CALL MEETING TO ORDER Mayor Ferrell called the meeting to order at 7:08 p.m. City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge, Councilmember Lydia Assefa- Dawson, Councilmember Kelly Maloney, Councilmember Susan Honda, Councilmember Mark Koppang, Councilmember Martin Moore, and Councilmember Dini Duclos. City staff in attendance: Chief of Staff Brian Wilson, City Attorney Amy Jo Pearsall and Deputy City Clerk Jennifer Marshall. 2. PLEDGE OF ALLEGIANCE Former Councilmember and Deputy Mayor Hope Elder led the flag salute. DEPUTY MAYOR BURBIDGE MOVED TO AMEND THE AGENDA TO ADD "ORDINANCES" TO CONSIDER THE FIRST READING OF THE COMCAST CABLE FRANCHISE EXTENSION; COUNCILMEMBER MALONEY SECOND. PRESENTATIONS a. (ADDED ITEM) Proclamation: National Day of Prayer Councilmember Koppang invited Betty Taylor to the podium to receive the Council Proclamation wherein May 5th was declared as the National Day of Prayer. Ms. Taylor expressed her appreciation to Mayor Ferrell, Councilmembers, and staff. Federal Way City Council Regular Minutes Page 1 of 6 May 3, 2016 b. South King Fire and Rescue Briefing Mayor Ferrell introduced Dr. Al Church, Chief of the Fire Department, who provided an update on South King Fire and Rescue District (SKFR). Highlights included the Washington Survey and Rating Bureau (WSRB) Rating of Class 2 which was only achieved by four (4) fire departments in the state: Seattle, Bellevue, Olympia, and SKFR. Chief Information Officer Joe Ganem was also introduced and discussed that voters passed a Safety Improvement Bond for $39 million which will enable seismic upgrades, replacement generators, fuel tank upgrades, emergency response vehicle replacements, and address other needs. c. Tourism Spotlight: Pacific Bonsai Museum Mayor Ferrell introduced Executive Director Kathy McCabe who shared that the purpose of the Pacific Bonsai Museum is to connect people to nature through the living art of bonsai. She indicated that the collection is the most diverse collection in nation and in 2015 had 31,099 visitors from 47 states and 31 countries. The museum was happy to have been highlighted in an editorial on Alaska Airlines "Onboard" Magazine. d. Mayor's Emerging Issues and Report Town Center Hotel Request for Proposal Response Mayor Ferrell highlighted the presentation of the Town Center Hotel Request for Proposal discussed at the Special Meeting and introduced Greg Allen, Joshua Allen, and Jared Taylor with Cadius Partners as well as Jeff Downhour with Mosaic Architects. Both Mr. Allen and Mr. Downhour expressed appreciation and excitement for the opportunity to share their vision and the potential to develop the site. Report on Sound Cities Association Board Meeting in Federal Way Mayor Ferrell shared that Bellevue has rejoined the Sound Cities Association Board which results in a total of 38 cities being represented by this board which gives a voice to over a million individuals. The April 27th Board Meeting was hosted in the Federal Way Council Chambers and included a tour of the city. Federal Way Farmers Market Grand Opening Ms. Rose Ehl announced the grand opening of the Farmers Market on Saturday, May 7th at 9:00 a.m at the Commons Mall parking lot; there will be speakers and entertainment for all ages as well as over 30 farmers. The South King County Market received a $1.5 million grant from the United States Department of Agriculture (USDA) for the "Fresh Bucks" program. This program facilitates healthy eating by enabling EBT funds be matched up to $10 at local farmers markets. Break the Chains 5K The Break the Chains 5K run will be on Saturday, May 14th beginning at the Farmers Market; this event is put on by the Federal Way Coalition Against Human Trafficking. Touch -a -Truck Mayor Ferrell introduced Parks and Recreation Director John Hutton who shared that the third annual Touch -a -Truck event will be taking place on May 14th from 11:00 a.m. to 2:00 p.m. in the old Target parking lot. This event is to expose and teach kids about what builds and keeps their communities safe and will include vehicles from various organizations. Blue Poppy Day Mr. Hutton also shared that Blue Poppy Days will take place at the Rhododendron Garden on May 14th. This is a free event with various artists spread throughout garden including singers, harpist, and painters. Federal Way City Council Regular Minutes Page 2 of 6 May 3, 2016 4. CITIZEN COMMENT Christopher Stone shared that this is a great