to the cure in place piping. Ms. Thurlow summarized completed tasks
to date, ongoing tasks, estimated expenditures and available funding. A brief discussion
was held regarding funding and the project timeline.

Sacajawea Middle School Safe Routes to Schools (SRTS) -85% Design Status Report and
Authorization to Bid
Ms. Mullen indicated this project will install an 8-foot sidewalk and bicycle lane on the south
side of Dash Point Road from the existing improvements at Redondo Way S to the entrance
to Sacajawea Middle School. It will also provide a planter strip separating the sidewalk
and roadway, illumination, and ADA ramps. She outlined progress to date, ongoing tasks,
available funding, and estimated expenditures.

Pacific Highway South HOV Lanes Phase V (5 340th Street to S 359th Street) Project -Joint
Construction Agreement with Puget Sound Energy (PSE)
Mr. Chandra provided a picture of the project area and stated that Puget Sound Energy
owns an obsolete gas main that needs to be removed as part of the project. This joint
construction agreement is being pursued in an effort to reduce both cost and extended
public disruption of the area. Puget Sound Energy will reimburse the City for having the
City's contractor remove the obsolete gas main.

Mr. Chandra noted the City has required Comcast to relocate aerial facilities into an
underground duct and vault system. A letter of understanding is being pursued in an effort
to reduce both cost and extended public disruption of the area. Comcast will reimburse
the City for having the City's contractor install conduit and vaults supplied by Comcast as
part of Joint Utility Trench portion of the project.

SUBJECT: S 32d" St and S Marine Hills Way Pipe Repairs -85% Design Status Report and Authorization

BACKGROUND:
This proj ect will repair three deteriorated stormwater pipes, two at the outlet of City Pond 64 (CP 64)
parallel to South 3201
1, treetjust west of 1st Avenue South, and one in Marine Hills Way between 5th and
6th Avenu e South . Tree root s blocked the outlet from CP 64 at multiple joint locations and caused minor
neighborhood flooding this past winter, and the surface water division has completed two repairs in the
last three years at the Marine Hills Way location. The proposed long term repair with this project will use
the trenchless cured in place pipe (CIPP) repair system because all three pipes are deep and have largely
retained the original shape and circumference with aligned, contiguous joints. The CIPP liner will close
and bridge the damage in the corrugated metal pipes (CMP) found at the invert due to gravel/cobbles and
at joints due to tap roots from adjacent trees.
Given the condition of these three pipes, staff are scheduling this non-invasive repair ahead of the larger
neighborhood wide conveyance repair project in Marine Hills currently under design. The CIPP liner will
provide needed structural reinforcement without reducing current capacity while avoiding costly open
trench repairs. Prior to installing the CIPP liner, the pipes will be cleaned and likely chemically treated to
kill any remaining tap roots that have penetrated the existing CMP.
Coucil approved the S 320th St pipe repair project on January 5th with a budget of $100 ,000 as part of the
2015 Surface Water Management Capital Improvement Plan Update . Following the March development
of a sinkhole in Marine Hills Way, the additional pipe in Marine Hills Way was added to the project.
Funds from the Marine Hills Conveyance Repair Project will be added to this project to complete the
work.
The project design is approximately 85% complete, which includes the following completed tasks:
• Video inspection to identify repairs needed and cleaning to complete prior to lining
• Pipe survey
• Project design Plan, Specifications and Cost Estimate (PS&E) -85%
Ongoing Tasks Include :
• Contract PS&E to 100%.

BACKGROUND:
The Pacific Highway South HOV Lanes Phase V (South 340th Street to S 359th Street) Project includes
adding HOV lanes north and southbound, adding curb gutter and sidewalk, adding lighting, landscaping,
planted medians, left tum movements restricted to intersections, and consolidating driveways where
possible. The purpose of the project is to improve aesthetics, improve traffic flow and reduce accidents
by eliminating conflicts and to promote transit and carpool use. An average of more than 30,000 vehicles

S 288th Street (Military Road to City Limit) Preservation Project -Project Acceptance
BACKGROUND
Under the PSRC Countywide Preservation Competition in 2014, the City was awarded Grant
funding for the overlay and ADA retrofit of S 288th Street from Military Road to the east City
Limit. This project was physically completed in February of 2016.
The City Council must accept the work on a Public Works construction project as complete to
meet State Department of Revenue and State Department of Labor and Industries requirements.
The "S 288th Street (Military Road to City Limit) Preservation Project" contract with Tucci and
Sons, Inc. is complete. The final construction contract amount is $407,078.45. This is
$56,244.65 below the $463,323.10 (including contingency) budget that was approved by the City
Council on July 21, 2015.

