Chair Koppang called the meeting to order at 5:04p.m.
Public Comment: Mr. Woolley spoke regarding the toxic algae conditions of Lake Jeane. He is asking
for assistance from the City Council and is requesting that the city make revisions to FWRC 7.03.040 —
adding algae conditions to the list of specific public nuisances. Chair Koppang stated that the Legal
Department is looking at the current ordinance, and that the Council cannot make a decision based on an
isolated incident. They need to consider how changing the current ordinance would affect other bodies of
water within Federal Way. Two lawsuits have been filed, and this will remove the city from being
involved. The city will still continue to review the language in the ordinance. Mr. Woolley requested that
once legal has reviewed the verbiage that has been submitted, and if it is not approved to go forward,
they would like to be given the rationale on why it is not going through.

Approval of Minutes
Committee member Assefa- Dawson moved to approve the March minutes as written. Committee
member Moore seconded the motion. Motion passed.
BUSINESS ITEMS
MOU between the Federal Way Police Department and the King County Prosecutor's Office on
the Police - Prosecutor Partnership Initiative
Chief Hwang stated that the King County Prosecutor's office is applying for a Bureau of Justice
Assistance Grant. The Shots Fired Project will address gun violence in King County. They have asked
for support from the Federal Way Police Department. The Federal Way Police Department will provide
the King County Prosecutors Office with data on firearm related offenses and shots fired incidents for the
year 2015 and year -to -date 2016. Committee member Moore requested that the data is shared with the
Committee.
Memorandum of Understanding (MOU) Between the City of Federal Way and St. Francis Hospital
Mr. Watson stated that St. Francis Hospital wants to participate in a Discount Drug Program, and in order
to participate, the hospital must have an agreement with a local government stipulating that they are
providing services to moderate and indigent persons. Currently, the city does have an MOU for this
purpose that was enacted in 2006. This MOU is to recognize that there have been changes in elected
officials and to reaffirm the MOU. Committee member Moore moved to forward the MOU to the
April 19, 2016 Council consent agenda for approval. Committee member Assefa- Dawson seconded.

Henderson Partners Retainage Release
Mr. Ikerd stated that Henderson Partners performed work on the first phase park improvements at Town
Square Park. Prior to the release of retainage on Public Works projects, the City Council must accept the
work as complete. Committee member Assefa- Dawson moved to forward the acceptance of the
Town Square Park 1" phase work as complete and forward the authorization of staff to release
their $21,396.83 retainage to the April 19, 2016 City Council consent agenda for approval.
Committee member Moore seconded. Motion passed.
Playground Safety Surface for Town Square Park Playground
Mr. Hutton reviewed the four options of safety surface for the park: 1) Engineered wood chips, 2)
Artificial Turf, 3) Rubber poured in place 4) Rubber tiles. The pros and cons of each surface were
discussed. Staff's preference is to use the artificial turf, the life expectancy is 10 years, and the pad will
last for at least 30 years. Committee member Moore moved to forward the recommendation to
approve a PO in the amount of $99,044.68 to KCDA and enter into a contract with FieldTurf to
supply and install playground safety surface at Town Square Park Playground to full Council for
the April 19, 2016 business agenda for approval. Committee member Assefa- Dawson seconded.
Chair Koppang inquired about how the safety surface fits into the budget. Mr. Hutton answered that the
entire playground and play surface will be paid for out of the playground CIP account. Motion passed.
Playground Equipment for Ages 2 -5 for Town Square Park
Mr. Hutton stated that the City Council asked staff to research play equipment for 2 -5 year olds. Staff has
selected a piece of play equipment called the Activo Bambino. This equipment was approved at the last
April Parks Commission meeting. This particular piece of equipment will fit in nicely with the other play
equipment, and has maximum play value. There will also be two spring toys. Mr. Hutton stated that when
the Council asked staff to look at the additional play equipment, it caused the budget to increase.
Purchasing this equipment will use up the entire playground CIP budget. Staff reviewed the cost of all of
the play equipment for the park. Mr. Hutton stated that staff is looking for direction on the Topsy Turny;
they would prefer not to purchase this equipment, and apply the cost savings to the park. They are also
not sure if this will fit into the footprint with the addition of the Activo Bambino. The layout of the
playground was discussed. Mr. lkerd stated that the remaining balance in the playground CIP account is
$109,164.00, the cost of the proposed remaining features is $135,131.00, which leaves a shortfall of
$25,967.00. Eliminating the Topsy Turny would help with funding and the space layout. There is a
cushion of $40,000 within the park and they would still be within budget. The Committee agreed that
staff could remove the Topsy Turny. Committee member Moore moved to forward the
authorization of an award for playground equipment for 2 -5 year olds at Town Square Park in the
amount of $37,228.51 which includes 10% contingency to Northwest Playgrounds and authorize a
PO to be issued to KCDA and forward to the April 19, 2016 Full Council business agenda for
approval. Committee member Assefa- Dawson seconded. Motion passed.