community to live in with many churches and great community members. He appreciated the proclamation regarding prayer and highlighted situations to be both thankful and prayerful for. Hope Elder spoke against the initiative on homelessness. She shared that while in theory it would be great to go in and clean up these camps, she feels it is unkind to demolish the only things these people own. She further shared some intermediate steps such as garbage pick -up she felt could have been taken before moving forward in such an aggressive manner. Vonda Kelsey shared concerns about the number of new apartment complexes being built. She questioned if additional law enforcement will be put in place to handle the addition of new citizens in our community. Jodi Anderson attended the community forum at Saghalie Middle School in April and expressed concern regarding increased high profile crimes committed by youth. She shared her desire to have a coalition of concerned citizens meet with the city, school district, and police department to have conversations regarding youth crimes, increased gang activity, expanding youth activities in our community, and the impact of increased high- density housing in the area. Jan Zimmer strongly supported the coalition /task force referenced by Ms. Anderson and questioned if there is or could be a curfew for juveniles. Bob Wooley provided a letter read into the record by Deputy City Clerk regarding ongoing issues between property owners on Lake Jeane and the Twin Lakes Golf and Country Club. He is requesting a revision to Federal Way Revised Code 07.03.040 regarding public nuisance. Mayor Ferrell and Councilmembers responded that the efforts in regards to the homeless camps are not solely focused on cleaning up the camps, but also streamlining services and providing referrals. It is a public safety issue and is a work in progress. Mayor Ferrell requested Chief of Police Andy Hwang respond to the concerns raised in regards to the upcoming multifamily projects and crime. Chief Hwang shared that the Police Department, on an ongoing basis, partners with various agencies and feels they have made some progress as evidenced by a decrease in calls for service. The police are ready to work with any group or organization that wants to have a positive impact in the community. They have been working with the developers in order to mitigate potential issues brought about by additional multi - family properties. 5. RESOLUTION: Section 108 Loan Resolution for Full Faith and Credit Collateral /APPROVED RESOLUTION #16 -704 City Attorney Amy Jo Pearsall provided a brief presentation sharing that this proposed resolution relates to Resolution 15 -691 which was approved by the City Council in June of 2015 and authorized the application for a Section 108 Loan. This resolution currently under consideration is part of the funding package for the Performing Arts and Events Center (PAEC) and is required by the United States Department of Housing and Urban Development (HUD) before funds will be dispersed. This information is already indicated in the application material, but a formal resolution is required. Councilmember Honda noted that she has never supported borrowing for this project and is especially concerned regarding the wording in section one stating that there is a potential for taxing citizens in order to pay back this loan. She wants the language of the resolution to reflect that this is not the intent of the city. It was further clarified by Ms. Pearsall and Mr. Jeff Watson, Community Services Manager, that this resolution is a part of the loan application material and that there are other documents stating the city's intent to service the debt with a portion of the annual Community Development Block Grant (CDBG) Program allocations. This specific pledge and wording is required as collateral before the release of the monies. (ADDED ITEM) Comcast Cable Franchise Extension City Attorney Amy Jo Pearsall briefly explained this ordinance is an extension of the current contract with no changes as franchise negotiations continue. COUNCIL REPORTS Councilmember Assefa- Dawson congratulated Councilmember Maloney on the completion of her schooling and receipt of her master's degree. In response to citizen comment, she shared that she seeks to find compassionate solutions that serve the homeless population. These past few weeks she attended the Christian Faith Center Fundraiser, Park Appreciation