Setting Public Hearing for 2017-2022 Transportation Improvement Plan
BACKGROUND:
In accordance with the requirements of Chapters 35.77 and 47.26 of the Revised Code of Washington (RCW), the
City of Federal Way adopted its original Transportation Improvement Plan (TIP) and Arterial Street Improvement
Plan (ASIP) on July 23, 1991. The City is also required to adopt a revised TIP and ASIP on an annual basis to
reflect the City's current and future street and arterial needs.
The City is required to hold a minimum of one public hearing on the revised plans. Staff proposes that this occur
at the June 21, 2016, City Council meeting. Once the revised plans have been adopted by Resolution, a copy of
the respective plans must be filed with the Washington State Secretary of Transportation and the Washington
State Transportation Improvement Board. The attached Resolution sets the public hearing date for the
June 21, 2016 City Council meeting. The TIP will also be presented to the Land Use and Transportation
Committee on June 6, 2016.

A RESOLUTION of the City Council of the City of Federal Way,
Washington, setting a Public Hearing date of Tuesday, June 21, 2016 for
adoption of a revised Six-Year Transportation Improvement Program
and Arterial Street Improvement Plan.
WHEREAS, pursuant to the requirements of Chapters 35.77 and 47.26 RCW, the City
Council of the City of Federal Way must adopt a revised and extended Six-year Transportation
Improvement Program ("TIP") and Arterial Street Improvement Plan ("ASIP") annually; and
WHEREAS, pursuant to RCW 35.77.010 and supporting laws and regulations, a public
hearing must be held prior to the adoption of the revised and extended Six-year Transportation
Improvement Program and Arterial Street Improvement Plan;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
RESOLVES AS FOLLOWS:
Section 1. Public Hearing. A public hearing shall be held on the 2017-22 Federal Way
Transportation Improvement Plan and Arterial Street Improvement Plan at the regular meeting of the
City Council at 7:00 p.m. on Tuesday, June 21, 2016, at the Federal Way City Hall Council
Chambers.
Section 2. Severability. If any section, sentence, clause or phrase of this resolution should be
held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this resolution.
Section 3. Corrections. The City Clerk and the codifiers of this resolution are authorized to
make necessary corrections to this resolution including, but not limited to, the correction of

scrivener/clerical errors, references, resolution numbering, section/subsection numbers and any
references thereto.
Section 4. Ratification. Any act consistent with the authority and prior to the effective date of
this resolution is hereby ratified and affirmed.
Section 5. Effective Date. This resolution shall be effective immediately upon passage by the
Federal Way City Council.

Authorization to apply for the King County Flood Control District Flood Reduction Grant
BACKGROUND:
King County Flood Control District announced the availability of $3 .3 million in grant funding for
projects that focus on flood reduction. This funding is targeted for small to medium flood reduction
projects, including stormwater control projects that address existing or potential flooding. Projects
include improvement or replacement of failing stormwater systems that are causing flooding or slope
instability. Projects must also" ... provide a clear economic benefit that extends beyond the applicant to
the broader public good." Included in the extended benefit examples are maintaining public access to
residences, maintaining safe roads for conveying people, goods, and emergency services, as well as
addressing existing or potential threats to public safety and infrastructure. The Marine Hills Stormwater
Conveyance System Repair project cmTently under design within Public Works Surface Water
Management Division (SWM) meets these criteria.
The project will repair deteriorated stormwater pipes and structures in the Marine Hills subdivision using
a cured in place pipe (CIPP) repair system. The Marine Hills subdivision was developed in the mid
l 960's and 70's. In recent years the City has experienced an increase in sinkhole development and the
need for asphalt repair due to the condition of the storm water system within the subdivision. In addition a
large portion of the storm drainage pipes have exceeded their projected life expentancy, increasing the
potential for flooding or other infrastructure failure. This project is a proactive repair program to
maintain the City's stormwater utility assets, protect roadways and ensure resident safety.
The total available amount for the 2016 flood reduction grant funding program is $3.32 million.
Although there is no cap on the individual award amount, grants awarded in the past have ranged from
$11 ,000 to $400,000. With Council approval, SWM will apply for a $400,000 grant to be applied to the
Marine Hills Stormwater Conveyance System Repair project.
Although the Marine Hills Conveyance System Repair project is currently funded within the SWM CIP
plan , which includes King County Flood Control District Regional Opportunity Funds, SWM has
identified the need for additional conveyance repair projects that are not funded at this time. Applying
this grant funding to the Marine Hills Conveyance System Repair project will enable SWM to re-allocate
CIP funds for the next conveyance repair project that is identified and approved.