SUBJECT: Amendment #1 to the Washington Traffic Safety Commission (WTSC) Target Zero
Team (TZT) Interagency Funding Agreement 2015 -2016.
The Federal Way Police Department is an active member of the regional WTSC TZT
enforcement emphasis. The FWPD utilizes funds provided by the WTSC to conduct
enforcement mobilizations throughout the year. These mobilizations include Holiday DUI
patrols, U text U drive U pay patrols, Click it or Ticket patrols, Cell Phone patrols, and Summer
DUI patrols. For the past several years, FWPD has been and continues to be a statistical leader
for these sponsored enforcement activities in south King County.
With the implementation of the "Nick and Derek DUI and Distracted Driving Enforcement
Project" the City of Federal Way continues to lead by example. Acknowledging the threat to our
community when people drive while intoxicated or distracted, the city funded this program over
and above the funding received from the WTSC in order to make our streets safer.
The original WTSC Interagency Agreement recognized the efforts of Federal Way Police
Department to be a leader in traffic safety for south King County and provided $23,900.00 in
funding to conduct high visibility enforcement traffic safety emphasis patrol for the 2015 -2016
state fiscal -year.
Amendment #1 to this Agreement awarded the Federal Way Police Department an additional
$3,000.00 for Distracted Driving Patrols.

The above - referenced Interagency Agreement between the Washington Traffic Safety
Commission (WTSC) and X Police Department (AGENCY) is hereby amended as follows:
COMPENSATION AND CONDITIONS
Compensation for the work provided in accordance with this Agreement has been established
under the terms of RCW 39.34. The cost of accomplishing the work described in the Statement
of Work will not exceed $26.900.00. Funds break down into the following enforcement overtime
categories:

King County Distracted Driving
Agency may engage in multijurisdictional HVE distracted driving focused patrols, as
part of the county effort, for all or part the following dates:
King County Cell Phone Distraction Campaign - April 15 - 30, 2016
These patrols shall be deployed at locations where the data indicates that the most
traffic safety benefit can be realized as determined by the King County Target Zero
Task Force. Wherever possible these patrols shall occur in areas with the highest
number of cell phone distracted driving violations.
Law enforcement officers will complete the Emphasis Patrol Activity Logs and
fnnniard to their Target Zero Manager within 48 hours of the completion of the
distracted driving patrols.
Funds permitting, the Task Force may coordinate additional local HVE cell phone
distracted driving patrols during the contract period. Dates may not coincide with any
national /statewide or other local flex patrols. Dates of local patrols will be reported in
advance to the WTSC on a quarterly basis by the King County Target Zero
Managers. Only work done on Task Force/TZM pre- approved dates will be
considered for reimbursement.
All other terms and conditions of the Interagency Agreement remain in full force and
effect.
This AMENDMENT is executed by the persons signing below, who warrant that they
have the authority to execute this Amendment. This amendment is effective when it
is fully executed below.

SUBJECT: 2016 Ballistic Vest Partnership (BVP) Grant Funds.
The Federal Way Police Department has a ballistic vest mandatory wear policy for all officers. As
the vests expire (every 5 years), the department purchases replacement vests.
By 8/31 /2017 it is estimate that the Federal Way Police Department will need to purchase 58 ballistic
vests. Each vest will cost approximately $941.70. The total cost to the City of Federal Way will be
$54,618.60.
The Ballistic Vest Partnership Grant application period ends 5/16/16. If awarded, the grant will
provide matching funds for the purchase of needed officer ballistic vests. Currently, there are
$19,673.09 in matching Grant funds available to us from the 2015 BVP Grant (that will expire
8/31/2017). The 2016 BVP awarded amount will be announced and available in the 3rd quarter of
2016. Awarded funds will expire on 8/31/2018; City matching funds will be taken from the Police
Uniform budget.
The Federal Way Police Department is seeking approval to apply for the Ballistic Vest Partnership
Grant by 5/16/16 and that matching funds be set aside if awarded.
