MEETING MINUTES
Vice -Chair Berger called the meeting to order at 6:37pm.
Present: Chair Mike Hoefel, Vice -Chair David Berger, Dawn Coggins, Laura Belvin, David Wilson and Anthony
Murrieta.
Excused: George Pfeiffer, P.K. Thumbi
Guest: None
Staff. Parks Director John Hutton, Deputy Parks Director Steve Ikerd, and Mary Jaenicke, Administrative Asst. II.

PUBLIC FORUM
APPROVAL OF MINUTES
Commissioner Murrieta moved to approve the April Parks and Recreation regular meeting minutes as written.
Commissioner Coggins seconded. Motion passed.
COMMISSION BUSINESS
2016 WORK PLAN FIRST QUARTER REVIEW
Trail Improvement: Panther Lake has been extended to the 40' quarter. Mr. Ikerd reported that the goal is to get
the project ready for bid in February 2017. Work on the project will start again in August 2016.
STAFF REPORTS
PARKS APPRECIATION DAY
Mr. Hutton reported that the event was well attended; 338 volunteers participated for a total of 1,234 hours of labor.
Commissioner Belvin reported that there were approximately 80 volunteers at Adelaide, and the new playground
was opened. Commissioners Wilson and Murrieta reported that there was a good turnout at Town Square Park, and
that they got a lot of work done. Commissioner Coggins reported that there were 45 people at West Hylebos
Wetlands Park. Mr. Hutton stated that there is still a need for more volunteers at Town Square Park to prepare for
the July 9t' grand opening.
ADELAIDE PARK UPDATE
The new playground was opened on Parks Appreciation Day. The installation of the swing set is now scheduled for
early August. A press release announcing that the playground is opened was submitted to the Federal Way Mirror.
Chair Hoefel arrived.
TOWN SQUARE PARK UPDATE
Mr. Ikerd reported that a lot was accomplished on Parks Appreciation Day. Three contractors are on site. Staff and
the consultants will be meeting with the paving contractor on Tuesday to discuss when he can start working at the
site. The lighting on the perimeter path, the plumbing and the shelter are almost completed. There is now power to
the site, and work on the spray park has started. Installation of the Explorer Dome and Zipkrooze Line is scheduled

for May 23. The Activo Bambino is scheduled for installation on June 9 and 10. Mr. Ikerd also discussed the
progress on the columns, and photos of the columns were also shown to the commission. The Recreation Division
is planning the July 9th grand opening event.
TRAIL & PEDESTRIAN ACCESS IMPROVEMENTS AND REPAIR UPDATE
Mr. Ikerd reported that the consultant is half way thru marking the parks. The goal is to have it ready to go out for
bid by the end of May. The bid will include all of the parks. Chair Hoefel inquired about extending the trails. Mr.
Ikerd answered that identifying city wide routes for future development is a part of the work plan, but staff is not
working on that at this time. Chair Hoefel would like the commission to start thinking about possible trail
extensions and connections. Mr. Hutton and commissioner Muff ieta discussed code revisions that the Planning
Commission is reviewing which involves fee -in -lieu.
OTHER BUSINESS
Commissioner Belvin inquired about the Red, White & Blues Festival. Mr. Hutton stated that it will be the same
format as last year; there will be an informational booth, trail maps and trail mix. Discussion was held regarding on
what type of input to gather at the booth, and the decision was made to provide information on the trail system in
Federal Way and gather input on future trail systems.
The Park tours will take place in September or October.
Commissioner Belvin has been asked to give a presentation at an assisted living facility regarding senior access to
parks. Discussion was held on ideas for possible outings to the Parks in Federal Way. Mr. Hutton will provide her
the contact information for the Recreation Division's Senior Activities Coordinator.
