1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting to order at 5:33 p.m.
City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge, Councilmember Kelly
Maloney, Councilmember Susan Honda, Councilmember Mark Koppang, Councilmember Martin
Moore, and Councilmember Dini Duclos.
City staff in attendance: City Attorney Amy Jo Pearsall and Deputy City Clerk Jennifer Marshall.
2. PLEDGE OF ALLEGIANCE
Pledge of Allegiance led by H. David Kaplan.
3. STUDY SESSION — Town Center Hotel Request for Proposal (RFP) Response
Economic Development Director Tim Johnson overviewed the process which led to the city receiving
the proposal from a company that would build, own, and operate an upper mid -scale limited service
hotel in this market place. He emphasized the quality of the proposal that has been received as well
as the level of sophistication provided with the proposal. Mr. Johnson introduced Mr. Greg Allen,
Principal of Cadius Partners.
Councilmember Assefa- Dawson arrived at 5:40 p.m.
Mr. Greg Allen presented their proposal including an aggressive construction schedule to begin
construction in March of 2017 with completion in May of 2018; the lifestyle /select service hotel
concept inclusive of amenities; a potential penthouse restaurant run by a third party with views of
Mount Rainier; and how they would complement the Performing Arts and Events Center (PAEC). He
also shared their financing practices and the anticipated job generation in Federal Way through this
proposal. He then introduced Mr. Jeff Downhour with Mosaic Architecture.
Mr. Downhour articulated that as the architect it is his company's job to create vision and overviewed
some of their previous projects to emphasize this point. He then reviewed the design proposal for the
Town Center Hotel sharing that the proposed location of hotel is to create great public space and be
visually inviting; establish walkable and connected property; generate appropriate density; and make it
a destination. He emphasized that the great staircase inclusive of ramps would not only increase
visibility on the site but would also be an invitation for all. He shared his enthusiasm at the possibility
of creating this centerpiece for the City.

After expressing appreciation for their presentation, Councilmembers requested additional information
regarding the design of the hotel complementing or mimicking the Performing Arts and Events Center,
location of the building entrances, contractor selection, possibility of solar /green construction, and
other design elements.
4. CITIZEN COMMENT
No citizen comments were received.
5. EXECUTIVE SESSION
At 6:45 p.m. Mayor Ferrell announced the Council would be recessing into Executive Session for the
purpose of discussing the Sale or Lease of Property pursuant to RCW 42.30.110(1)(c) and Potential
Litigation pursuant to RCW 42.30.110(1)(i).

Council returned to Chambers at 6:55 p.m.
6. ADJOURNMENT
There being nothing further on the agenda; Mayor Ferrell adjourned the Regular Meeting at 6:55 p.m.