Day activities, the grand opening of the Russian /Ukrainian church, volunteered with Habitat for Humanity, and the Advancing Youth Leadership Graduation. She will be traveling and unable to attend the May 17, 2016 Council Meeting. Councilmember Maloney shared her excitement in obtaining her master's degree after years of hard work. She was eager to hear the South King Fire and Rescue District report after having had a small fire in her own neighborhood; she was impressed by the response time and level of service. She shared that she understands the concerns regarding the homeless and will continue to work towards a solution. It was also indicated that she is open for additional communication on public safety and supports a coalition if possible. Councilmember Honda attended the Sound Transit and King County Metro Meeting at Truman High School where the Chief Executive Officer of Sound Transit was in attendance. She also attended the Advancing Youth Leadership graduation, a fundraiser for the Korean School of Federal Way, and attended the Women's Summit sponsored by the Chamber of Commerce. Local talent was showcased as she judged the Federal Way Spelling Bee. The 98th Annual Regional Conference for Soroptimist International was held in Spokane where they discussed ways to improve the community for women and children. She announced Relay for Life is May 20th and 21st at Saghalie Middle School and encouraged attendance at Blue Poppy Days on May 14tH Councilmember Koppang attended Parks Appreciation Day on April 23rd which had an amazing turn out of over 400 people. He believes one solution for our community is for citizens to work together towards common goals. He attended the Boys and Girls Club fundraiser breakfast. He is on the Board for and attended the Advancing Youth Leadership Graduation where they are creating legacy. Mr. Jones' third grade class at Enterprise Elementary School hosted both him and School Board Commissioner Hiroshi Eto who read to and answered questions from the students. He also participated in a salmon release in the West Hylebos which is a treasure in our city. Councilmember Moore is excited about the great things happening in Federal way and the amazing people making an impact in our community. He enjoyed the Town Center presentation during the Special Meeting and is excited about the future of our community. He recognizes there are public safety concerns and believes the best way to solve it is to keep youth busy, give them opportunities, and support our schools. He also participated in Park Appreciation Day at Town Square Park where he received a tour from Director Hutton. He shared that he has been recently accepted into a Master's Program in Education and School Guidance Counseling. Councilmember Duclos attended the Christian Faith Center Fundraiser where she interacted with King County Councilmember Pete von Reichbauer. She also attended the Korean School of Federal Way fundraiser where she especially enjoyed the program. She shared a recent incident where she needed help from Federal Way's Animal Control Officers when her dog was attached by two others; she is grateful for their good work and diligence in this matter. Federal Way City Council Regular Minutes Page 5 of 6 May 3, 2016 Deputy Mayor Burbidge shared how impressed she is by the very active and dedicated council. She announced the Lodging Tax Advisory Committee Meeting along with the Tourism Enhancement Grant Subcommittee on May 11th beginning at 8:00 a.m. On Thursday, May 5th at 2:00 p.m. an event celebrating hospitality and tourism in Federal Way will be held at Billy McHale's Restaurant. Additionally the Historical Society is sponsoring "Jackson Street After Hours ". PowellsWood Garden has extended their hours for Mother's Day weekend and is providing special events. There is also a "Best Start for Kids" regional planning effort on Thursday at Renton City Hall from 4:00 to 6:00 p.m. A Special Olympics press conference will be held next week regarding the 2018 Special Olympics during which Federal Way will be hosting events. She attended both the St. Francis Hospital Auxiliary fundraiser held at the Community Center, the Boys and Girls Club fundraiser, and the Chamber of Commerce Summit. 8. EXECUTIVE SESSION At 8:45 p.m. Mayor Ferrell announced the Council would be recessing into Executive Session for the purpose of discussing the Sale or Lease of Property pursuant to RCW 42.30.110(1)(c). a.
